to authorize a mem dim of understanding between the city and the port, which will govern our terms of repaint of the city's c.o.p., c.o.p.'s and to recommend the appropriation of those proceeds and reallocation of 2010 revenue debt proceeds and port capital funds. and all of this financing, of course, is for the 34th america's cup improvements and cruise terminal project. as you're all well aware, the america's cup agreement has changed. we have transferred the scope of work, which went from 111 million of private investment to approximately 25 million to public works projects. while the investment size has changed, we also will be retaining 3.9 million of long-term rent. those facilities will no longer be utilized to repay that initial investment through long-term development rights. prior to the change in the america's cup agreement, we were planning to issue -- planning a financing plan for to partially fund cruise terminal phase one and also for the shore side power equipment at pier 70. this slide shows our original plans, adjustment due to the america's cup change and new total.

and water taxis have been a very popular means of transportation in a number of the world's port cities. three years ago the port, began exploring the idea of a water taxi operations in a more concrete way. we organized a meeting of interested parties, and we hired a consultant to analyze market demand, identify possible locations and qualifications of water taxi services. we also recommended minimal bustle and opera ration -- operational requirements. subsequently, the port issued an rfi on the waterfront in 2009. we received a three responses, only one of which operate -- pauperized and operating agreement. -- one of which authorize an operating agreement. it became clear the economic situation would make it clear for the water taxi to obtain financing to fund the procurement of vessels necessary for sufficient operation, and the agreement ended without operation being put into place. in hindsight, it is now pretty clear that the difficult economic climate of 2009-2010 played an important role in the difficulty that we had in finding an operator in that timeframe. port staff felt it w

we have sister city programs with shanghai, to delhi, moscow, toronto, germany's biggest port city. we have 28 sister cities on five continents, in the five biggest economies in the world outside of the united states. but they've never been organized with a clear business strategy for the city's economy and the businesses in the city how to accentuate and gain market share. each of them will report back in the next three months with a business plan specific toll the sister city chicago has with osaka. what do we do to maximize our opportunities there? not just more flights, not just another photo. and they're great. i love taking photos. but if i want to do that, i go to a wedding. we've never used our relationships to maximize as a city our business opportunities around. and the city/state partnership with ex-im will be a key piece of that. lastly, let me say this. as we're modernizing our infrastructure and we're also turning and using ex-im as a partner in achieving our goals and educating our workforce. each of these are part of a strategy that are complementary. using chicago's

john gadsby's time from the 1700s to the 1810s teamed be slave trading businesses because it was a port city and allowed for easy shipping. slave traders operated in taverns and hotels in places like king and duke street. african-americans had few protections whether they were free or enslaved, and free people were in danger of being sold if they denied free passes or not registered in accordance with the laws. however, there was a substantial population of african-americans allowing them to form a strong community. nonetheless, between restrictive codes and slave trading, life for free and enslaved black alexandrians was a difficult one. how did john gadsby figured into the slave trade? legal records indicate he sold at least six people from 1797 to 1801. in 1800 he owned 11 enslaved people age 16 or above. john gadsby also advertised for ten people to purchase or hire along with four runaways. interesting most of the runaways and the people he wanted to purchase were men for specific jobs. for instance, he requests blacksmiths and men accustomed to plantation work. when selling one of his

the port is thankful to the city for allowing us to utilize c.o.p.'s. it helps us with that coverage, and also, there's efficiencies in combining what we were planning with the america's cup agreement in terms of debt issuance costs. in terms of the projects, of course, there is a large share here for the cruise terminal project phase one. the event authority transferred about $5.6 million to our project scope. the construction is already under way. with this approval, we will be only $5.7 million shy of complete financing for the first phase of the project. the budget analyst report rightly notes that our first costs have increased from $62.4 million to $67.4 million. several factors led to this cost increase. one is the inclusion of the america's cup scope. the second is two things that would have been built into phase two of the project moving to phase one because they are more efficient and cost-effective to do now. also, bids are trending upward. we lost the window of very favorable bidding climate. i would like to know that the port has assumed an

city and want to be part of the success. i have every faith that we will work as a teen, larry. with the port, with the commission leadership, with the president, with our economic committee of people and staff, and work with the board of supervisors and the planning department, public works, the building departments to get through this and not to add the traditionally torturous process, but to welcome in something that i think everyone from day one is saying great, great concept. not only that, i think to have it backed up by very successful, not just baseball franchise, the giants signaled its u.s. years ago, they are more than just a successful baseball team ownership. they want to be a successful business partner with the city. a successful corporate citizen with the city. a successful philanthropists, as they have shown time and time again. just yesterday with the community giants fund and the giants a junior baseball, they are a part of our lives, part of what we think about in san francisco when i get to say to other mayors across the country, i am from san francisco, home of the giant
