and i have a powerpoint presentation to help us -- guide our discussion. so, we'd like to provide an overview of our office as well as the consolidated plan document. also review the disability council's resolution from 2013 as guiding principles to our office and other financing related to accessibility in affordable housing. and would like to pose a few questions to the council and to the public and solicit feedback about those questions that will help inform our consolidated plan. thank you. so, an overview of our office. our office, along with the office of economic and work force development, also known as oewd, one of our primary functions of our department is to oversee four federal funding sources. specifically, the community development block grant or cdbg, the emergency solutions grant also known as esg, the home information partnership, or home as we know it, and the housing opportunities for persons with aids, also known as hopla. our office uses cdbg home and hopla funds to contribute to capital financing of our affordable housing. right now o

we have a powerpoint and i will walk you guys through. in brief, what we are requesting is spending authority for increased state and federal revenue that's largely due to growth in case loads as well as initiatives at the state level either governor's initiatives or initiatives that were in the statute from prior years. the first slide is sort of an overview. two of the items and the largest item is the in home supportive services as well as the cal are really more technical in nature. i will walk you through nonetheless. the enhancements in services and increases in staff are really reflected in the cal works, cal fresh and children and family services areas. so i will start with cal works. in fiscal year 13-14 the governor and legislature approved a significant increase in funding statewide for the cal works program. i want to give you a little context and history for this. two years ago the governor proposed shortening the time frame that families could be on cal works from 48 months to 24 months. the response from advocates and from

. >> good afternoon staff, i have a report and powerpoint that i will show you, but initially the rfp was issued february 20, it this was rfp to obtain a consultant to provide a build-out plan for our cca program. one of the main issues was criticism that we had heard when the program was brought before the puc with shell and the uncertainties whether or not the program after the shell contract was completed were adequately planned? so the idea here is to have a build-out plan, so that we answer some of those questions that had been raised by the sfpuc. and alisa, thank you. so we received four proposals on our rfp. rfp just once again was vetted with our stakeholder community. we did not receive comments from the sfpuc at that particular point in time and we had not yet had our joint meeting with the sfpuc. so they were not comfortable providing comments. however, once we had our joint meeting, the sfpuc did participate in our scoring panel. and have been helpful and i look forward to working with them to work with the selective consultant and provide information as needed and that w

i have a powerpoint. i don't know if it's going go on the screen for you. there it is. this is an overview of our schedule for this study. the study was in response to a number of pending board of supervisors proposals seeking to expand formula retail controls in their districts, as well as one proposal to expand control citywide. the planning commission asked the board to study the current control and what the actually affects have been like in the neighborhoods? so some of the questions that they wanted to answer included the employment characteristics of formula retail versus independent retail? a lot of the community was concerned about the hiring practices and difference and benefits in wages. our study wasn't able to answer that question clearly. mostly because employers can't collect demographic information, socioeconomic status, et cetera it's private information and the information available was available at the national level. because san francisco defines" formula retail" so specifically, it's hard to line that data up and get the actual numbers we were looki
