i was reading an article recently about portland and they talked about the success of the portland model planning. in portland, they said, you make what you want to see happen easy to do and yet you make the things you do not want to see happen hard to do. in san francisco, sometimes we do exactly the opposite. one thing is -- to consider is floor area ratio. we see that we want jobs downtown. we say what housing downtown and parking downtown. residential uses an office uses count against your f.a.r. limit, but not parking. one thing you could do is to build some other f.a.r. exemptions in. that could be affordable housing. you could give it back to the project sponsors in terms of everyone is entitled to the parking. you can begin to incentivize the things you want to see. there is no good policy reason for exempting parking from f.a.r. indeed c-3 districts and we would ask you to limit it. -- in the c-3 districts and rescue to limit it. there's four hundred times more parking than is permitted in the c-3 by right, 100 times for a parking ban is permitted in the old district by right. t

their day job may be being a firefighter in portland or medford or somewhere else, but they would be dispatched to this area that needs training, and basically, only be compensated for the period that they're actually training. they're spread geographically across the nation. so it's a very efficient and economical way of delivering the training. that cadre of instructors currently exists. and if we were contracted or through some mechanism be allowed that opportunity to put these programs in the field, and again, i don't limit this simply to the iaff, but it is certainly a very good model of training. it's especially effective because it's not just an academic setting, it is an actual firefighter who may be an expert in hazmat response, training other firefighters in that discipline. so there is that natural respect and camaraderie. and it's just a very good way of expanding training profiles and getting a curriculum in the field that you avoid travel costs and residency and things of that nature. >> thank you. i want to turn the rest of my time over to the issue of fire grants. in

i do that because all too often people from portland, maine to portland, oregon receive nothing but negative images and have nothing but negative views about my town. the caller was mad that i felt i had to defend anything and in his view the hell with what people elsewhere thought about us here in d.c. obviously i strongly disagree with that. i choose tonight champion for my city and it has become easier to do so even and especially now. like many others in town, i am disgusted and embarrassed by the recent revelations of campaign skull drugry. it was one and stupid. who keeps a notebook of illegal payments? but while campaign aides get krikted and we wonder who else is going down, here's something going down we can actually celebrate and that is crime. the statistics in that regard are encouraging. and while crime is down, almost everything else that matters is up. our housing market is among the best in the country. businesses are opening up all over town. construction is up. you can't turn a corner without seeing a crane. test scores are not sooping towa zooming, but at least no longer p
