contract health services is such an important budget priority, it really is the top priority. tribal leaders have been helping us over the past two years to make recommendations on how to improve the way we do business and to look at how we provide funding. the work group decided that they needed to have another year to look at the impact of our recent budget increases to see how the formula really played out so we expect them to have their discussions about the formula and whether it needs be changed in the next year. >> i appreciate your attention, your personal attention to that given your background and then if you could involve me in some of the findings i would be very grateful. thank you. senator franken mentioned some things about public safety, people needing a place to feel safe in their homes or in their workplace, and i want to talk about, if i could with you, dr. roubideaux, public safety and health care. they go hand in hand. patients and employees need to feel safe in a workplace especially in a place where pharmaceutical drugs need to be secured. at the budget

>> i don't know what his priorities will be. but what i do know is if you look at the overall plan, the spending cuts that are in his proposal, and this is not including, you know, the 20% cap or the balanced amendment budget, which really aren't actual spending cuts. that's just a procedural mechanism. but the actual spending cuts are there in no way add up to the lost revenue that he has. if you're just scoring on what actually can score, it actually results in a net increase in the deficit. so my worry would be that then he will have a difficult time adhering to his campaign promises. now for example, defense. he has said that defense should be at 4% of gdp for the foreseeable future. well, if you look at the ryan plan, ryan's plan brings down, if you take out social security, you take out health programs, then everything else goes down by 2050 to about i think it's about 3.75% of gdp, okay. that includes defense. so if defense is at 4%, that means everything else is eliminated. that's everything else including our entire reg

some of the high priority locations show up here. there is one plan under way that is going on regardless of the traffic-calling revision. then there is the high profile area which is the masonic avenue streetscape improvements. there was reason signal work approved on this. some signal work on this. they will have this by the end of the year. i made two tables and we chose to highlight this -- basically there are two color codes. there is a significant risk of delay, on using the grant funds, and things are happening and we are a bit concerned and keeping an eye on this. with the projects and the delivery concerns, it goes on the prop k. list. some of the delays or issues of getting force a cow or ahead of the grants. the feds are very interesting in jobs right now. with the required public interest findings -- findings. even if the project is competitively bid out. we will be working with the metropolitan transportation commission in a way to speed this process up. this is a little bit nebulous but due to the lack of the federal tr

i know that has been a huge priority for the mayor. we have so many buildings in this city that are vulnerable, in closing -- including a lot of rent-controlled housing and low- income housing. in the legislation we pass, we have to focus on that. those are just a few additional things. i am very happy to hear from some of the queer youth the game tonight. i live very close to lyric. i used to live on the same block. i told the executive director the other day that i wish it could be open until midnight so we had a non-alcohol-based space for youth to go to in the castro. every time i meet with cheryl lichens, i ask when she is going to bring transitional-age youth housing because i think we need it and i think our community would embrace it. i also want to talk about muni and the free muni campaign. i am very appreciative that the advocates have really raised this issue of youth access, and i am passionate to make sure we are funding ito the level it needs to be, making sure we are putting enough money into maintenance so that everyon

the budget reflects our priorities as a city and reflects our values. and many of you probably also know that in recent years, every year since i have been in office, we have had a budget deficit. so we have to make some very, very difficult choices. i want to thank not only not of you who have -- not only all of you who have come here today, but those from city government, in particular are city officials. this is the second annual budget town hall, something we started in mayor lee's first year. in the first meeting i had with mayor lee after he was sworn in as our interim mayor last year, i asked him and other supervisors asked him for ways to make our budget process more collaborative and more transparent. and the budget team and mayor lee in the board of supervisors, we thought that this format of budget town halls in many districts around the city would make a lot of sense, and i think it has been a very good way for us to have feedback. without further ado, i would like to introduce my co-host for tonight, who is my neighboring supervisor from ac

we spend our money on our priorities. those are things like -- that are represented by all the departments that are here. things like community, public health, recreation and parks services, fire, ems, and police services. programs for children, families in the city. we also spend money on things like our infrastructure and r streetour streets. that's where our expenditures are. the other part, where do we get our money from? our income is really our tax revenue. we get money from property taxes that homeowners pay and private property owners. we get money from the hotel tax, when tourists visit san francisco. we get revenue that people pay. we also the money from the state and federal government. all of those things are fluctuating with the economy and fluctuating with the state and federal government's ability to pay. we spend a lot of time talking about the budget shortfall. what is the budget shortfall? basically, the gap between how much money we get in revenue and how much money it cost to keep doing exactly what we

of course, budgeting is about setting priorities. such calls assume that all of government's activities are equally important. that the blind proportionality can substitute for a clear-headed analysis of our priorities and responsibilities as policymakers. like all categories of government spending, defense spending should be executed with efficiency and accountability. yet, many fear that arbitrary and deep reductions that the president has proposed in the defense budget would lead to a dramatic reduction in our defense capability. i commend you for your efforts to fund defense priorities within a rapidly shrinking budget. your predicament in my opinion, secretary, is due to failures elsewhere in the federal budget. according to harvard's neil ferguson, a financial historian, the fall of great nations is the result of their excessive debt burdens. and their path to decline, defense spending is always the first casualty. the failure by the administration to deal honestly with the drivers of debt, specifically when it comes to governm

and, again, through defining where the priorities are, they are both priorities. and so in regards to, you know, the contract support cost, they are very important to the operation itself. and we are a compact hospital. we took over our hospital a few years ago. so we manage it ourselves. so those support cost dollars are extremely important to us. of course, you know, between as i mentioned in my testimony, eastern band has, is required to supplement because we're only funded at about 60% of what our operation needs to service the 15,000 eastern band members that we have in the area. so, again, it's extremely important and i hope that, you know, any restoration of these funds, you know, can be further defined in this budget process. thank you. >> thank you, principal chief. this next question is for the panel. one of the ways that the department of the interior anticipates achieving savings in the president's budget and has been discussed is by stream lining services, reviewing personnel and functions at the region and agency level based on the needs of the tribe

phaa shares of the budget priorities expressed by presidio heights. the traffic issue concerns us greatly. one of the things that we think will make it worse on what is supposed to be residential street, that were mentioned by my predecessor speaker, is the bus rapid transit plan. we think that will force traffic off of geary and off of van ness and on to what was meant to be sidestreets that will become jammed with fast-moving traffic, a dangerous situation. our priorities also for safety and fire. we want the streets to be safe. we want adequate coverage for the quick response time. with respect to dpw and nt, we want to approve the deplorable condition of many of our streets. we want to improve muni service. we want to keep the three jackson. it is a line that is important to our neighborhood. we want the muni drivers to be trained and to enforce appropriate behavior by muni drivers. muni drivers create a lot of the problems on the streets. they need to poll fully to bus stops and not block lanes. we have buses that the ballpark routinely in the 23

and balancing the budget will be a priority. has to be a priority. we will do that. we have done that time and time again. public safety is also something we are very interested in. it has to be a priority, because if we do not have public safety, nothing else works. one of the things we are focusing on is trying to focus on how policing works in san francisco. i used to be a member of the police commission, and i learned that the most effective community policing is the policing where you have the police and the community working together. it is important to have police officers on the street and have the police presence. at the same time, there has to be a connection within the police and the community. so, that requires -- also we have a focus on violence prevention. in the mission, we are focused on gang activity. we have to balance the very important work of the police would be very important violence prevention work -- with the very importance violence prevention work we're doing on the ground. so, public safety is something we will keep pushing on. we are tryi
