amtrak will pay $265 million to settle all pending claims due to last year's fatal derailment in port richmond. the train went off the tracks in 2014. today they approved the settlement by the victim's attorneys. they are all expected to receive their payments by next summer. federal investigators determined that the train engineer was distracted and he learned of another train getting hit by a rock. >>> meanwhile, in northeast philadelphia a woman was shot to death behind an apartment complex. and police are still looking for her killer, the attack happened overnight on the 2600 block of welsh road. a second victim was shot at the same location and the surrounding neighborhood was littered with bullets. annie mccormick is following the investigation and joins us from police headquarters. >> reporter: rick, neighbors there say that this is not something they are used to seeing in the apartment complex. at least a dozen shots were fired and it appears that the homicide victim was the intended target. there was another man also shot but he did survive. >> a hail of gun fire hit apartment windows

district judge approved one today for claims from last year's port richmond crash. it left eight people dead and hundreds of others hurt. it means victims will soon see money from medical bills and more. >> amtrak will pay $265 million to sort of square up all the claims that resulted from that deadly accident. victim cos see that money as early as june. tom klein one of the lawyers who led negotiations with amtrak says this program allows a judge to hold hearings and evaluate damages. victims will be allowed to testify or submit documents if they want in on that 265 million. investigators say the engineer of amtrak train 188 was distracted when he took a turn too fast and the train derailed. attorneys for the victims say the settlement is fair. >> this judge davis gave us a mission on a management committee. want these victims compensated fairly, efficiently and timely. we took that seriously and we that this program will accomplish that. >> federal law caps payouts for anyone accident at 295 million. amtrak released this short statement saying "amtrak appreciates
