portman: i am grateful for senator --sen. murphy: i am grateful for senator portman. it has been 30 years since congress has passed any legislation addressing the epidemic of gun violence in this nation. what we have learned is inescapable. no matter where you live, no matter what your zip code is, you can wake up and have your life fundamentally transformed by a mass shooting, by suicide, homicide, an accidental shooting . and it is not a coincidence that the rates of murder and mass shootings has increased in this country. as these dangerous weapons have proliferated, all over the nation. i have two kids, a fourth-grader, the same age as those young kids in uvalde. the fact that they need to worry about their safety and think about where they will run and hide when they walk into school every day, if a shooter were to walk in those doors is heartbreaking. i am proud of what we did together. it is an example of a congress can do together but it is not enough. i don't understand why congress can't do the two things that the american public have achieved consensus on.

portman:.t is a dangerous and volatile part of the world because china has been increasingly aggressive not just in the taiwan straight but the south taiwan sea. japan is worried, all of the countries are worried. the entire pacific rim, for good reason. because china is flexing its muscle and doing so in an aggressive way, military expansion including taking a coral reef and turning it into a military base in disputed waters in the philippines would tell you that was illegal, but they do it. i think it's true there is a danger in the region, and the united states can't be a police officer for the world. but we can be kind of like the sheriff and that means you get a posse together. and that posse is the other countries in the region who absolutely align with us. i was there in april, three months ago, visiting australia and japan, it was fascinating. the same thing is happening with nato. because of china's actions, our allies and we are closer together than ever. the quad which includes india

look at rob portman and you see somebody who is moderate, very much has worked across the aisle. could be replaced by j.d. vance, who is a very outspoken supporter of donald trump. he came out against, for example, the ukraine aid package where as a senator portman is among the most, one of the strongest supporters of ukraine in all of congress. in pennsylvania, senator toomey was someone who voted to convict former president trump in his second impeachment trial. and hash shown streaks of moderation, being independent you little bit. he could be replaced by somebody like dr. oz. so, i think you are seeing these folks in the party, particularly on foreign policy issues, being influenced by donald trump and being rewarded when they take these positions that are more in line with the base, but very turn off the leadership of the party, like mitch mcconnell. i remember sitting down with mitch mcconnell for an interview after the $40 billion ukrainian aid package passed and he was very much touting it as a victory, even though 11 members of his own conference voted against that packa

senator cardin and senator portman proposed a bill called the neighborhood homes investment act. finally we continue our bipartisan work with senator leahy, senator collins offering the lifeline act. the bill creates more flicks ability for states, local governments and tribes to use existing firms to get more affordable housing bills. finally while there is bipartisan interest in getting this approach done legislatively, the treasury has substantial authority to accomplish a lot of what we are seeking to do on their own with rule changes, so today we are going to make sure the direction is getting the congress and the treasury department to move more quickly together and getting it done will provide important progress again ensuring access to more opportunities for affordable housing. lots of ideas to talk about. every member has an interest in this, so i hope that we won't be here eating our cereal in the finance room but a lot of my colleagues have lots of interest and i want to thank the senator for his work on another important issue. >> i appreciate your willingness as you
