secretary pompeo had u.s. initiative here. beyond that we want to be working much more closely with u.s. allies and partners in encouraging to coordinate amongst themselves. we see the beginning of some of this work, but more needs to be done going forward. basically we want to make sure that china is not the only game in town and southeast asia when it comes to infrastructure investment. if they can go to the asian development bank said the world bank and they can go to other partners who have an interest in supporting these investments. we will not match dollar for dollar, but we can provide options. finally on the question of governance, the challenge advancing towards a freer future and southeast asia is a diverse one. there's not a one-size-fits-all approach to the region. this points to an ambitious state. we want to see liberal democracies and across the region human rights and respect did and defended. but we may have to settle for more short-term goals. in the short term this depends a bit on the country in question.
