regarding the non-port cost, there is a provision in the proposed first amendment that the port will not be responsible for any of those costs. and if the project were to now move forward for one reason or the other, up to that point where the project stops moving forward and the party will be responsible for reimbursing the port for those costs the other part that is amended is the performance schedule. and these are the time line for completing the exclusive negotiation period fiveiers when considered in phase one when they were able to get the vinestment of the term sheets. the next phase is the major component of the major milestones to be addressed is a submission of the (inaudible) evaluation application summation and that entails the developer, to be able to provide a project description which is a key come poent nent of the application that they have to submit. currently it is projecting that, and it is on march ten, 2014. and in the next major milestone, is the draft environmental report and that is going to be 15 from the submission of that. and of the super evaluation subm

saying the port authority ruined easter. look at the coverage the next morning, that was easter sunday, right? was the jam. the next monday, monday morning, right after easter, it's from the "staten island advance." motorists fume as port authority creates an hours long bridge backup. easter spirit gave way to traffic outrage yesterday, on what should have been a reasonable holiday commute turned into an hour's long ordeal. the reason, for most of the day only a single toll collector was working at the outer bridge toll plaza, meaning one cash lane was open, and there were miles of backed up traffic behind it. whether they were trying to get home after visiting family or friends from out of state or trying to catch easter dinner with loved ones on staten island, motorists found themselves frozen in parking lot conditions for hours. on easter. the traffic nightmare spurred numerous calls to the "staten island advance" throughout the day yesterday and through the early morning hours today. with motorists claiming to be stuck i

the month after sampson joined the port, the port made an announcement.port was going to cooperate with the state on what they called access infrastructure enhancements. they didn't commit to a number but the number kicked around at the time was $1.8 billion. now it's less than the $3 billion they were going to contribute to the a.r.c. tunnel but more than enough to let christie fund the projects he wanted to fund through 2016, the year they expected him to go off and run for president. christie's people bragged about how they were changing the way the state funded its transportation projects. the christie transportation capital plan reverses this irresponsible practice of borrowing over each of the next five years. the christie plan will increase while at the same time decreasing the use of borrow in. that's what they were saying. it was highly unusual, though, for the port authority to spend money on projects so far afield. projects that didn't in some way benefit both new jersey and new york in travel between them. so the benefit in bond ratings agenci

hoboken has too much business with the port they're too big a player in the port. grifa. he's arranging a meeting between him and david samson. he cannot be put in that spot. >> you've been watching this story closely. what do you make of it? >> a funny thing is kind of this use of the levers of pow tore force people into political decisions is kind of what chris christie has been celebrated for nationally over the last four years. he talks about having this record of bipartisan achievement which is real. he got a major reform done of public employee pensions various things related to state and local government affairs. it's been a big media record and he's gotten that done by figuring out what are all of the pours of the governor's office and what are all of the things i can do to put pressure on people in the legislator and people at authorities. he's been very good at that. part of what's gone wrong in washington is all of the people in power there has 0 lost the ability to do this. the president can't put this sort of pressure on people. so when christie talks

the port authority has more than 7,000 employees. and the average salary of those more than 7,000 employees, according to john wichlt sniewski is over $140,000. that's the average. and they have got 7,000 people. and when you've got that much money and that many people on that big a payroll, hey, you know what, there's always room for one more, right? the "new yorker" posted an article this week citing a lawsuit brought by a former employee of the port authority who sued over just how many politically connected people were getting stuffed into that agency, particularly by the chris christie administration in new jersey. according to this lawsuit, in the first two years that chris christie was in office as new jersey governor, he got nearly 50 people hired at the port authority. by the end of 2012, it wasn't 50 people he had shoved onto the port authority payroll, it was more like 80 people. he got 80 people hired as patronage hires. political favors, basically. 80 people at an agency where the average salary is over $140,000 a person

his top appointee to the port authority? what happens to his deputy chief of staff who apparently gave the order directly to do this to fort lee, what happens to the governor's spokesman who's mentioned in the e-mails today as being involved in managing the exit of david wildstein, and crafting a thankful statements for governor christie, praising david wildstein as a tireless advocate for new jersey's interests. what happens to the governor's spokesman now? what happens to the chairman of the political party now who was involved in crafting this response, and just this week got elected to run the political party in the state of new jersey and advising the national governor's association, since chris christie runs that thing now and he's going to run for president. in new jersey's largest paper today a blistering editorial lays out the stakes. this was an outrageous use of public resources. and apparently a massive lie. governor christie's attempts to laugh this off appear to be dishonest, we can't be sure he personally knew

chairman of the port authority. he headed up the governor's transition team when the governor first became governor. the governor said yesterday even though chairman david samson's name turned up in the first very provocative 22 pages of leaked documents, said he was helping take part in retaliation, although we weren't sure what that meant from those documents. the governor said in his press conference that he sat down with david samson, talked to him for two hours. he's confident he had absolutely nothing to do with this. how does david samson come across in these documents today given that he's been so important to chris christie? >> well, the other thing this really shows, which we only had in vague indications from our source, was that the new york and new jersey sides of the port authority basically went to war after pat foye found out about the lane closures and reversed them and samson is the key figure here. just infuriated by the fact that pat foye's e-mail got to us and got to other newspapers. and really
