i live between polk and parking. i think there's entirely too much saturation of alcohol-dispensing businesses there. certainly from where i live, there's no less than six places i can go to and purchase alcohol to take home within four blocks and at least three of them sell until 2:00 in the morning. this is just totally not counting all the bars, all the restaurant bars or beer and wine bars, and as for violence, well, there is violence that is attributed to alcohol. just like night, last evening, early morning, there was a brawl on polk involving eight or nine people. the cops were called. people were arrested. and i'll tell you what, that fight didn't begin because someone was too sober. that fight began because of alcohol. i don't know that i can agree with the assertion that there's no violence on polk or violence related to alcohol. that's it. thank you for your time. president miguel: thank you. erica, paul. >> hello, i am erica byrne. i live nearby on knobb hill. both of the groups that i am a member of have

i saw a classified ad for a bar on sale on the corner of polk. my friends said, what are you doing, get out of that as quickly as possible. but i believe i'm like michael landon on "little house on the prairie," if i come out there and build my cabin, people will follow me, homestead there, homestead there. and over the last 10 years, it's been a long journey, but it didn't start with a lot of hard work, working with captain alex sagan at northern station, working with the department of public works, making sure our streets were cleaned, working with golden gate disposal, asking for a trash receptacle in front of our business so it's sort of the small businesses that keep the glue together in our city here and i can see where, as we go into redeveloping mid market, the small businesses will have a big, big impact in that. and my district supervisor, david chu, i believe he was a commissioner here, as well. so we have a lot of history in getting where we are and who would have thought after being in business on the corner of polk and post that we

polk street is a major transit corridor, bicycle corridor, pedestrian corridor. and van ess is the expenditure plan committee will be one of the first to bus rapid transit corridorses and the land use controls which were passed in the early 1990's really need another look. it was the last neighborhood planning exercise which actually increased residential parking requirements. there is a parking requirement of one parking space per dwelling unit and that's over the normal requirement of one space for every four in our c4 districts. why it was increased, i don't know. that is kind of an artifact of looked at. of course, there's also very, very high requirements in the van ess for the nonresidential uses and they can't easily be got rid of. and even if you think and a project sponsor thinks cpmc thought they could do with less parking, and the problem is they have the same limits that apply and rh1b districts on the west side of town for all the institutional and commercial uses and there is no exception that can be granted for those nonresidential uses. i think th

if you have been been to polk, and valencia, it is extraordinary. the work that will be done soon and balboa, the work that will be done down on 19th avenue and then the significant work that will be disproportionately certed by harrington, down caesar chavez will be extraordinary. those will be the final three of those nine great streets projects. leland and sam bruno were among the last two. we're celebrating this -- this today, but we're also celebrating those that we completed in the past number of months and last few years. why does this matter? you'll hear in a second why this matters. creates a sense of place. a streetscape with the neighborhood and it com -- in a completely different way. it encourages and enlivens a pedstrone flow and -- pedestrian flow and sense of community. it slows people down. i have been here 300 times, if you think i'm exaggerating, i have not. i spent too much time. there's never too much time, but a lot of time at the sunny dale housing projects. the first few years i was mayor, i was down here for the wrong reason

you can use polk or jones as your alternates. now over here getting into the city we have a big problem because of an earlier accident at the toll plaza metering lights just past the toll plaza itself. it caused the metering lights to be turned on right around 5:40 this morning. the bulk of the slowing coming through emeryville, really slams down as you're leaving berkeley westbound 80. your east shore freeway. this is causing a significant delay. but the rest of the maze is moving smoothly. just the tail end of slowing for 580 coming off 24 but we're starting to see the ripple effect. as we have a big backup here, we see more of the maze starting to back up. i'm going to suggest bart as an alternate. earlier problems we had at civil center and the montgomery station, those stations have reopened. we have a ten-minute delay on some of the lines because of earlier equipment problems but overall the system is moving smoothly and it's a great alternate going under the water into the city because of all this backup that's expected in
