monique from the port of san francisco. thank you for the opportunity to talk about the port today. i'm accompanied by the port's staff as well, not the whole gam mutt, but i will rely on them for questions. i really appreciate the opportunity to set the context for the port's budget because i think the port struggles from an identity crisis. we are best known for our land use debates, but we really do a lot more for the community than to talk about just land use. i think it's important to realize that because that's where our budget comes from and that's where our budget goes. and so having said that, i want to point out that we are a port. we're also a water front. we're much envied for being able to be both. we're not behind fences, as other ports around the world are. one of the things we do for the city that's probably of the most value is our historic sea wall so i'll talk about that in a little bit. just to do a quick refresher, the port's mission is codified in law and we have a couple at attributes that date back to our founding in 1860s. the first is to promote te merry ti

commissioners. members of the public and ports that. welcome to our april 22 meeting. i have a long executive directors report today because apparently is is incredibly busy time but i hope to move through it really quickly. i want to start by talking about a cruise out with 4 2014 and 2015. we are really excited to report that 2014 will be a record-setting year for crew shipping at the port of san francisco. we are expecting 75 cruiseship calls carrying approximately 260,000 guests plus of course the cruise. so this is a new high record for the port in modern time and were very very excited about it. this has been continuing over the last couple of years and 2013 the port hosted 64 crucial calls at 213,000 cruiseship passengers and that was our highest number of guest since 2006. so we are seen incredible growth in our business here on the west coast for any number of reasons but were very excited about it. 2015 is looking even bigger with 84 calls booked. we are expecting to cross the 300,000 passenger mark for the 1st time in modern times. so we are really excited about that. it'

order so those are individual projects within larger contract amounts that of already approved by port commission. $4000 for public works contract, so that's the approval of new contracts that are $400,000 or less. then, up to $100,000 for professional service contract. so far this fiscal year the executive director has approved $1.4 million of contract service orders all of which were $200,000 or less. about half $1 million of new contracts, which includes 3 professional service contracts and 1 public works contract. before i go into the specific contract activities, so far this fiscal year, i just want to remind you of what the local, widely mind our business enterprise participation. through administration code 14 point b, the local business enterprise program was established and it's really intended to expand contracting opportunities for small businesses in the city. prime contractors so the main contractors applying for contracts may be given business accounts for being local enterprises. then, in addition to that additional benefit the contract monitoring division actually gives

sense of what it's going to take to turn the buildings around. very excited to go forward with the ports and bring in the capital to start turning these buildings around. these are a couple of pictures of what the buildings look like on the inside right now. there's major weatherization problems. this is building 101. this is the office building on the corner. this is a picture of the bricks and building 113 which is considered a lovely the most important historic structure at the site. this major problems with both the brick and mortar and the building is considered in danger of collapse and be the 1st building that we work on stabilizing. this is a picture of the [inaudible] 115 116 which shows ongoing degradation of day-to-day [inaudible] everyday. a lot of people assess this project is historic and it is. as though mentioned historic tax credits are a major part of our capital stock so we will certainly need the standards of the state historic preservation office and the national park service to the turn of the site is the port is only going jettison requirements work with the same g

being anywhere but on our port. this is a strength that highlighted in the preliminary official statement we're looking at 6.74 times in 2014 and in 2015 to 7.5 times coverage this is internal goal is never to fall below two times coverage this is on the revenue bonds the probation officers looked at this and the low is 2.77 times all of this to say we're not over leveraged nor do we plan to be over leveraged. to our revenues i'm sure you're aware of in 2013 our operating revenue was 20 pillow plus and the chart on the right is the growth for the past 18 years the port revenues have increased due to management intrefrj and the inclusion of our assets and the green is other sources but it's remained relatively constant that's to say we're doing a job in remaining a share of both types of revenue. also throw in the preliminary official statement you'll see reflected our initiate that's can enhanced our credit from the capital plan approval do again, the capital policy the close attention to selecting revenue generatin

