if you do not have enough police certainly at federal, state, or local level, you are going to have problems. i think building up that police force and having mexico be a , it is nott effort something people feel thrilled about. not this administration, not the next administration. but i think there is recognition that until we build up that police capacity, where going to have to have the armed forces doing internal security. everybody agrees that we need to get out of that as soon as possible. there are other challenges. that is probably the number one factor. there is some talk about the new policies put forward. it deserves the benefit of the doubt. i am sure there will be more discussion of what the government has to say. you saw how it was trying to policy, what it learned and adopted from the previous administration. course, intimately witnessed these issues of police that have been right at the core of this. it really goes back decades. many prior administrations in the 1990's embraced and achieved achieve, i should understate, and yet we are still in the situation of having access.
