i am the project manager 4800 presidio. i will briefly review of our financing of the proposed development. first of all, i wanted to let you know that the mayor's office of housing participated in the task force in 2007, convening the planning committee. the plan had the goal of creating 400 units by 2015 using various housing models. in 2009 we issued a notice for funding availability to initiate new projects. 800 is one of the three projects selected to create an additional 88 units. in july of 2010, the city wide affordable housing loan committee included pre- development funds for the proposed five story building. as you know, this would be a as you know, this would be a mixed population with 24 u

i am a resident of the presidio. i am here in support of the compromise that supervisor farrell laid out for you. i think this is a question of physical integration in the neighborhood. living on the street, i can tell you rebuilding of this size would overtake the streetscape of the east side of presidio ave. i have a deck on the roof of my house. i am on the far end of presidio. he would be towering over my residence. it does affect more than the height. it affects where people live and how they live in their residences. this would represent at least 10% of the allocated seats you would be looking to fill. i think that is a good percentage of this city of san francisco to represent 10%. i would like to say that there has been plans put forth in previous years. they did zone in. i think this would be going over the zoning too far. i think the compromise laid out would go along with with the neighborhood feels would be good. we're all in support of booker t. washington. that has never been an issue. we think the comm

looking back from the golden gate bridge to presidio, you are more aware of the park land and less of the roads. and the viaduct will parallel the existing one and to the south and can be built while the existing one remains in operation. and the two bridges there with open space between them and your views constantly change and not aware of the traffic in the opposite direction and notice the views more. and the lanes of course are a foot wider than they are today. and they will be shoulders and if your car is disabled, you can pull off to the edge. and the next area, the tunnel portal will have a view centered on the palace of fine arts and as you come out, you can see alkatrez island and bay. and the next area is about 1,000 feet long. and when you come into one, you can see through the other end. it's almost like driving through a building than through a tunnel. and noise from the roadway will be sheltered. and the traffic will be out of view. >> when you come out of the last sort tunnel and as you look forward, you see the golden dome of the palace of fine arts and what more perf

that building on the corner of presidio and sutter is at 750 sutter and based on our mapping it's 45 feet tall. supervisor mirkarimi: and how many units are in that build something >> there are three multifamily buildings next to each other. that building has 22 -- one moment, please. the three buildings next to each other total 48 units and there are 22 units in one, 15 in another, and 12 units in the other. so those three multifamily buildings directly across have about 48 units in a combined area of about 15,000 or so square feet. supervisor mirkarimi: and what is the size of the muni barn? it's how many blocks? across the street? >> the whole facility takes up three blocks but the building itself is about -- yeah, it's a little over 1/3. supervisor mirkarimi: it's a third? right. but the expansion or extension of the muni car barn is three blocks, is that correct? >> that's correct. >> supervisor mirkarimi: and did i hear you say that a rebuild is kg being considered? >> they recognize that the building built in 1912 is extremely antiquated and has culled called for a rebuild. if

again, this is public comment that wish to support the appeals related to the hundred presidio avenue project. >> i live at 2735. i have owned and lived at the property since 2003. i would like to reiterate that my neighbors and the support of the rebuilding and even beat the building of additional housing. but we feel it should fit the neighborhood and here to the current zoning limits which i understand to be four stories at 28 units. one of the biggest ironies of this project, which point out that african-american families are leaving the city in record numbers. these are the very folks that booker t. has been selected to serve. it will continue to be little more than a basketball court for other private school neighborhoods. we support the idea of maximizing space, but not indefinitely. the city has a goal for any housing that can be added to this project. it doesn't mean we get as many studios into it is possible. families do not live in studios. it is the only way the project can pencil out. that is what we are told. perhaps an entirely new approach is called for. city planning

programs will result in dismantling arts and music programs already in place at middle schools like presidio. >> and the thrid questio - -thir d -- and the third question. predictability is a major priority for some families. in community conversations over the past five years, we found that most parents have ideas about the school that will work for their family and want to be able to choose from among those schools. in our experience, when parents express the desire for predictability, they have land -- linked this with two things. they want to attend the neighborhood school, and they perceive the neighborhood school as meeting their needs. the district cozy own analysis of the assignment process shows that the vast majority of families are choosing schools outside of their attendance area where they would have been given preference. almost 80% of these families are not emphasizing predictability and are requesting schools they believe will be a better fit for their family. could you tell us why you believe predictability is a priority for parents that you are trying to meet by establishin

whether it is the presidio or another area close by, we like to continue, but i also believe that theighborhood is really important, too. i hear from some of these people who are being shipped across town to go to a feeder school, and i think you need to reconsider where those feeder schools are for the people. for us on the western side of the town, presidio is a great school, and it is not even necessarily that it is a grade school. we have built community, so i want you to consider neighborhood with the feeder, but please keep the feeder. >> hi, good evening. my name is carol. i have a kindergarten student at lafayette, ind i want to speak in favor of the feeder proposal. my family is very much invested in the notion of neighborhood schools, and i feel that the feeder pattern is a very rational, sound policy. in terms of the transportation issues that lisa just spoke to and other people spoke to, as well, i would think these transportation issues are just diffused, hard to predict, and larry bird is a moat to those families that are not assigned to their choice schools. i know we h

in resources, et so we would, under the new proposal of the feeders, have transportation for the presidio, francisco, and another, and hoover would have two bosses, and the number is really important though, the weber, to say that the number of buses would be constrained by the budget, and it is not clear what the demand would be, so it is full choice from 2011 to 2016, so while we are hoping that through the tie breaker of the middle school feeders with improvement we can do and that we will 3 choice create these feeder patterns, but that is unclear, and it is also, given the fact that children attend all of the city and live all over the city, some of the feeders, it even though they live far away, some of the students may be closer to their middle schools, so these are the factors that make it difficult for us to know how many buses we will need. we are assuming there will not be an increase in resources because we are not imagining that we are going to guarantee that we will put on as many buses as we need in order to make sure 100% -- we just know that would be a false promise, that

that is the same for presidio. that is have the choice process works. it does have these tiebreakers that give preferences to siblings living in low test score areas. we are proposing that maintaining the choice process and to modify the tiebreakers so that after the younger siblings have been involved, it would be those enrolled in the elementary schools. this is part of the infrastructure designed to support the creation through choice. we want to shift demand patterns through a choice process by having this tiebreaker that will actually encourage and support families that make that choice. but also reorganize our outreach and recruitment efforts to strategically raise awareness about the opportunities in this school. and the elementary schools would be able to immediately begin working together to create a pathway is and create coherence and a sense of community. it would still be a choice using it as a tiebreaker. for any kind of program pathway that exists, it would be the younger siblings of the students and the middle school tiebreaker. if people
