the police. attention. they formed a task force that included a self -- myself and top levels of the police reported. we sat down and rewrote the sfpd policies. we are proud of the effort. it has served san francisco well for 20 years. chief casey sat in on the meetings with us. he asked why they were endorsing the changes because it put restrictions on intelligence. he said, we are a local police department. we are not the cia. that is still the case today. we need transparency. we've had transparency around these issues in san francisco consistently for a number of years. that has disappeared in recent months for reasons we cannot tell. it is very timely you are looking into these issues. i will briefly point out that the joint chairs and task force involves the assignment of police officers to the fbi. we are sending two officers full-time to work the fbi headquarters on joint terrorism activities. the police department has taken the position they cannot even tell us how many officers are assigned. they

police in the representatives of the police will be in front of the commission. these questions have tangible consequences how many officers are we talking about for the joint terrorism task force? are the full or part-time? if we do have liaison numbeoffis of between 4100, where is the money coming from? these are not line item designations within our own budget. it is not clear that these are coming from the general fund or if these are being granted by homeland security grants. we do not have any of that data. it feels clumsy to us to be getting into the outer stratospheric assertions not knowing how the police would respond. i looked to the police commission. it looks like hrc has tried unsuccessfully to collect the data. >> the first one was informal and the fall. the other thing was to put the items on the agenda to change the dgo and have input from the community. the joint terrorism task force is a serious issue. we need to give the other commissioners on board to set for a hearing and find out. i cannot tell you the number. i have no idea how many full-

again it was a warrantless search conducted by local police undermining trust with local police under guise of working with the joint terrorism task force. and the third one which is the one we know for sure that local police officers were involved in the operation is a story out of southern california where a man continued to visit a mosque for 14 months engaging in provocative behavior in that the mosque sought a retraining order against the individual later to learn he had been sent in by the local operation to spy on that muslim community. all three of the stories involve muslim individuals who are of arab or south asian decent and raise concerned about the police officers undering under the guise of the joint terrorism task force and i share these stories because i think it is important to understand that when we are talking about policy and who signed what and what it means keep in mind the people impacted by this and the fear created in the community and the long-term impact in terms of under mining the relationship making community policing less and less a possibility. >> than

for the police commission. and on a personal note i will say that i have met many of the patrol special officers. i know many of them. they have been extremely professional with me and courteous. if there is anything that i can say in my position that has caused frustration for me it is the diligence in getting the paperwork back. they are required to supply a certain period of time with their updated insurances for both workers' comp, liability insurance and their employee list. some of them have been less than diligent. i have to chase after them to get that information. i have received telephone calls asking for extensions. i have been bending over backwards to show that we are being responsive to their needs. >> lieutenant, how many patrol special officers do we have that are active in san francisco today? >> i show 27 patrol officers. 18 assistants and 19 patrol special beat owners. >> how many total do we have? >> 27. >> first of all, good to see you lieutenant. the last time we saw you is when you got th

community's concern comes from the san francisco police department's own history. in 1993, it was discovered the police inspector had collected information from approximately 7000 individuals and political organizations not suspected of wrongdoing. the inspector was a liaison to the arab-american community and collected information about thousands of innocent san francisco residents. he particularly targeted arab- american organizations and anti- apartheid organizations. not only did he keep this information, he then sold this information to outside agencies and governments. you can imagine why the communities concerned if we have a new intelligence unit, they want insurance the department of general order is not bypassed. they want the police department to come out and say yes, we as a city acknowledge that our values is you will not be infiltrated unless there is reasonable suspicion of criminal activity. also of concern is national origin not be completed with terrorism as exemplified by the chief's comments. it is not guilt by association. that is not our law e

but the police department and the mayor took offense to this. if this is not done, this is a priority of their own accord and i cannot turn my back to look the other way. having more of an accountable strategy, that means in the department holders of the police department, which is viable as a police department, this is the standard operating procedure, this is what it constructs and dictates. there is only one graph about the community policing. this has not been upgraded since then. other cities are blowing us out of the water. i suggest that we need to step up our game, and we'll be able to raise a lot of this -- and more violent crime, that seems to surprise people, or people that are not surprised because they are resigned to this fact. this is the mission, this is the western addition. i do not agree with this whatsoever. i say we build partnerships between the police department, in san francisco. we also talked about the response in the entry. someone has to stand up and say, why is it that of every four people as arrested in the san fran
