polk street merchants association. i am happy that you decided to have a hearing on parking issues and we would like to give you today more detail up out some of the things that are happening in our neighborhoods in san francisco around parking and different things with mta, streetscape, streets, everything. hopefully this will give a chance to the small business community and the commission and some of these issues that we are experiencing with mta, which are a lot and are happening all the time. hopefully the commission can come up with some recommendation that will help change policies of the mta and also more importantly change the attitude of this particular agency. of our presentation should give you some insight about what we are dealing with in all areas of the business community. we are talking about issues in the retail corridor; in the business district, light industry; and the downtown areas of the city. one big goal, we in our business community and you representatives in the commission are always dealing

polk street is the heart and center of our neighborhood, that is why we are called the middle polk neighborhood association. .the merchant corridor that we have is precious to us it is the neighborhood. it defines the neighborhood. an exciting, interesting, eclectic collection of individual, independent small businesses that are doing very well in our neighborhood and we want to see them continue to do well. as such, mitchell and i got together. and brought neighbors and businesses together to have the final walk-through from the sf mta on this particular project that they were planning and that took place on january 24th, about 70 people showed up for that. a month and a half or little bit later, march 18th, the neighborhood polk association offered our meeting for the sf mta hearing, over four hundred merchants and residents came. with the not have the organization to bus in anyway; all those people were speaking their own truths, what they wanted to see for polk street. we should not be afraid , as people working in city hall working for our neighbors, working on behalf of our neighbors. we

i want to talk about polk street. i have attended the of the meetings and 2 other once including the middle polk association and community leadership alliance associations meetings. i have to say, the tone taken at the meeting was really accurate and while it probably shouldn't have been it was really surprising. as someone who walks and takes transit to polk street, the mind presence against the improvement takes the assumption that bicycling and pedestrian improvement are at odds. parking is hard to find on the street. parking represents 6 percent of available parking within a 1 block radius. that's what's recently presented. particularly in light of the mta shows that 85 percent of people arrive on car. the proposal at it's most, half of the on street parking at polk street, that is 3 percent of on park nth area. i think it's a small price to pay for all the improvement and business will improve for that area as visibility improves. your goal 1 is safety and goal 2 is transit. those represent those two, safety and

the polk street, i also went to the mid polk street meeting and i didn't consider that constructive at all. i took offense at the behavior of a lot of the participants there. i feel that booing and jooering is not constructive at all and anyone who showed up to that meeting and supportive of anyone of those plans would have been intimidated to speak up because that was probably within of the worst public meetings i have been to and i feel like i have been to some bad ones. what i would like to see for polk street is the best one move forward, not one that minimizes parking spots. we can't be frightened of it. this is a chance to change this street in ways that are going to have impacts for decades to come and we need to look forward and plan our streets how we want them to be used and i think this board and the work of mr. ruskin and staff has done a great job on our strategies to keep moving the city forward and without grid look with too many cars. having said that, i know we've done amazing things with parking management and certain areas. what level of certainty to we have with pro

the off sale liquor permits on polk street? >> currently we look at all the applications that come forward for anyone that wants to have off sale we look at what business they have in the past. we look at the number of businesses in the area that currently have off sale and make recommendations based on what we see as a health safety and whether or not it has an influx already. on the polk street quarter there are a number of off sale establishments and at this time there is a sufficient enough that are there that we would want to at least try to manage it at the level we are moving to at this period of time . do >> do they sell after 2 a.m. >> no. they do not. but most that are open stay open until 2 a.m.. many open until 24 hours but they will continue to serve alcohol until it's no longer legal. >> how do we ensure that they do not sell alcohol. >> there are ways to make sure. when we get complaints from neighbors we look at establishments to make sure they are not serving after 2 a.m.. there are times where the officers are

i also want to thank the middle polk neighborhood association and other polk residents and residents from knob hill that provided us feedback on this and our chairman also referred to the work that my aide did, amy chan did an incredible amount of work the last six months on a piece of legislation i thought was going to be far easier than i it turned out to be. and i want to thank her for her persistence in moving this through. and i also want to mention as i said last week [speaker not understood] we are also drafting that came out of conversations around this to ensure that there are specific good neighbor policies that apply across the board to all night life establishments, at least in the lower polk area and other parts of polk street if that is something that other neighborhoods would want. at this moment there are only some night life establishments that are required to abide by standard good neighbor conditions, noise, security, lighting, after hour cleaning and other conditions and i will soon be introducing legislation to require all night life establishments, at least in t

also the improvement on the polk street project. a project that is funding by prop b, the streets bond that was passed in november 2011. recall it was a bond to have a street paving and a lot of work that we previously in the city didn't have a funding source for. one of the main goals of the project is to improve bike and pedestrian safety. collision rates for bike and pedestrians along polk is higher and one of the higher incident cord ridors in the city and because of the neighborhood commercial of it there is a lot of pedestrian activity and because of the relatively flat -- topography it's a major bike route and they will be doing repaving around 2014 to be able to make these safety i am improvements and generally enhance what's already a great and very rich neighborhood and unique neighborhood commercial area. we did develop a number of conceptual proposals for how to make these kind of i am improvements on polk and they were done with public input from an extensive community outreach process that include 2 rounds of public me

the polk street use agency using other models such as mission street. it will state a cap on new bars, liquor stores and tobacco shops but it does create flexibility for all existing businesses to their alcohol licenses which is an important component to ensure that existing businesses are protected. we also and want to thank the small businesses commission, the entertainment commission and planning commission for their consideration in this support as well as their proposed rms which reflected feedback that we received from venues along polk street. so to that i would circulate a number of maents amendments to ensure a number of things. first that he allow new restaurants that seek type 41 permits for conditional use without restrictions. eliminate the conditional use requirements of folks who might consider transferring their liquor license from 6 months to a year and giving a little bit more time for that transition period for those businesses an we also add a 5 year sunset date to this legislation. it is my hope in the next couple years that we'll b
