so our took up priority is park safety and in support of this priority the budget proposes an investment in two additional park patrol officers and one pa dispatcher to help with the enforcement of the new hours a $1.5 million of replacement of hazard trees and within electrician to address lighting initials our parks and the repair of irrigation systems that have been damaged and also an investment in the creation of an operation center for the department to facilitate staffs response in cases of emergency or disaster. our next priority is environmental sustainability and this budget fund 5 urban forestry staff and environmental signage for our parks. some additional maintenance staff a project to install low flow plumbing fixtures to save water. as well as some materials and supplies for our maintenance staff. we're proposing to invest 6 hundred and 45 thousand dollars in recreation and awe kwifkz promising program to init's families and children to become nor physically active finally we're proposing to invest in two new krourment and exam staff to hire gasped next year's and rec staf

our priorities and our mission. i wanted to start and a detailed discussion was where are we now, what did we request last year for this fiscal year and what kinds of things do we still need to do? so i put a chart on approved staffing levels and fte's. when we were looking at the budget requesting it for 2013-2014. we requested to have approximatelly 8 fte's, remember those are not necessarily heads. it's the full time equivalent. when you ask for a new position it's always at.77. that's how you get partial fte aechlz we asked for 799 new positions and asked to be able to fill new positions. that's why it looks funny because we said we want to have the ability to fill two more positions. what was actually approved when you look at the administration and the wellness together was 7.73 new positions and the ability to fill one position. the way attrition works if you were to say i have 10 positions, each of them earn $10 and i have $100 and that's what i go out and spend. the way the budget works is we don't fund all

then we're also responsible for having the priority at the local state and a federal level. it's informing the 24/70 on the operation services happening in our team. we've been charged with the environmental justice policy adapted in 2009 and 11 and we're responsible for the monitoring the agencies work in the substantial planning. here's a quick organizational chart how we're structured in external affairs we can make a change in the head. then there's legislative affairs. so today, i'm going to quickly walk you through our major accomplishments as well as talk about our other issues. the result has been a significant increase in the wastewater and power commission. we see every constituent request based on the operations we provide whether it's constituent requests or folks who get brought to us by the customer service we look for ways to educate the people around the agency issues. a few highlights we're going to look at we've helped to castle e educate people on hetch hetchy. many of you who have participated take folks from san francisco all the way up to the hetch hetc

also to update the acquisition priority based on old data in that document. we also horde a lot about guidance and conserving our open space also the need for community engagement and participation. as well as including new prove that to open spaces supplemental spaces living alleys and privately owned open spaces and also shifting our focus on local by diversity and a nature in general. so i want to go through briefly the proposed objectives and policies of this document. so the very first objective focuses on basically making the most of what we have. we heard a lot about our existing network of open spaces the fact we want to make the most out of them whether it's through programming or through preserving the existing resources and also maintaining it to modern standards the second objective focuses on acquiring for open spaces and increasing our stocking of open spaces. as i mentioned we upgraded the priority acquisition areas basically, we included multiple criteria into this analysis starting with population density and density of protecting seniors and

that's why i made it a top priority to work to address this issue in a bipartisan manner. the claims backlog is the greatest challenge facing the department of veterans' affairs today. but this issue has been plaguing the va for over 20 years, two decades, and the reality is we must update the process. it's a 1945 system for a 21st century veteran. the va needs a claims process that is proactive rather than reactive. one that can anticipate the needs of veterans to keep a backlog from happening. some may want to point fingers, place blame, but at the end of the day, the congress, the vsos and the va all have a part to play. for the past year i worked with senator casey through a bipartisan va backlog group to learn what can be done to fix it. it has taken significant time and resources to dig into this issue and shortly i look forward to rolling out suggestions that we have developed with the help of the dav. our nation owes it to our veterans to keep our promise, to care for them and resolve this problem together. this is just one of the many important issues that will be
