guidelines for federal workers as the delta variant is laying havoc on the unvaccinated we have tracie potts with more >> reporter: dom, the president is saying use your covid money to get the shot. he is suggesting $100 as incentive to get the shots in arms he laid out the plan for federal workers and contractors. we're talking as many as 10 million people that they would have to attest that they have had the vaccine or they can't travel for work. they have to social distance and wear masks and test up to twice a week overnight, the military released a statement saying they're doing the same and looking into whether to require the vaccine, not just recommend, and not just testing, but require the vaccine for active duty members. more on that as they consult with the white house meanwhile, protests around the country from health care workers. 1 in 4 have not had the shot the justice department said the mandates for vaccines are legal. we also have seen that affirmed in federal court and pfizer is now saying that its vaccine efficacy tends to wane a bit after six months suggesting a booster.

nbc's tracie potts joins us now with the latest from d.c tracie, good morning even republican senator who's backed the bill may vote against it today >> reporter: right and we could see that play out today. the crux of the issue here, phillip, is that lawmakers are still hammering out this $3 trillion package. the bipartisan group that's been working on this came out of a meeting late last night saying they think they're close to a deal they sound hopeful that some sort of an agreement could be on the horizon but could be several days away. despite nearly unanimous republican opposition, senate majority leader chuck schumer is moving ahead with a procedural vote today he argues it would speed up passage on the final bill. >> look. senators of good will on both sides want to finish the bipartisan infrastructure bill before the august recess but in order to finish the bill, we first need to agree to start. that's the first step. let's all agree to start that's what this week's vote is about, and i hope my republican colleagues will join us in beginning debate >> the vote should be held

economy nbc's tracie potts joins us with the latest tracie, what do we know about today's executive action> reporter: so, we know that the president wants to ask the federal trade commission, the ftc, to restrict noncompete agreements these are agreements that workers have to sign that they won't take a better job with the competition. problem is it prevents people from taking a better job and the president says it's not necessary. so he'll make some remarks and sign that today. the white house says that about 30 million workers could be affected by this not just exetives. we often hear about noncompetes with them, but blue collar workers, construction workers, hotel workers who are prevented from going to work for the competition. this comes as the president shifts its focus to the economy today. but also focussing on this infrastructure bill, thehe $1.2 trillion compromise still working its way through the senate, up for debate some time later this month now a coalition of major business and industry groups, the chamber of commerce, the aflcio, retail and manufacturing trade groups are b

restrictions they have touched down in washington d.c we're joined now by capitol hill correspondent tracie potts and, tracie, what do these lawmakers hope to gain >> reporter: they're hoping to have some influence beyond texas here to convince senate republicans to enact the federal voting rights law. that's their goal as they have left their home state in the middle of a special session where they were considering a voting rights law in texas that law pushed by republicans would restrict 24-hour voting, drive-through voting, require i.d. for absentee ballots. democrats say they were forced to leave the state there's a law that says there have to be a certain number of lawmakers in that special session, a quorum, to pass anything and so by these 58 lawmakers leaving and heading to washington, they have essentially put business on hold and the governor says he's going to bring them right back, arrest them as soon as they come into the state and bring them right back to the capitol to get things done. democrats argue, they had no choice >> we're here today because our backs have been against the w
