item number one is a charter amendment to provide that the mayor may disapprove in writing certain mta proposals that must be part of mta a's proposed budget or budget amendment. add an election to be held on march 5th, 2024. supervisor sapphire. thank you, mr. president. thank you, colleagues, for taking time to come in today for this special board of supervisors meeting. as you all know, we've received thousands of written public comments opposing the mta's late night and extended parking meter on sundays. as it stands now, the city charter provides that the mayor appoints all members of the sfmta board of directors, subject to the board of supervisors approval who have sole authority to set transit fares and meter rates without mayoral approval. further, the mta board of directors delegated sole authority to the director of transportation to set parking meter rates. operations and time limits, effectively removing any public process from from these changes. my proposed charter amendment would have provided the ability for the mayor to block fare and parking meter increases along with fares. the intent of this charter amendment was to provide san franciscans with accountability from an elected official for the decisions that affect their everyday transportation needs and calls out exactly what happens over the course of time with the mayoral power and their influence over this process. but upon further discussion with transit advocates and a commitment from the sfmta that they would halt their original plan to extend parking meter hours and days of operation. i'm withdrawing the proposed charter amendment that would have provided mayoral accountability over the mayor. sfmta fares and increases in parking meter rates and hours. small businesses and working families need time to recover from the years of the economic crisis from covid. and i'm committed to this ongoing engagement with thoughtful conversations with san francisco on issues that affect their everyday transportation needs. so, mr. president, i would like to make a motion to table item number one motion made by supervisor safai. is there a second for that motion seconded by supervisor ronen and on the motion made and seconded a roll call, please. madam clerk. mr. president, we need to take public comment on this. is there any public comment at. currently the unelected department head of sfmta has the authority to extend parking meter hours, raise rates, raise muni fares cetera with no oversight from elected officials and no accountable to voters. this proposed charter amendment would change that, placing the authority back on elected leaders, namely the mayor. in 2007, san francisco voters approved proposition a, which granted the sfmta exclusive authority over changes to all operation fees. the following year, the sfmta board of directors delegated the sole authority to set parking meter maximum rates operation zones and time limits to the director of transports ation. this is ridiculous as this is a huge governing item for san francisco and there is no way that it should rest solely in the hands of jeffrey tumlin on transportation fees. greatly impact the lives of residents and businesses, particularly those in lower income areas. when fees need to be changed. this decision should be made by our mayor who can take all factors and constituents into consideration. thank you. thank you. seeing no other members of the public for public comment on this item. public comment is closed. thank you for your comments, madam clerk. on the motion made and seconded a roll call. please on item one, supervisor chan chen i supervisor dorsey i dorsey i supervisor engardio engardio i supervisor mandelman mandelman i supervisor peskin i peskin i supervisor preston preston an i supervisor ronen ronen i supervisor safai a safai i supervisor walton walton i there are nine eyes the motion passes and the item is tabled and madam clerk, i would like unless anybody has any thing, i would just like to adjourn today's meeting in the memory of tina. tina willis silver. sylvia excuse me, who was a longtime resident of chinatown in immigrating from samoa to the penguin in housing projects some 30 years ago, where she raised her six children and grandchildren and rose to be the president of the penguin residents improvement association. prior to, i believe, the first and only non-chinese or asian resident to hold that role. and while it wasn't her place of birth, she considered chinatown her home and cared deeply for it. and that's why even after her son in passing in samoa on october 13th, her family made sure to bring her back to san francisco for a proper farewell. she leaves behind three generations right here in san francisco. may she rest in peace. ar