and executive director mirror and the port staff.indeed it's a privilege for me to come and share a few facts and figures about our almost first year and some really existing facts to share. as monique mentioned we have our one millionth visited show up on march 15 we're heading towards 1.1 and 2 million visitors in the first year are this is the busiest time of the year. our overall attention is 2 1/2 times more and those numbers would be unconceivable without those facilities. we're seeing twice as many school field trippers and, in fact, we've seen 25 percent more and the reason why we're seeing more school field trips is because of the number of buzz on and off the embarcadero. everybody was surprised seeing half of the field trips are by public transportation so if you get a chance to way. up and down the embarcadero you'll see tons of kids dressed up in hats or whatever it's remarkable especially in the springtime and what happens we've also we would 15 thousand school kids as title one students through pg&e one of our sponsor.

the small combined spaces as well. if something we can continue to design and coordinate with the port and with the community. last, we are going to have a number of public space. is a picture of it [inaudible] pavilion in richmond and acquisition and what it would look like upon completion. the a lot of events that have in that space that's a picture of the [inaudible] symphony playing on 3 july. it's an annual free concert. uses range from music festivals to food and wine to roller derby to foreclosure workouts. it's very active space. it's a really driven by the different interest of the community it's a mix of free event ticketed events, large ones, small events. they not have a good weekend events. the number of rules and regulations that we are negotiating with the port, with the goal of activating this area as much as possible but one thing we've heard from the kerry would like an opportunity to come down the part of the site. so to that end, there to public spaces that we create in this project. the 1st one is an indoor space. it is an atrium in building 113 that building is cu

and the port is our primary partner. this project is very excited for us for many repeats one we're excited by the amount of community engagement and participated in the meeting also expressed with the variety of the recreation projects will be the programming for the site it has been thought of and lastly the total amount of park space is really exist because we know the eastern neighborhoods are growing and that's spaces will be well utilized i'm looking forward to the construction of the project there are a lot of park advocates that are 0 excited and looking forward to the parks results >> thank you for the parks alliances continued effort. >> next speaker. >> corrin woods. >> good afternoon, commissioners corrin one side. formerly with the neighborhood park council before it became the parks alliances. this is a very important park for the city as well as the port. it's also a really important catalyst for the historic rotation of the 20th street buildings we need to keep it moving to get it done and open to the pub

the port would certainly like that. they have, one of the things we've been talking about at the capital planning committee is how we address things like sea level rise. that's a question beyond one that you are asking. what happens if the port doesn't have the benefit of that development to strengthen the infrastructure and the assets it already has. i don't think we have a good answer to that question. we don't have hundreds of millions of dollars to retrofit piers that are crumbling into the bay. >> just had another prospective and speaks to the report itself as ms. howard noted we are speaking to the general fund here and not early enterprises and secondly any tax revenue implication or other potential loses of revenue that could arguably be associated with the ballot measures and development likely will affect the revenue picture in times after the 4-year horizon we are talking about here. so they are considerations certainly but likely not as powerful on the shorter term of window we are looking in. >> seems like

i'm with the port of san francisco. here today to request the supplemental appropriation in the amount of approximately $1.1 million for various port park projects. by way of background -- sorry, could you activate the overhead, please? thank you. by way of background, back in 2008 the voters of san francisco generously approved a $185 million general obligation bond issuance. included in that 185 million was an allocation of 33-1/2 million for port park projects. as they are appropriated today, the chart in front of you shows how that 33-1/2 was allocated to individual projects. today i'm asking to reallocate 1.1 million from the projects in red which are completed or near completed, and have savings to the two projects in green which have shortfall. specific amounts of the appropriation which are also in the budget analyst report are in this table. again, we're just taking savings from completed projects and near completed projects and moving them to projects, bayview gateway and [speaker not understood] park. a littl

there have been more resignations at the port authority since then.nother resigned from the port authority after 15 years on the commission. his impending resignation was reported by the "wall street journal" late last week which was included in an article about the latest investigation into the port authority, this time from the manhattan district attorney's office, looking at conflicts of interest on the new jersey side of the port's operations. a recent investigation noted sartor recused himself or did not vote 36 times out of 85 motions during the past year because of potential conflicts of interest, the most of any commissioner. as of right now we only know of one person in particular who the manhattan district attorney wants to know about, the legal news website main justice reported this week that records of david samson's chief assistant at the port authority, patrick o'riley have been subpoenaed. he was brought in in 2011, a form port authority official not familiar with the subpoena said he met daily in an off limits war room in the port aut

