priscilla thompson is in houston now with more. how are the small business owners that you talked to dealing with the state's reopening plan? >> sure. joshua, retailers here in the heights, a historic shopping district in houston, are certainly excited to have that retail to go option. but they also say that they're frustrated that some of the big box stores were allowed to remain open and implement safety measures, while retailers like this one were not and are having to do that to-go option. i spoke to the owner of a mobile boutique who you might think would be an ideal candidate for something like curbside pick up who told me she would not be opening her doors. she's concerned about the level of testing that's being done in texas and that it's perhaps not enough to keep her safe. she's also concerned about the operating expenses, the cost of getting a baby-sitter or an employee to go out and run the store for her in addition to the cost to fill up a generator in order to operate that mobile boutique. she's worried about if custo

nbc news correspondents priscilla thompson joins us now. tell us what you're seeing on the gowned there. >> reporter: you mentioned the numbers. 9 of the 16 current deaths in houston related to the coronavirus have been black patients and that's something that we're seeing could be rising in other parts of the state as well. for example, in dallas county, 72% of the cases, covid cases that have been hospitalized are african-american or latino. but the problem is that 35% of those cases in dallas county don't have any racial or demographic information compiled for them. and that's an issue that we're seeing statewide, where only about 1,800 of the cases where folks have been hospitalized have that racial demographic data out of the more than 11,000 cases that have presented here in texas. so it has made it very challenging for researchers to make sense of that data and begin to figure out what's going on with those racial and demographic numbers. and another concern that a researcher i spoke to raised is the idea of racism and that in releas

priscilla thompson joins us.at we're seeing now what houstonians is always saying and we're noticing it nationwide or is this disparity something new? >> you know, the mayor was asked about it this week, when hurricane harvey hit we saw that some communities of color and people who were on the margins were certainly the most impacted and you mentioned those numbers out of houston and in all, houston has around 16 total deaths from the coronavirus and 9 of those have been black patients, which is a fairly small sample size. what you really want to look at is what's happening across the state. but the problem is that data across the state is largely incomplete. of the more than 12,000 confirmed cases that you mentioned, state officials told me this morning they have only compiled data on race and ethnicity for around 1,800 of those. so there's a long way to go in terms of getting that data out to figure out what exactly is going on. >> we have been told this week and in the past by dr. anthony fauci, by the surgeon

price se priscilla is live with the latest. tell us why texas is so far behind?> reporter: joshua, the stay has largely rejected criticism they are behind in testing. they see i as federal government is deploying resources where it's most needed. local hospital groups have looked at the numbers in the data they compiled and they are seeing folks show up at the hospital that are not reflected in the confirmed case numbers e we are e seeing from state. there is a concern that a number of cases might be going undetected. you hear officials call for more testing. here in houston, the moiayor tweeted, we need more testing here. the lack of ppe, we are seeing a nationwide shortage in pp thearks can slow down the ability to get the testing sighsites up and oning here as quick as possible. the other thing we are seeing here in texas is a lag in the reporting of the results. so this week, houston saw a single day, more than 6 on 0 confirmed cases, a pretty significant jump. and you know, some of that has to do with that it's taken up to five days to e get the results. som

priscilla thompson is in texas right now. do we have any idea what he may have in mind?the governor has been teasing that upcoming announcement for the past few days, he signaled there could be massive reopenings. anything from restaurants to movie theaters, and even churches. he's also been sure to emphasize that he's going to be looking at this on a county by county basis. this isn't going to be a one size fits all second phase of reopening. more than a week ago, he announced his first executive order which was going to allow for those elective surgeries to resume. and also for that retail to go option. this was the first weekend that that was actually in place. and i spoke to the business owner here who told me that while she's thankful for the retail to go option, it's not going to be enough on its own. >> it takes a tremendous amount of cashflow to support a business on this street. i don't think it will -- it cannot be enough. if that's how it continues, we will see the loss of stores, because you have to be able to be open to the public. >>. >> i want to point out