start with expressing my profound disappointment that neither the mayor's office nor our economic and workforce development, nor anyone in the administration bothered to contact us or work with us at all around what might be appropriate exemptions to the transfer tax. let me give a little context for this measure and also uplift a part that was addressed in passing, but it's probably the biggest part of this measure. so for context, prop i passed with 58% of the vote in 2020, and that was despite a $5 million campaign against it by billionaire real estate interests. as the measure colleagues, as you know, has already raised approximately $300 million for the city and despite a unanimous resolution from the board of supervisors urging the mayor to use the funds for affordable housing, the mayor's fought every effort to do so. the city's housing element recognizes this as a source of affordable housing funds. now, to date, this board has successfully allocated significant resources from prop i to fund critical housing needs. we've set aside $42 million in prop i funds for rent relief, keeping thousands of people in their homes and making san francisco the city with the lowest rate of pandemic era evictions in california. for we have allocated added $64 million of prop i revenue to housing preservation helping to keep long term tenants in their homes by converting their buildings to permanently affordable housing and prop i revenue was the premise for a groundbreaking $112 million certificate of participation long term debt deal in the 2022 budget, which included the first ever dedicated funding source for site acquisitions and land banking, which allowed the city to buy five sites across the city. accounting for hundreds of new affordable homes, rather than work with our office or for that matter, with any stakeholders, including labor, affordable housing groups or supervisors as to discuss any concerns or proposed amendments to prop i. the mayor's office introduced what can only be described as a reckless ballot measure that threatens to gut prop revenue. i want to be clear, though. the poorly drafted measure that is before us goes and will be before the voters goes far beyond reversing some of the prop i revenue giving a 100% exemption not just from prop i but from the entire transfer tax created by multiple ballot measures in san francisco . the result is an absurd situation where a homeowner selling their family home will pay a higher tax rate than a multi-million dollar real estate company selling a downtown office building for conversion from offices to luxury condos minimums, for example, were this measure to pass a homeowner selling a $1.5 million home would pay a tax of $11,250. but a seller like presidio bay ventures, which just sold a downtown office building at 60 spear street for $41 million, would pay a whopping total of $0. instead of what's currently required under existing law, which would be a payment on that sale of a transfer tax of $2.46 million. if they were converting the property from home office to luxury condos, perhaps even more importantly, while this measure purports to be about office to residential conversions, it's actually a trojan trojan horse whose real purpose has little to do with those conversions and everything to do with overturning the transfer tax. more comprehensive, the most impactful and damaging and dangerous part of the of the initiative and the real purpose of the measure is the part that hands to politicians is the unlimited power to reduce amend or eliminate the entire transfer tax by a simple majority vote without notrillioneturning to the voters. this part of the law authorizing the legislative body to eliminate the transfer tax by simple majority is not even mentioned. and in the mayor's extensive three page announcement of the measure, i think it is telling that that was not even addressed. and similarly in today's presentation, it's buried in the final slide of a presentation that is otherwise about office to residential conversion. so make no mistake about it, this measure is step one of a two step plan to eliminate the transfer tax in san francisco and give an annual 100 to $200 million subsidy to the richest billionaires and real estate investors. finally, i want to emphasize my office remains open to working with stakeholders and city leaders on reasonable amendments to the transfer tax. and in fact, such discussions have occurred and continue to occur and there is in fact already legislation on at the board for a narrower exemption around affordable housing projects. unfortunately, the mayor chose to place this reckless measure on the ballot without consulting stakeholders or anyone. it's very unfortunate, but i appreciate very much chair dorsey, the opportunity to provide these comments today. thank you. thank you. supervisor preston, vice chair walton. thank you, chair dorsey and i'm just going to be a little brief here, but definitely agree with a lot of statements of my colleagues. supervisor preston but i will even say this as a member of the board of supervisors, that we should not be able to overturn turn the will of the voters and i think that this being in this proposed initiative is definitely something that makes it extremely impossible to support and giving up hundreds of millions of dollars when we're facing a deficit is not something that i deem feasible for this board of supervisors hours. if it was just about waiving taxes to convert to commercial properties, the language could be specific to that and then we could be having a more serious conversation about this measure. but i do want to read specifically what it says, because i want the voters to understand and with what this says, section 1119 amendment of article, i want to make sure the voters understand and what what is in this initiative ordi

