joining me now is pramila jayapal from washington state.n, thank you for being with me. first, you know, we heard at the end of last week, you said that you could see the end. we heard from your colleagues that you're within inches. after what we heard from senator manchin today, where are you? >> well, victor, it's good to see you, and i think where we are is working very hard to get both the bills through the house, and feeling very good about that. now, we have the text. we spent the weekend reviewing the text. we had a big meeting of the progressive caucus yesterday, and i think that we are ready, pending some final negotiations on things we care very much about. immigration and prescription drug pricing. we know senators are still negotiating that. some details on child care. those are the last pieces, and once we have those, we will be happy to vote both of those bills, both the infrastructure bill, and the build back better bill through the house, and i'm hoping that can happen as soon as tomorrow or the next day. we are ready to get

hurdles that we got to jump over. >> i don't envision a dinner cruise on joe manchin's boat with pramila jayapaly because she's serious about making a deal. jonathan lemire, if you listen to joe manchin, he wants to play this out. there's a bunch in there, including paid family leave, which is core not only to speaker pelosi and progressives but to joe biden. it was one of his campaign promises. joe manchin doesn't appear to be interested in that as part of this deal anyway. what more can the white house do to move the meter here? >> yeah, they are trying to get this moving on the tracks, willie, but it is still -- we're not there yet. it's very clear from senator manchin. he is not going to vote for paid family leave and i think you're right about congresswoman jayapal being so disciplined but one thing that really struck me is she says that she, quote, trusts president biden to make a deal with joe manchin. she has never said she trusts senator joe manchin. so, i think that there is still a divide there that is not yet bridged. >> okay. we'll be watching, and that does it for us this morning.

i saw congresswoman pramila jayapal walking through the hall hugging one of her aides. she had huge hand in these negotiations. so democrats are very happy right now. but as you mentioned, erica, this is just the first step. now it heads to the senate where it faces a far more uncertain path. and over there, democrats can't afford to lose any democrats in the vote. of course joe manchin, the centrist from west virginia, is a big question mark in all of this. he has issues with specific provisions in the bill that the house passed. they knew that over here. democrats added paid family leave, for example, knowing that joe manchin has a problem with it, so that could be stripped out. he has general concerns with inflation and the impacts that this could have on inplace. so democrats still have a lot of work to do. they're working with a very tight schedule. they're trying to wrap it up at least before the end of this year. they have a lot of other things on their plate as well, including funding a government and a debt ceiling deadline in mid-december. a long road ahead bu

joining me now is washington democratic congresswoman pramila jayapal.e. joe manchin is referring to the inflation issue an inflation tax. what do you see and what do you tell your constituents? on one hand wages are up and on the other hand cost of living is up. >> well, chuck, that's exactly right. i mean, that is what we're hearing from my constituents. they're not talking about inflation, by the way. they're talking about, hey, i don't have enough money in my budget to pay for the things i need to pay for. and the reason i say it that way is because it's really important to understand that if you're on a fixed budget, as many people are, as i have been in my life, then what you're always trying to do is balance what you have to spend with what you have in that budget. the way that we can fix that immediately while the supply chain issues are being worked out, while the economy recovers from covid and the worst economic downturn we have seen in recent history is we can actually help families cut their costs. how do we do that? we pass the build back b

. >> you had an interesting interview with congresswoman pramila jayapal who heads the progressive wing pushing their fellow members to go further than they might otherwise but also working within the system in ways that perhaps, you know, factions haven't in the past. think about the freedom caucus. what else did she tell you? >> well, pramila jayapal is somebody who's had an interesting role in this fight. 96 members of the progressive caucus, as i indicated, they are fully aligned with president biden's priorities. a lot of times we think of -- when you think of the term moderate about a member of congress, you assume that that is where the center of gravity is in terms of getting an agenda through in congress. in a closely divided congress very polarized and you need to get the mainstream and the entire party behind it. they are aligned with biden. they are saying we don't know if we want to spend that much money. we don't know if it's going to add to the deficit. we don't know if some of the social spending plans are good for the american economy long term but jayapal in this insta

i want to dig deeper and bring in congresswoman pramila jayapal, a democrat from washington and the chairprogressive congressional caucus. congresswoman, thank you for joining us this morning. i heard one strategist earlier say if hard infrastructure had passed, terry mcauliffe would have won. what do you think? >> stephanie, it's great to see you this morning. look, there is no way that you can blame a 12-point swing on one bill. the reality is that voters do want us to deliver. i think youngkin appealed to parent in education. i think we have the formula to appeal to parents, even more by passing a bill that provides child care, that provides pre-k, that provides jobs. i mean, both of the infrastructure package and the build back better app, the entire agenda, the president's agenda is about jobs. it's about families. it's about rescuing people, and i also just would reject the idea that congress hasn't done anything and we don't have anything -- that candidates don't have anything to run on. every single candidate can run on the american rescue plan, which was a phenomenal achievement

you are hearing from the progressives including pramila jayapal saying it is up to president biden to get senator manchin on board, and they say they are confident he will be able to get all of the votes. it just shows that the president is going to be returning to the united states, to washington, with the same kind of dynamic that he left with, which is still getting those critical moderates on board. and of course the question is going to be how long that takes. it's kind of hung over the president's time here in scotland because he's been talking about these executive actions he can take, these pledges he can sign on to when it comes to this new rule proposed from the epa on limiting methane emissions. he is setting up these aggressive goals of how the united states is going to reduce emissions by about 50% by the end of this decade. but of course we know a big part of actually getting to that goal depends on this legislation, this hundreds of billions of dollars to try to get there. of course that is a legislation that does not yet have the support of senator manchin. >> i can't

they'll leave the white house to deal with that and pramila jayapal, the head of the progressive caucus said once the negotiations are done with a larger package, her caucus is ready to vote in support of both bills. >> we are ready pending some final negotiations on things we care very much about. once we have those, we will be happy to vote both those bills. i'm hoping that can happen as soon as tomorrow. the president came to the caucus and said he assured us that he would get 51 votes in the senate. >> so that is a shift. rather than them demanding a vote, assurances from joe manchin, they are letting joe biden deal with it in and of itself. this could play out like this. once they get the negotiations done, the house could potentially have enough votes to finally send that legislation, the infrastructure bill, to joe biden's desk. and if they get enough votes just a three-vote margin, three votes in the house to pass the larger bill. if they get the votes out of the house, it will be up to the senate and negotiation with joe manchin will continue to see if his support will be there
