that was built in 1936 at the same time as the bridge and at that time the presidio was an army and they didn't want civilians on their turf. and the road was built high. >> we need access and you have a 70 year-old facility that's inadequate for today's transportation needs. and in addition to that, you have the problem that it wasn't for site extenders. >> the rating for the high viaduct is a higher rating than that collapsed. and it was sapped quite a while before used and it was rusty before installed. >> a state highway through a federal national park connecting an independently managed bridge to city streets. this is a prescription for complication. >> it became clear unless there was one catalyst organization that took it on as a challenge, it wouldn't happen and we did that and for people to advocate. and the project has a structural rating of 2 out of 100. >> you can see the rusting reinforcing in the concrete when you look at the edges now. the deck has steel reinforcing that's corroded and lost 2/3's of its strength. >> this was accelerated in 1989 when the earthquake hit and

a section of a popular trail in san francisco's presidio is closed. land is sliding in the area, and this comes. just months after millions of dollars of upgrades were done. kron four's jeff bush shows you the damaged trail. and explains why nothing is being done to fix it right away. nature has a way of undoing what mankind creates. this is one of those stories. the national park service spent about six million dollars fixing up this section of the presidio coastal trail last year. but, despite the relatively mild winter, all that work sinking. signs are all over the place warning people of the danger and a fence has been erected to keep people out of the area. you can see how much erosion has happened by simply looking at the reinforced ledge. look in the middle of your screen and you'll notice the wall has sunk several feet. now take a look from this perspective and it is clear the level of disintegration here. joggers and hikers are detoured onto the roadway and, at times, have to climb over the guard rail to get there. efforts have been made to k

if you haven't been to the presidio, i think you should try and make that. if you're from out of town, it's a spectacular transition there. so, these golden gate national parks that i happen to be the superintendent of has now become after 40 years the second most visited national park in our country. we get 14 million people a year that come to our parks. it has spectacular coastline, includes muir wood, alcatraz, we get to tell the stories, stories about essentially what you and your predecessors did this this area. our headquarters, fort mason, was the fisherman's wharf area was the port of embarkation for the wars in the pacific. just this week we brought in a world war ii 16-inch bottle ship gun to the marine head lands to put it up at battery townsly which would have been the pinnacle of coastal artillery in world war ii. so, we now have a canon or artillery collection that spans in our park that spans from the civil war to the cold war, including a preserve 19-missile base. some of you also know that during the 1906 earthquake, the army assisted great

dufty. >> commissioners, 63 presidio i am familiar with it. i started getting callos it in the middle of last year from the neighbor mr. greenwald, mostly phone calls and more to do probably with tidiness, noise. he was a little concerned about his foundation, stuff like that, so i have been out there about four times. my recent visit i met with the architect to get at the bottom of the complete scope of work and when there are five permits issued on a job -- i mean there is nothing against it. you it do it but if you have a new building you have one big set of plans or pretty much start off, but with these big remodels that we're seeing a lot of in san francisco it's the common practice now to piecemeal the permits maybe to get the permits through because if you submit everything at once maybe it will take a long time to get through planing and building and dpw could take a long time if you show the complete scope of work. a lot of people do it the other way and one to get going and subsequently do revisions. what happens in that process we d

i want to name a couple in particular, doyle drive, presidio parkway, something that would not have happened were not for jose luis's dogged persistence and able to communicate what p3 is. because of his efforts it is a national model for how the public/private partnership can shift certain risks and responsibilities to the private sector and thereby enable on-time and on budget delivery of major capital projects. because of jose luis's leadership that project has become a model for not only the rest of the state but for the entire country. i really believe that what we have seen in that project is a testament to jose luis's leadership and talent. the second project i want to mention is brt,

there was kind of a confusing mess with permits for the property at 68 presidio avenue. there was a jurisdiction request on three permits and appeal on two permits. the jurisdiction requests were denied. one of the appeals on the permits was withdrawn and the other appeal was continued. it was a matter -- some of the permits had been done in an iterative fashion where we had minor excavation done, the next permit a bit more excavation, a bit more. they weren't clear existing plans. so, there was quite a few issues there with the plans. i think ultimately we did come to a resolution with all the parties and the permit holder and hopefully we'll have that concluded in the next week. there was also an appeal of building permit for 264 door street. this was before the planning commission as a discretionary review request in june of last year. it's a two-story auto repair facility and light industrial zoning district. the back of it backs into a live/work. and the people that were in the -- living in the live/work were complaining about the impacts on light and air to their p

when i looked at the presidio, created the infrastructure group over there, and had some sense of how we have to maintain our infrastructure and our roads. one of the things that we don't have here is we don't have a schedule. even though dbw will want to do whatever they want to do they have no control over comcast or pg&e. when looking at our vehicles, our cars and trucks that ply our roads, there are certain areas where we have had again and again pedestrians colliding with their vehicles and dying. some of the hotspots we have been trying to do something. but the city and county of san francisco, is known for many pedestrians dine on the street. we have not had a hearing. we have had talk. some of the supervisor said we are going to do this and that but we have not had a hearing, i really good hearing where everybody's put on notice. some advocates come from time to time. i don't have too much time to waste but i hope that in 2013 we have some goals and do the right thing. thank you very much. >> thank you. next speaker place. >> good morning commissioners -- i am a district 6 res

our congregation memped with park presidio and we fought to keep our building to continue the legacy in the community through a nonprofit program although they knew they couldn't continue as a congregation. we wanted to use the building for the community and put forth proposals. in the end they were voted down and went to the annual conference to sell. this was considered -- there wasn't a time there wasn't a developer who wanted to buy it and financially capable we heard. i heard about bethany and from reverend norman thong when i talked about this project and they actually had the ability to do it, but they were turned down, maybe by one individual up there. since there there were one or more that actually want to do this project and it's most unfortunate all of this also information is given out how they demand said it be sold for money and no developer was able and i will come and talk with you more another time. we will leave the photographs of the buildings that aren't demolished but those people are working -- >> thank you. next speaker please. general public comment. >> save