[laughter]. but this is something colleagues, i think we discussed for a number of years and we want to see police presence back in the community regardless the number of officers we have within the department. this is something that true community policing is building trust within the community, presence in that community. supervisor engardio asked for there to be bike. we did that, thank you for that suggestion i think that was an oversight appreciate that foot and bike patrol. the truth circumstance colleagues when police are present in the community, crime guess down were not about arresting people it is knowing the mount and the patterns of the community and having those there that are knowledgeable and can be present. so for the first time, this legislation will require no longer urges but will require the chief to work with every single police captain in the city. and over the next 2 months they will come up with a plan. the resource are there. this is will not require additional resources. right now it is optional. the money is there for optional foot patrols we are saying the time in for this to be required in every part of the city not just selective parts of san francisco. we think this is the right thing to dog at this moment i will will thank supervisor walton and he and hene did. we built that and amend third degree to make turned the chief's pursue and med it more present and current with the requests that are manage from today. i thank you will have an immediate impact on when we are seeing and some of the trends in san francisco having police and in the communities doing true community policing will have a significant impact on san francisco employment to thank all the coresponsibleses and the chief. and the commission for working with us and i believe once this happens beginning january 1, we'll begin to see significant improvement in the way san francisco is viewed and the way the community views the police. lastly, also one thing we talked about yesterday supervisor walton, myself and dorsey is that well is a morale issue. there is a desire to be part of this police department. and i think that once community are back officers are back in the community, and intrakting with the community. on a daily basis, it will help to increase morale and understanding from the police department and their interactions with the community. i think this is over all going to have a significant, positive impact. happy to have worked on that and happy this will happen in the next months as of january one, we'll see that and on going there will being discussions at the commission with the chiefa plans are presented annually. with that, colleagues i -- look forward to your support or further cosponsors if there are any. >> thank you, supervisor, no name on the roster colleagues can we take this same house same call? the ordinance is passed on first read. >> let's go to roll call for introductions. >> supervisor safai is first to introduce new business. >> have in memory. i would like to read quickly. colleagues. today adjourn the mote nothing memory of hosey salazar. a long know standing resident. born in new mexico on january 6, 1931 to the parents of virginia and jose salazar. after his father passed when he was a toddler his step father took him and mother and brothers to mexico. where the mother would raise them on her own. he had to work young and they taught themselves how to read and write in spanish and english and work the in the gold minus. where he met the love of his life. they had 2 children. with the gold he put aside he was able to save to return to the united states to establish a new life. he and brothers sent for his wife, kids and mother. they made san francisco their home. where he and maria had 4 more children. joined local 261 on october 26, 1952. where he worked for 70 plus years. receiving a 70 year pin. aside from the union worked men side jobs and kids and enoughue helping him. he was a hard working man who fostered good work ethic to his children. he was able to buy home for family and provide for inlaws purchasing a meat market so the family could thrive. he was a loving and caring husband, father, grand father and uncle put his family first. loved spending time with family and pun to be with a good sense of humor. in his final weeks family described him happy and dance and living with no regrets proud of his family and the life he built survived by his wife, 6 children, 10 grand children and 26 great grandchildren and 19 great, great grand children. leaves niece. nest use, family and freshmeneds who will cherish him and honor him. the rest i submit. thank you >> thank you. supervisor stefani >> submit. >> supervisor walton. >> submit. >> supervisor chan. submit. >> supervisor dorse. >> thank you. . colleagues i'm today submitting a drafting request to the city attorney and controller that will continue in needed conversation about the crisis of police under staffing in san francisco. the rules yesterday considered my charter amendment to address police staffing with a measured evidence based 5 year plan. the substantive core was amend over my oksz i will not litigate that here we will have opportunity as a board of supervisors to debate the merits now a reimagined version as amended. however i heard a specific piece of feedback from a colleague yesterday i think is worthwhile. many times during the committee meeting it was noted the provisions of the measure those tieing dollars to otherwise empty wordos paper did not need to be in a ballot measure the mayor and this board on any given tuesday could enact them. taking that add voice to heart and honoring ideas put forward by colleagues and others from yesterday submitting a drafting question the proposed to accomplish 2 things. create a