ted daniel has more. >> reporter: state environmental police on guard outside veterans memorial pool. no one is allowed inside the fence while the death of a woman is investigated. it's believed she drown sunday, but her body wasn't discovered until tuesday night. at a news conference on thursday, we learned that public health employees conducted an unrelated inspection of the pool only hours before joseph was found floating on the surface. >> the only thing of note in the inspection report is that the inspector did indicate that the pool water was cloudy. >> reporter: cloudy water. could that be the reason why nobody saw joseph in the deep end? possibly. when someone drowns, their lungs fill with water and they sink. the body doesn't rise until gases are produced during decomposition. keep in mind, the pool was open and packed with children for two days during the time she was apparently submerged. dr. lauren smith with the state department of health says chlorine levels were adequate and swimmers have nothing to fear. >> as disturbing as it is to think about being in the pool there

a woman's bodice covered in a public pool outside boston. swimmers had been swimming above her for nearly three days. life guards never noticed. how is this possible? abc's linsey davis is in fall river, massachusetts, tonight. >> reporter: good evening, david. this is what we've been waiting for. the autopsy report. and it confirms what many people thought was too horrible to be true. it confirms there was a drowning. meaning, there was a body in this pool for almost three days. police are investigating how no one noticed 36-year-old marie joseph, this mother of five, who had the words "family" and "first" tattooed on her wrists, could have drowned on sunday afternoon and then gone undetected for more than two days. unnoticed by swimmers, lifeguards and health inspectors, her body still in the water as this photo was taken on monday. unnoticed even as the pool shut down every night at 7:00. the neighbor's 9-year-old son says he told the lifeguard that when she went down the slide, she never came back up. he says when he told the lifeguard,

doddwell who works at another city of alexandria pool was at this pool for a lifeguards meeting. >> the child was not breathing when he was pulled from the water. immediately our staff jumped into action and followed an emergency action plan to begin reviving him. >> reporter: once the child was out of the water, doddwell immediately began cpr with fellow lifeguard maureen ogondo calling the breaths. the world stood still as doddwell breathed life into the child's body and began turning again when a woosh of water came out of the boy's mouth. >> i was so, so relieved. i mean, i just -- seeing him come back and seeing him respond and seeing him react, i mean, that -- having a child, myself, just seeing somebody come back in, everything's okay and that's he's going to be all right and can go home to his mom tonight, best feeling in the world. >> reporter: this pool has been here for more than 40 years and the hundreds and hundreds of lifeguards who have been trained here have used that responsibility and discipline to go on to college and successful careers. in alexandria, jackie bensen,
