the tips and the salary, the porters were paid as a group. it afforded them a lot of the luxuries that would affect the quality of their lives there were not available to an average african-american working as a custodian or other medial labor. this disposable income or extra income, especially from the tips that could be made allowed porters to care for their families and extended families to a greater extent than otherwise. it afforded them the opportunity to purchase homes and property. the opportunity to purchase automobiles. these are all items that were available to most well-to-do consumers. not to a large majority of the american public regardless of race. this kind of employment allowed porters to move into areas we would classify as the middle class. they were middle-class within the black community itself. they were the catalyst for a lot of businesses that were started wherever they decided live. a lot of the places were terminal points of the railroad like here in oakland. we had the terminal of the southern pacific railroad here

porter, for five minutes. ms. porter: let me start with a few facts. one, the leahy law prohibits the united states from giving military assistance to foreign security forces that commit gross violations of human rights. two, the state department determines whether there have been gross violations of human rights based in part on information from the department of defense. three, that process is only as good as the information coming in. without that information we don't cut off funding and taxpayer dollars can go to foreign military units that commit rape, murder, torture, and other gross violations of human rights. when our service members have information on such abuses, they have an obligation to report it to their chain of command, but that's not technically true. for defense department contractors. that is the problem. in fact that is a big problem because contractors are a huge part of our military presence around the world. they make up more than half of d.o.d. personnel in iraq. at the end of the war in afghanistan, they outnumbered u.s. troop