police full staffing fund receiving ref nows for the purposes identified in the original proposal and 2, reappropriation of 8.4 million dollars in the current fiscal budget to support more recruiting. described in the full staffing if you meaned that is 1 half the amount in the proposed charter amendment representing half the fiscal year to move with the urgency the crisis deserves thank you. supervisor engardio i am dressed as the character joy from inside out. my staff is the other characteristic of the movie. it takes all the emotions to deal with the challenge in san francisco we must lead with joy. i know we need to lay foundation of good foundations for public safety, education, housing and our local economy we doll this so all can have a joyful live. celebrate joy in san francisco as we create more. thank you. >> rest i submit. [laughter]. i have a charter reform drafting request, everybody. as well as a resolution. first on the charter reform drafting request we asked the city attorney to appropriate a governors charter reform peculiarage for the november 24 ballot in the hopes of delivering more decisionmaking at city hall and effective administration of city departments. as you may have noticed there has been a bit of talk of reform as oflet in august the mc kena colleges rose state and local gentleman released a report refurthermores to city charter to expand mayoral xours reform the ballot measure and commission system. some floated a 2024 charter amendment to change how the redistricting task force is selectd and votes to elect the board of supervisors and former supervisors issue senator and judge offered his own measure for election of supervisors and spur neighborhood i press to review the chart and will issue its set of proposed reforms. concern our city government is broken is of course, not new. it was 15 years ago that joe labeled san francisco the worse run big city in the us. however, it has seemed to meet hunger for a better city is palpable and felt today to create now opportunity to look at our chart and consider better ways of doing things. to thaenldz i and my staff have been having conversations with mart folks inside this build and outside the building the last several months or longer to identify a set of reforms that might be to win support in city hall with voters and leave our government in shape to dot work our peep expect. we have sick concepts the first 4 i believe are baked. the last are continuing to be process exclude considered. and shaped by stake holders. the first is to repeal a prohibition on deputy mayors in the charter and has for detectived. it envisions a mirrial administration that sits back and allows commission and other officials to govern the city without oversight for a mayor's office. i think we need an executive tht city and makes sense to have that person able to use people like deputy mayors and so i being the least we should take that prohibition out. so i'm proposing we do that second. i'm proposing allow the mayor authority to fire directors of most of the departments that are over seen by commissions. we talk about how we have a strong mayor system. in many ways we do. but we check the powerhouse of the mayor and many ways that is important. and the charter check otmayor's authority to hire department head system intended deter in taoism and i don't know i didn't mean and shared process elevate a diverse pool of qualified candidates providing the mayor with the ability to get rid of directors of departments in the branch would claire fight chain of command and allow the mir to act when the mayor felt the change was needed. third, voteo commission to have split appointmentos bodies the mayor can reject mayoral appointments. where as the board can block mayoral appointments that the mayor has no check on board appointments. i hope you will agree. >> and forth. the board of supervisors is the legislative body of the city and county of san francisco. i think it make sense for us to dot work of legislating and yet our charter provides a minority of the body to got voters with initiative ordinance and the mayor to go to the voters with initiative ordinances. i think we should do our job of legislating inside city hall and so we i am proposing this we take away this city hall business of putting initiatives to voters and weigh in. there will be a check if than i see city hall can't get something didn't power of voter initiatives i think it would behoove us and reduce [inaudible] in this building to have the board pass legislation but not be putting this off on to the voters. fifth, i think we. rekz niez we have a pluthera of commissions and oversight body and they seem to grow over time. supervisor engardio has looked at this problem and lots identified this problem and we have no framework for trimming that or stream lining that and over time they are going to grow. well is a cost to the city and city staff and oversight bodies and i don't think that we get the benefits that people think we will get from moreover assignment i don't think it necessarily leads to transparency or better decision making and wasteful. i'm hopeing measure can describe a regular process to stream line the bodies proliferate over time. we are working with the city attorney and stake holders to hone inspect on what how this commission this commission or task force that is stream lining commissions would work. but we are hope to get this finalized. the last concept that