priscilla is live with the latest. what is happening with testing in that state right now?well, chris, the state has largely rejected criticism there is not enough testing in texas. instead, an increase in the am of testing that is being done. it has more than doubled last week, and many local officials say it's simply not enough. there needs to be more robust testing and that coupled with the fact that, you know, a number of these -- the results, there's a lag in the results. it's taking up to five days to get the results and sometimes they are getting them in batches. in houston, specifically, there is a single day increase in more than 600 cases and a lot had to do with reporting. one thing that the city of houston has started doing is releasing the more granular data. they are looking at releasing data by zip cope and they also started to release by race and ethnicity. what we see, only about 20% of the city is african-american, more than 50% of the patients that have died from the virus are black. so nine of the total 16 are african-americans. and so, you know, i spoke

priscilla thompson is live in houston with more. what's being done right now? >> reporter: there were a number of testing sites that opened here in the houston area this week. one we're seeing more public/private partnerships. walgreens came in and opened two sites with the states, they'll be rapid response sites that prioritizes first responders, so if they think they're sick, they can get in and have the results in 15 minutes as opposed to waiting days and get back out there. the other thing the county has implemented these mobile testing sites like the one i'm at, a spran van or truck that will come out and provide testing in neighborhoods not near the testing sites to reach communities that may be impacted but we don't know because people aren't going to the testing sites. we spoke to a local official who said these sites are important, especially given the landscape of texas. take a listen. >> we don't have the mass transit system people have on the east coast and other major cities around the country. so it's important to try and get testing facilities in

on a plan to reopen the lone star state's businesses following covid-19 restrictions here's nbc's priscilla thompson. >> reporter: well, phillip and cori, the governor here in texas has been teasing that upcoming announcement for the past week he's mentioned the possibility of massive reopenings of businesses here. everything from restaurants and movie theaters to retailers and nail salons. even churches. but the thing to remember is that texas is a very large state. there are more than 250 counties here and while some have seen outbreaks, there are others that don't have any cases at all. and so he has said that he's going to be very focused on a county by county basis in terms of looking at solutions for how to begin to reopen this economy. now, i also spoke to a number of business owners who tell me they are very excited about the prospect of reopening but are also going to be looking for that timing on monday and that's another thing we're going to be watching very closely. not so much what his announcement is going to be in terms of if that stay-at-home order will lift and if those bus

priscilla, welcome to you. what is happening right now there in terms of food banks? are lawmakers reacting to this incredible increase in need? >> reporter: one of the key issues that this pandemic has shed a light on is this idea that you mention, alex, of food and stability. and so by now many of us have seen those photos in san antonio of the thousands of cars that were lined up to receive services this week as that demand tips to grow across the country, here in houston, i actually just spoke with a woman from the food bank who tells me that they're operating at about 150% on some days, 200% of the services that they're used to providing and he really emphasized the idea that, you know, while they're continuing to serve the most vulnerable populations that they've always served, they're also now seeing the folks who have been out of work for the past couple of weeks and who perhaps never thought they would need these services having to come in to pick up food. and so here in houston, you've got business owners and also some athlete was are stepping up to donate a

p priscilla, what are you learning about this new way of shopping?: good afternoon, alex. this is the first saturday that retailers across the state of texas have been allowed to reopening. it's a beautiful day here in houston, texas. there's been a lot of foot traffic, with a lot of small shops and restaurants. just up the road there's a coffee show up where we saw a line out the door to pick up orders, but retailers don't have that option. people can't actually go enside, so they're turning to options like facebook live sales and virtual shopping experiences via facetime. they're offering items like they normally wouldn't, hand sanitizers, even face masks. there hasn't been a ton of business since we've been out here. i spoke to the owner of jubilee, the store behind me, about some of the challenges. take a listen to what she told me. >> when you're a big store like this, with a big variety of merchandise, the experience is what people are after, and so they -- and it changes constantly. our inventory changes. customers that know a line we carry or
