it started at about 4:00 this morning going on at battery in the presidio.one is lost, one is located but trapped. there's a rescue going on. we have a crew headed to the scene. we'll bring you any available updates as soon as they come in to us in our newsroom. >>> in less than 24 hours thousands of people could lose power again. now this is all part of what seems to be a new normal for so many in the north bay. pg&e contacted its customers about the potential power shutoff which is expected to start tomorrow. nearly 4,300 residents in napa county alone will be impacted. it would mark the fourth shutoff of the year for napa county with the town of calistoga impacted by at least two of the shutoffs. one woman from calistoga says she's familiar with the drill and is hoping her home generator will suffice. >> i would rather pg&e shut down the power and keep us safe than worry about more fires and having our homes burn. we can adjust. it's aninconvenience but they're doing the best they can. >> weather could affect its effectiveness. >> as the bay area preps fo

this was in this area here of the presidio near battery crosby. when they arrived there, that person was unresponsive. h let's go live. cierra? >> reporter: it is quite chilly out here. we have a chance to talk to the fire department. this ordeal began at 1:30. it was at that time some passersby heard a person needing help. they all called 911 for assistance. at that point san francisco fire made their way out to begin the rescue. now they used three different types of rescue methods, one of them being marine rescue. they had called for the coast guard for air rescue as well as another rescue. the crew in the water was able to essentially catch a wave pushing that individual up and they were able to paddle in the 200 yards to safety. something else that played into effect was thermal imaging. they used thermal imaging to scan the perimeter, the area and water around it, to help rescue that individual. he says where that person was found is not really accessible by water, so you would have to essentially climb down to get there. we're really not su

let's take you live to the presidio where "today in the bay's" cierra johnson has been since this all broke. quite a few issues for rescuers, one was the weather. >> reporter: good morning. yes, it is a pretty brisk morning right now and i don't know if you can hear the waves are very choppy making it difficult combined with the fact it's black out here. the individual rescued was a male in his 30s. he is okay. he's not suffering any significant injuries so good news there. let's take you to the beginning. san francisco fire received a call around 1:30 from some folks that heard from someone needing help. san francisco fire responded and deployed three separate rescues, folks on the water, folk with a long rope on land and called the coast guard to have them come by helicopter. as the helicopter was approaching san francisco fire, was able to get him on to a paddle board by catching a wave and transporting him 200 yards. from that point he was transported to be checked out. we're learning he is okay. right now we're still unsure what that individual was doing there and how he got ther

and so i was born and raised in san francisco at presidio at letterman's hospital. i grew up on 8th, where they -- they officially started knocking down in the mid-'80s. i had gotten caught up in the street -- in the war on drugs. [bell dings] and i caught a case and was convicted in 1988. three and a half years later, after having to deal with my situation of being convicted and charged as an exfelon, i ended up becoming a counselor in district 11, while working in the neighborhood center. during that time, i was given an opportunity to come back to my home neighborhood where i'm born and raised as a filipino, to provide services that were needed. so in 2005 -- [bell dings] in 2005, my organization -- [bell dings] we provided services for everybody and all of the people around the neighborhood. and so as somebody who grew up and raised his family here, somebody who is a convicted felon was given this opportunity as an equity partner, i thought this would be very paramount and monumental for me to give back equity to my community. >> clerk: that's your time. >> a ne