we are asking the city attorney to help us to think through is expansion of the definition of local emergency or identification of a new category that would allow you to take the benefits we got from declaring an emergency around covid to address our challenges around homelessness and street conditions and drug over doses and thing this is may not be new and presenting rate challenges that exceed our capacity to responded this is hard. will respond and require a lot of conversations and folks potential low including organized labor we will give it a try. and narrow that down that is my list. not the end all and be all of charter reform i expect many other folks may be introducing or floating their idea busy charter reform. i recognize trying to do this in an election year will be hard and men setting the tain for a measure in 2026. i hope and think we can go i long wake to make more sense who for who is mayor or sit on the board next year and i want to thank ross green in my office for his work. i want to thank our city control and add administratoror board president and campaign to white supremacist rally in berkeley and san francisco in 2017 this board considered united against hate week resolution in other years it is annual event aimed promoting the rejection of hate and discrimination. it seems timely now as we have seen a rising antiarab and islam phobia and violence around the world. united against hate week provides san francisco to join states to stand energies and talents to upon san francisco families and communities since bayview. 40 years of experience leading nonprofits and neighborhood organizations work to end poverty and food insecurity and advocating for children and families career touched many across the city. a sickth generation san franciscans plan began as a councillor for young community developers. moved to the potrero neighborhood house studying for a psychology degree and raising 3 sons. looking for an opportunity to work with napas next worked for the san francisco head start program. career at the y began in 200 and during her time raised 8.5 million dollars for the campaign to complete the building of the bayview y. district violent over seeing the bayview and mission branchs serve over 15,000 families. as california state director at the republic flanked created new park and park near neighborhood in los angeles and san francisco and ceo direct volunteer programs educator grant and student scholarships to help students succeed. in 2019 game the ceo of children's counsels at the heart of childcare and early education in san francisco for 45 years i imagine she had no idea when she was taking on when was coming. as the covid-19 made challenges to care and education, gina with her team of 135 staff continues to support throughout san francisco. her leadership triple budget during 5 years and left a legacy thatllow the council to advance and universal early education for all. this mob she start aid now job ceo of glide she'll launch glide forward to grow impact in the tenderloin and throughout san francisco the plan will bring mount and congregation on the other hand spiritual heeling. faith the concern challenges glide will be in great hands. her long and continuing career deserved commendation and i recognize her for empowerhouse people to advocate for themselves and create social change needed to change the world. we want to thank you for everything have you done and will providers who provide childcare for low income children even though they were not enrolled or meet criptoryia in times made them ineligible for payments had not been for that. many more of our childcare slots would have disappeared and that was your strategic, quick thinking and timing and what you have done amazing marts coupled with a deep love for the community and understanding of what community needs based on your own personal responsibles. i'm bummed you are leaving and know the women here in the audience are here because they believe in you. but you know we will get to it glide and your amazing intlect and your heart will continue just making sure that there is that safety net and infrastructure to catch people hor falling throughout cracks. i want to tell that you many of us had admire and love you will continue to support you. and be there for you and your next step because we believe in you and i am glad you are getting this award. it is well deserved. and you are [applause]. well. i think this year was tough for me i thought i would have tierce today i'm teared out i lost my husband genetics one and -- if he was an amazing contributor to our city and the love of children as well. thank you board of supervisors! especially melgar and mandelman you get in there and dot work you don't care about recognition but it is nice it have it as i go to the most important role in my career to help san francisco heel from the tenderloin and i'm here as a young mom i remember walk negligent children's council. desperate. i was pregnant i have 3. and i need help. i need childcare i want to go to work and school. this woman and handed me a brochure for a place and my kids went there i was able to go on my journey i had the help and stow many thousands of women and men get on that journey for childcare and need spchlt you know you guys have kids it is a hard journey where will i send my child. is it safer? who will pick them snup work from 9-5 and babies don't have a 9-5 schedule. we work on they worked