portman and schumer worked on a bill. there has been a lot of tax reform work done and drafted.if you are borrowing from you cant is out there pick pieces from different bills and put them together. a lot of the work is done. the difficulty comes in what pieces do you like and where is the political -- the mainstream thought going. and is this effort going to follow mainstream thought. get io the theory hind a number of these proposals starting with bringing down the corporate tax rate. what are the ramifications for potential benefits of doing that? what would happen economically if that were to take place? >> i don't know that we have ever seen a corporate rate reduction of this magnitude and we are talking about taking a rate of 35% and lowering it to 20%. the realm ofly in other rates around the world of industrialized countries. we talk about rate cuts this big it's hard to say what the macro economy will do in response. certainly it makes it more attractive to be in the u.s.. a lot of people, one thing you're going to hear about this is who pays for it, how expensive is it

. >> although, you're in a sort of opposite position as someone, say, like rob portman.in ohio where they have medicaid expansion. ohio is going to be a net loser. you represent virginia which hasn't expanded and which has -- stands to gain essentially -- in fact, senator cassidy is shouting out virginia as a beneficiary of this bill. if you're going to get more money under this, why don't you like it? >> in the short term. and you're right, this is the second bad piece of this bill. you take all of the money right now that we're spending on the affordable care act over the next ten years you reduce that by $240 million, which drives premiums up and then at the end of ten years you eliminate it. but then to obscure it, you shuffle it all around in the first ten years so some states get more, some states get less. bottom line is, the money that's coming to people under obamacare gets slashed by $240 billion over the next ten years and then completely eliminated. they're trying to buy a few states off by giving some states a little more and others get less. but you can't t

we have to have a whole of government approach and i think what legislation provides that senators portmanand murphy put forward as the basis for that for synchronizing your efforts and if i'm confirmed i will work very closely to ensure the pier wrote of european and eurasian affairs works closely with the gdp as it turns his focus towards russia. >> do you think we have a whole of government approach at this point? >> i think we have an awareness that we have had in the past. i think we have learned a lot in the last couple of years including from our european allies who pioneered areas that we can explore for combating this pretty think we are moving towards a whole of government approach but i think there's no shortage of that tooling capacity that prompts coordination and my understanding of the mandate given to the gdp and its resources that it provides a resource. >> do you think it's currently doing that? >> my understanding of the gdp in his current role until his mandate was put forward the resources were put forward his doing very good work including on areas other than russia.

but there's others, rob portman saying these have to be paid for and by that immediately. is this going to cause problems within the party? what do you think? >> well, i agree with the governor. we'll have to see what the details are and what comes out. obviously there's a dialogue. that is one of the great things about our party. we discuss things, we bring different opinions to the table. we fight for them vigorously. at the end of the day, we have to let our purpose unite us and pass tax reform. it's one of the things we campaigned on. as party chair, we'll have to have accomplishments to go back to the american people in 2018 to say give us majority again. the american people will say what did you do when you had it? this is one of the things we have to get done. >> neil: have you heard frustration from members, ran that, that are chagrined and recognizing why you had to reach outside republicans and talk to democrats about being part of any deal, whether it's daca or in this case on tax cuts? >> you know, i haven't. i talked to some of the rnc members this week. they
