i think that the doctrine is misinterpreted because when everybody reads it they say what general powell was sing is overwhelming force. he was singing more than force, more than held number the body in terms of firepower. he was saying overwhelming moral authority. overwhelm them in your economic capability to change their social and political institutions. you know, if you look out of the gulf war it wasn't so much we put overpowering force and came om many directions. look at the work then president h. w. bush and secretary baker and others did to build that coalition. they wanted international legitimacy and we had a huge -- from a military point of view it was a nightmare for gener schwarzkopf. the toole chain of command with prince collins. but he knew he needed -- he needed to demonstrate the world is against you. only with the world is against to the riss command of the forces with prince khalid and you saw your own people, george allen people that ve the same religion are organized against you. that is a moral forcend internatiol force in some ways is far more powerful. in terms