for 50 years i came floong a time they needed me around covid and making sure the city lean in the commitment for childcare. and i'm looking at the people i come to the office with knocking on your door saying you make sure prop c passes. protect prop c it is for the future of our children. you know the mission of children's council is advocate for quality early care and education and power families with information and financial support and capabilities of education to ensure every child is able to reach their full potential. i was there 5 years i walked 85 million dollars budget and out with 240 million. sounds like a lot that is your money going back to community. back to community that is what is supposed to happen. we steward the dollars back the family who is need it every day. i'm proud of the accomplishments we had. upon you know, now walk nothing a my new challenge the president for glide, i'm confident that children's council staff will keep going and people it going forward it is about the foundation that has been laid and i'm proud of you all. organization is in a strong position and know tell be a force for the childcare ecosystem. now with glide. dorsey uh-huh. you and me. my journey tissues i am blessed pursue a vision. carry that forward. that's an important role for san francisco. and whatever my role is whatever time i'm here i will do my best to move glide's mission to create an inclusive, just and loving community and alleviate suffering and break marginalization. the break the cycle of poverty is had i'm really excited about we need to break it and intercept the pipe line to poverty in san francisco. with the new childcare center and family resource center we work with families so they don't end up oat street that's what glide can do. thank you supervisor and i appreciate you all for honoring me today it really means a lot. dorse i will be on your calendar soon. thank you. >> thank you. calling on the mayor's office and department of human resources to initial an emergency hiring plan with recruitment and retention incentives for behavioral health care workers to fill our growing city vacancy and city contracted providers. these are vacancies for critical positions that address the crisis we face in our city and that are limiting the ability of the department of public health to aggress the over dose epidemic. well is currently an unpresidented workforce shortage of behavioral healing workers. as the need for behavioral health care workers on the spectrum of kay sky rocketed, more are retiring from the field, burning out due to unaenable case loads or leaving the sectsors for competitive pay and benefits in the private sector. some of our city contracted organizations providing behavioral health service to the acute individuals are experiencing vacancy rates high as 30-40%. within our own departments dph behavioral health services has 144 vacancies the shortages hindzer our ain't to provide severe metal health crisis with services and needed medical care. the shortage of data analyst system making impossible for policy makers to evaluate the success or lack thereof of interventions at work to address the crisis. despite the acknowledged workforce shortage san francisco not implemented recruitment or retention for any behavioral healing worktory address the high vacancies. we bent over backward for police department to address their recruitment and retention concerns. i mentioned the board has approved infusion of 149 million in police department to help sustain staffing levels and funds incentives and increase bonuses. at the same time we made zero investment in increasing the behavioral healing professionals. i think it is fair it say the mayor's office playing games with san franciscans despite lives hanging in the balance. on one hand supports mental health investments to address issues present every day. supports health interventions safe consumption sites and treatment on demands instead of opening the over dose prevention centers we allocate funding for focusing on the expansion of treatment service or prioritizing funds to pirecruit and retain the health workers skill in the draegsz the over dose catastrophe. main strategy in the nation for close to a century that has only lead to ever worsening crisis we see tuesday. time for us to rewatch the wire. i think it is the most brilliant depiction of the failure on the war on drugs that reinstituting in san francisco. the mayor's ballot designed to punish substance users in assistance programs is the war on drugs 2.0. arresting them and threeing them in jail to be rerelease in the the same conscience they were before arrested is the war on drugs 2.0. dumping minutes of dollars in the police department without fully staffing the health department is worry on drugs 2.0. when will we learn make mistakes over and over again will never produce different results. this needs to stop now. we need to stop trying to address a public health issue with criminalization special law enforcement and spends our money effectively. prioritizing initialives that address the root causes. we must fully fund and support our health care workers save lives every day. i'm calling on the mayor's office and department of human resources to impelement an emergency hiring plan includes incentives recruitment and retention to address the root causes of the crisis experienced by our city's poorest residents. i want to thank supervisors walton, peck
