i enjoyed it. >> william domnarski, you have known richard posner for many years. when did you decide to write a biography? the change i read the biography of henry friendly which came out in 2012. it was a good book, a lot of research but he didn't have access to people who knew friendly when he was growing up because he died in 1986 so there was a whole generation who had passed on. he made the best of it. i thought what people wanted to know about was what they were like when they were younger and has they developed. i approached dick and asked -- cooperation meant two or three things. record some conversation, opening his archive to me. people called up and if it was okay to talk to this guy he would say yes. he did all the time so i was able as a result to talk to all sorts of people, from fifth grade on. it was exactly what i hoped it would be in the sense of getting information about a great figure as a young person going to law school, practicing and teaching and writing and judging and i like to think the personality that i write about comes off the page b

paul posner and i have looked at it and we think that there is an opportunity to reconfigure the process, to make room in it for each year for considering a small number, perhaps a handful of major national policy objectives. for each of those objectives there is an associated portfolio of spending programs, of tax provisions, tax expenditures they're often called because they favor certain sources or uses of income that relate to a particular policy objective, and regulations and other policies. that portfolio then is relevant to an analysis of the government's current implicit strategy for addressing the particular policy objective. so paul and i call this portfolio budgeting. you've heard the senator describe it so i'll be brief. here's an example. for higher education there is a general bipartisan agreement that the federal government has a role to play in expanding access to good higher education without leaving students and their families overburdened with debt that in some cases they won't be able to repay. there's also dissatisfaction in many places with the current set of polici
