the port, not myself. structural engineering manager from dpw, and geotechnical engineer from dpw. we advertised the project on august 11. a pre-proposal meeting was held august 19. it was standing room only. over 35 people representing 25 firms. proposals were due september 12. we received five proposals, all highly qualified, really the top firms in the bay area submitted proposals. scoring... while we cannot see this, but there was a clear break in scores at the written proposal stage with the top three firm all very close in score invited for interviews. they were ags, mayor's office at nickel joint venture, [speaker not understood]. i'll just mention that all five firms were joint ventured, and four of those were joint ventured with local business enterprise partners. after the interviews the scores became even closer, with just a few points separating as you can see. 367.65 for the winning firm and 365.5 for second place. incredibly close. but there was a clear and unanimous winner, which was the joi

great so supervisor cohen we have the ports jurisdiction running from fisherman's wharf down to pier 96 the area we're talking about today is really the area shown in the white circle at the bottom of the slide pier 80 through 96 marine terminals i'll describe in a little bit more detail the port as diverse maritime lines in the southern waterfront we're handling bulk cargos at the auto piers 9 it through 96 terminals primarily focused around sand from the bay and aggregates men sent to patching companies located on the ports property part of a maritime and eco context we are developing we've introduced heads park and the wetlands and the city's recycle in the area we try to correlate businesses that used truck trips and the minimumtion of pollution in the area so the opportunity that we are currently considering for this area is an iron ore terminal a clean operation different from the petco oil terminals that the resolution is concerned with and we'll show that in a moment so first about cool supervisor cowen mentioned a fight over the cool environmentalists have been making sure t

i appreciate the port staff. and i think that i would agree with in terms of trying to get a sense of the master plan of what some of the existing tenants there and the new ideas and how they integrate together and taking into consideration, the environmental impact site and support that and i think that it will be good and i will expound more on that. and i just have a couple of more detailed questions. when we talk about the federal or the 3 million of the federal funding being available for the rail road improvements that are needed? is that for all of the improvements or do we have to look for the funding for the improvement that you note in this presentation >> it was specifically for rehab taiting the lead and the track on the main line and of the ten percent port match on that and so for the other rail improvements one thing that we talked about is that we like to consider, applying for a tiger grant next year and tans roartation, infrastructure, and the economic recovery, and the grants that a lot of the

sb 815 was a bill that port commission authored, authorized port staff to get in 2007 to terminate the trust on some of these paper streets and nontrust leasing of some of our seawall lots. the money that we obtained from selling these parcels or leasing them from our trust purposes is set aside under sb 815 to fund the port's ten-year capital plan. and the state [speaker not understood] commission itself has to make a number of finding with regard to the lands. generally to find that it's not needed for maritime purposes or other public trust purpose he he, but it's really cut off from the water. daggett street is a perfect example of this. we believe that these finding are easy to reach. what's not shown on this slide for some reason it's not projecting well, we find we're not getting fair market value for the property. so, we did an appraisal. clifford advisory, llc, is in the city's appraisal pool. they issued an appraisal february 1st, 2014. the instructions were a little bit different than he we normally issued because it's a dedicated street. the city has long-standing policies

and 50 years ago, the port was and perhaps, more than any other department of the city, and the port has been the economic engine of the black community and it has been just a peeling back of that, and those opportunities to just come along the water front, and over the last 50 years, and as well, i was looking ad hard of the blue green, and they are going to finish the process and rat us out of the history of the water front, and so, so, as, and rather than looking piece meal at things like the bay view gateway, and the artwork that appeared on the... and where did that come from. and there needs to be a plan, for the role historically, economically, and environmentally of acting in that community, and the port. and it needs to be comprehensive as the water front plan, because to give an example. and we (inaudible) who had had a shoe shine stand in the building, in 1915, and he started the naacp and this is, and so if he was not in the third building, operating the business, and they did not have that history, and going on. and we can talk about just the wu, and the project, and the

currently there are four bike share stations on port property. these stations from north to south the roundhouse plaza station on embarcadero and sampson and embarcadero vale vallejo and embarcadero at stuart station which is also referred to as gap plaza and embarcadero at sphere station. here are a few edges of -- images of the bike station. the port approved the bike station. the station is not installed. the bikes are sponsors which are the bay area air quality management district and the transportation commission and san francisco municipal transportation agency requested a fee waiver for the program. this port commission approved this rental fee waiver and the main reasons are the program was expected to benefit the public trust and the program was not expected to generate a profit for it's initial years. the status is it's launched in august 2013, very popular, heavily used and there have been no complaints about the stations on port property. the bikes on the station along embarcadero are the most popular. behind cal trans, the station an
