in the florida case this universal pre-k or voluntary pre-k was a great idea because we had a real strategy to ensure that more children were functionally literate by the end of third grade. we were lagging behind for sure. florida has 57% of its school-age kids are free and reduced lunch qualified. there's a lot of qualified. there's a lot of family strong leg in my beloved state. we thought if we moved to a literacy ace for-year-old program and combine it with any social promotion in third grade, if you're functionally illiterate you don't go to fourth grade in florida. we would change the system. with system. with robust accountability to get these four -year-olds in environments that were safe and healthy as well as focusing on literacy. training teachers how to teach reading and all of that together created the greatest gain in reading in any state in the country. we have 70% of our four -year-olds participating with government support in for-year-old programs. it's the largest voucher program in the country by the way for those who thinks this isn't a conservative idea. 80 or 90% of t
