polo sandoval is in new york. the governor there just declared a state of emergency. >> reporter: yeah, fred, that was a few minutes ago. what exactly does that do? that's a question for many. what we can expect is that that allows the state to hire more staff, particularly for local health facilities, and it also will make for faster purchasing process for testing. authorities certainly made clear testing is key. when it comes to that, it is testing revealed additional cases, total of 76 across the state of new york, 11 in new york city, but bulk of them, 57 of them by westchester county, and the majority of those, many of those have been linked to one specific individual, so many of those tested positive are those he lived with and worshipped with. authorities are taking a closer look at perhaps some elder care facilities in and around westchester county since that's one of the big concerns for authorities, especially after what happened in washington state with that other facility where they saw multiple people

cnn's polo sandoval is over at new york's jfk international airport. polo, what's the situation like there? >> reporter: well, wolf, right now, we're trying to figure out if there has perhaps been a shift in the strategy or at least a methodology here that we're seeing officials carry out these kind of health screenings. when you hear from passengers here at one of the busiest airports in the country, they've recently been telling us they're noticing something different, where some of these officials are perhaps asking these questions to these passengers, fresh after the plane actually lands. these passengers are essentially being told to remain in their seats, are asked exactly where they travel to. and these health declaration forms are taken from them, and if any do exhibit symptoms, they could be referred to cbp officials. that to lighten the load of people who have been waiting noin those cramped hallways. an officer said, despite these slight modifications, this is still adding up to a massive headache to many travelers. >> it was rough. they put

. >> cnn's polo sandoval is in new york for us. so what do we know about these latest cases? >> fred, this most recent announcement certainly places new york in the higher end of the spectrum here, in terms of amount of cases that have been confirmed here, 105. but context is certainly key, especially when you keep in mind that 82 of those 105 have actually been confirmed in nearby westchester county, a suburb of new york city. that is where officials say there's one particular patient that was traced as possibly being the source of many of those cases, likely individuals that he lived with or worshiped with. so that's something that authorities are certainly keeping in mind. their focus throughout new york state is certainly there in westchester county. some of the older care facilities having seen what's happened in other parts of the country. and in the meantime, i think what we're seeing here is that reassuring voice coming from a lot of officials saying, looking, this is something that was expected. there was more testing that was going to happen. these numbers were cert
