port. when you think of most ports, they are cargo facilities. the port of santa cisco has limited cargo, but it is very diverse. -- the port of san francisco has limited cargo, but it is very diverse, fishing industry, tugboats, ship repair, cargo, and a couple of others. as we redevelop the waterfront, we are integrating all of those individual uses into new development. you mentioned one and a half, the boat dock. we are working on a terminal facility, pier 27, always looking to integrate those in. unfortunately, those all need money, so we have to look at revenue-generating sources. >> are you limit it to maritime uses? >> there are other uses. we are state land, not city property. the state land has a lot of uses. the office has to be maritime- related, unless it is an historic building. our facilities have to be for the people of the state of california. they have to enhance that visit there. they're not local surfing. we cannot do any residential on the waterfront and we cannot do any hotels over the waterfront. there is property on the embarcadero for that. >> somebody told me there were 11 different agencies, probably more that regulate the us

set to make it part of our great city and we are celebrating, the 150th anniversary of our port of san francisco. with the bridge that carries its name, and we want to congratulate the city and county of san francisco and the port of san francisco for creating this magnificent, magnificent piece of space that we can all enjoy. we have worked collaboratively with the community stakeholders who helped design it and we have created a public space that meets the needs of the people who both live around here and who visit san francisco. so, i'll get out of your way and let's now enjoy it. thank you very much. i have the honor of the port commissioners and staff to welcome you back to the san francisco port. and this historic pier 48. pier 48 as you may know was one of the last piers built right before world war ii. it was built in concert with pier 45 and fisherman's wharf in the changes of technology in cargo movement. those changes were stimulated by the fact that we had two bridges opening up here in the bay. and our opportunities to move cargo changed by vessel and rail to also by truck. pier 48 as you can see is much like all the other piers you are familiar with. it has a great large and long apron for cargo to be shipped and stored and out into distribution. the difference of pier 48 than others you know. on this side is a second transit shed with another apron. in the middle is a long divide. that's where the rail cars and the trucks came in to pick up the cargo. across the way is seawall lot 337. that was filled in by the santa fe railway. in order to create a new headquarters for their train movement. that would go down the peninsula and out into the greater california area. and

san francisco. it's about where we are in our place today. and that anchor and the world series giant and our port of san francisco are on the map. but they are the international hub for everything that happened. and when we make things in san francisco, and this is the real pitch. that we make it for the whole world. we just don't make it for local consumption. whether clothing or confection or food. everyone is asking what do you have made in san francisco. because we want it in china and india and japan and europe, all over the place. because it means quality. it means well-manufactured products. it means people that enjoy their craft and what they do. and it also means a lot of local people get a lot of jobs out of it as well. with this, i will go quickly to the samples. and enjoy the day properly. and if i can be joined by the cameramen and women, i am sure that the media will enjoy the samples as well. thank you very much. and congratulations. ashley said, one week from today, the port of san francisco will mark the 150 anniversary and i could not think of a better birthday present than the new exporatorium. so it is my honor and also my thrill to be here today to not just to celebrate this grand achievement but to mark this historic moment for the port wr, we have once guinea involved ourselves both architecturally, scientifically, socially, and environmentally, and economically. and the port as you know, was the beginning of our city, just a few blocks here and it is the basic of the tell graph hill and it started as agricultural and fishing village, right there where down's offices are was the first fisherman's wharf. >> and it is just amazing to see how it has transformed. of course, the thing that really set the city on fire was the gold rush and in the words of one historian, the gold rush catapulted our little city of san francisco into a far greater world ride prestige and enviable position than the tiny population really deserved and we have been in that role ever since and our port has evolved with the city as we

rental payments to be made by the city under a project lease finance capital projects at the port of san francisco. >> okay. could you also call number 21 up. >> item 21 and certificate of participation for the jurisdiction over pier 27 from the port commission to the general services agency real estate division and from the city back to the port commission upon full payment of debt approving a memorandum of understanding between the port commission and the city controller regarding obligation from the certificate of participation. >> great. thank you. >> thank you supervisors. so federal law securities impose on the city the obligation to ensure it's documents are accurate and complete and applies to all members of the governing body and the disclosure documents as well as city staff charged with preparing the document. in 2012 the board of supervisors approved the delivery and sale of certificate of participation up to $45 million to finance improvements at the facilities for the port commission and those also include the janes [inaudible] cruise ship terminal. the project when approved we used

that's a 10th of the history of the port of san francisco. e's a lot of people to thank and monique's already thanked them, but it's worth repeating. i think the big conservation development commission, the port commission, our port staff, public works, all our departments behind me, rec and park, our federal partners have certainly been extremely important. thank you to everyone for getting to this point. and thank you for the contractors as well, because this has been one of the most visible projects where people along the waterfront have traversed this project for quite sometime and did not experience any public safety challenges along the way. so, i want to thank them for that high level of safety. 840 feet alongside our embarcadaro promenade, really blessed to have two beautiful acres of open space to welcome more people to enjoy our waterfront. that is what our city does, especially in these times along our waterfront. you've seen all the things that we've done literally in the past year. brannon street wharf today. last june we had the

it is the master plan for the port of san francisco seven and a half mile waterfront. it lays out what are the acceptable land uses on all of the different port properties on a zoning like basis, and it also includes the waterfront design and access element which sets out what are those public amenities that true public waterfronts have that give identity and purpose to the waterfront, the public trust responsibilities of the port commission is appointed to up hold, and what does that say about its connections with the city up land for that? the waterfront land use plan was a dedicated endeavor. all 11 maritime industries on the waterfront are priorities as required by san franciscans in the plan and yet there was a recognition there were surplus property that could be put to better public use and the objective has been how do we make improvements to the propertyies that reunite san francisco with its waterfront. how does it relate to the districts that are up land? how do we draw people to the shores? where do we create open spaces along the stretch that are connected

and we are asking that you allow the city agencies to access the program as an example, the port of san francisco, is a smaller agency and does not have the resources to implement their own program. also, we would also ask that as you know the program is set up such that the board has to approve the long-term financing to set up the program. we ask that you allow the use of the program in the event of emergency on the section 3.100 for the city to access that program for the capital needs for a disaster. by way of background, the city's existing program was $100 million. we utilized about $80 million. the board has 80 million cop and we have saved about $4.2 million in a few years since the program is up and running. we have $760 million that we would use this program for. it is 45 basis point. and it's very low and attractive compared to the fire program when we started which was about 125 basis point. the cost of issuance is approximately $450,000. the fee of $620 million. the program is working as we anticipated. we would like to increase it as we are moving along. because it's a lease back to

the fire department's water-based response capabilities and increase its protection of the port of san francisco and the san francisco bay for the period of october 1, 2007, through september 30, 2012. >> all right. we have mark from the fire department here to present this item. >> good morning, supervisors. mark corso here to present the first item on the agenda, resolution for retroactive accept and expend [speaker not understood]. the board of supervisors approved an allocation of an accept and expend in the amount of $230,000 for fiscal year 2007 port security grant funding through fema for a variety of marina and water based projects. the goal of this funding was to enhance the department's water response capabilities. this funding expiration date was september of 2012 for the entire grant program with the department having to cease all grant purchases by june 30th of 2012. in august of 2012 the department was contacted by the fiduciary agent for this grant, that there was some additional funding available that had not been expended not necessarily in the city, but throughout the region, a
