i'm poppy harlow. we begin with breaking news out of missouri where right now emergency dive crews searching table rock lake after a tour boat known as a duck boat sinks near branson. at least 13 people confirmed this dead this morning. officials say four are unaccounted. we have video of this boat as it is sinking. i want to warn you, it's very difficult to watch. look at this. you see the boat violently rocked by the storm and the waves, the winds picking up. the area under a severe thunderstorm warning at the time. we know that 31 people were on board. we are told children are among the dead. diane gallagher joins me now with the latest. they're in there searching for survivors if they can find them, right? >> reporter: that's right. poppy, the governor said at this point finding survivors, the odds are not in their favor right now and four people who are missing. they're searching for those people. the good news for those divers is the weather conditions cooperating for them to continue that search

>> that's right, poppy.lly interesting thing about this, these 400-some parents, the government isn't even saying that they're sure that they're outside of the u.s. it was almost cryptically buried in this court filing last night. it said, their case files indicate they may no longer be in the u.s. the presumption that's fairly safe here is that most if not all of these parents were already deported already without their children. the government says that any parent who was deported without their kid was given an opportunity to make that decision and consented. . but attorneys and advocates who work with these immigrants have been very concerned how much these parents understood. many may have been illiterate or spoke non-english or spanish understood about the forms they were signing. >> what does that mean, then, tal, if they have been deported for their children? i mean, does the u.s. government fly their kids back to the country where they currently are? did the kids stay in the u.s.? >> that's right. it