i'm here as diane said with my colleague porter albert and diane and all the colleagues from the port i see here today. as diane mentioned i'll to start with the brief overview and reminder if you're not familiar with the planning efforts they've been underway for a year now it gives us context to those precise projects i'm going to be talking about. the planning area is extending along the bay area waterfront of the city from fort mason to exempting point in the planning analysis we're take into account all of the development that has been anticipated through 20040 and in addition to that, the development i'm sure our familiar with are underway and those weren't initially anticipated in a lot of the planning and transportation planning so we're taking a step back. we see this as an opportunity to increase take a strategic planning development that will result in identification and elevation and prioritization to support the future of the transportation. i'm going to go over 4 steps of phase one of the waterfront. phase one began in late 2012. and we initiated the process by reviewing

rescue vessels have been coming and going from this port. they're using more than 200 vessels and 35 aircraft. teams of divers are taking turns entering the sunken ferry. they concentrated on searching the fourth and third levels today. they were also planning on using a remote controlled underwater probe. coast guard officials say divers have secured a new entryway into the ferry's dining hall. many people are believed to be trapped there. >> and anna, what can you tell us about the many family members waiting at the port? >> representatives of the families are planning to go out to the area where the rescue efforts are taking place. it's about 20 kilometers from this port. they want to look at the ongoing operation themselves. they will be briefed along the way, as well report back to the families onshore. relatives and friends of the missing have put out messages on the walls of tents at the port. one was from some parents. it read, our sons and daughters, wait a little longer, we are on our way. another was from a friend of the high scho

no. 4 is a resolution authorizing the issuance of up to $30 million aggregated principal amount of port revenue bonds for the purpose of financing or refinancing certain capital improvements related to the port, approving the forms of documents relating there to, approving the issuance there to, having a public hearing with the director of public finance. >> elaine ford, support staff. just as a bit of contextual information, the port starting in 2010 re-entered the bond market after a bit of a hiatus due to increasing our internal financial capacity and also with the support of the mayor's office and the board of supervisors to make more investments in capital, in our capital infrastructure, and the intention of the revenue bond program is really to invest in larger scale investments and with your approval today will be at about $100 million since 2010. the city issued cop's on our behalf in 2013 around this will round it off. you did previously approve our ability to issue bonds in the amount of 25.3 million in may of 2013, you gave us access to the city's commercial paper program whi

port security. last july the brookings institute released a report stating our nation's port cybersecurity awareness is remarkably low. without requiring ports to address this vulnerability, we risk exposing our nation to a disruption that could devastate our economy and grind the flow of commerce to a halt in matter of days. that's why i offered an amendment to this bill that would have required that ports address cybersecurity in their port security plans that they submit to the coast guard every five years. unfortunately this language was not included in the final bill and it's my hope that it is put in the bill during the conference as it was intended. by requiring every port to begin to address cybersecurity in their port security plans, we can help avoid a potentially devastating attack that would leave our nation's freight network crippled beyond repair. i appreciate the chairman's willingness to work with me on this issue and i look forward to his support in trying to address this issue in c

well, the port authority has offices in manhattan. several weeks ago, there was news of a subpoena going to the port authority, from that second u.s. attorney's office in manhattan, so this did not seem like totally implausible news. but i can now report, we have now learned, conclusively here at msnbc, that the u.s. attorney for the southern district of new york is not currently involved in investigating david samson. doesn't mean they won't ever be involved in investigating david samson or any other aspect of this scandal, but they are not now investigating him. so this case is all in the hands of the u.s. attorney in new jersey right now, paul fishman. more so than we ever knew before, and more so than we knew even at the beginning of the day today. watch this space. >>> the name of the governor of ohio is john kasich. he's been there since he got elected in 2010, and he's not that popular. if you ask ohioans whether they like their governor, 42% do say they like him, but 30% say their opinion of him is unfavorable. now, obviously,
