the, president obama in his speech in prague in early 2009 when he, shortly after he was inaugurated as president, added a kind of a corollary. if we believe that the spread of nuclear weapons is inevitable, then in some way we are admitting to ourselves that the use of nuclear weapons is inevitable. i say that because i think it's been much too easy to believe that the status quo that was so hard-earned on the part of you here and many others around the world, the status quo of deterrence is somehow going to be a perpetual state. but, you know, technology doesn't work that way. machines aren't that reliable. people change their minds. situations and circumstances change as well. that's why i think president obama's corollary follows clearly, as long as there are nuclear weapons in the world, the possibility of their use exists, indeed, the probability of their use exists. more so now than when the cold war established two sides that managed to find ways to cooperate across the cold war in many different ways. that's kind of a story that never really has been told, but it's true. eve
