if we don't have any program, we have no customers. thinking that there is a program that you could build out local generations without a source of funding does not really work. i think that some of the stakeholders have understood which took us several years to explain that they're not free. if you issue bonds, someone must pay them back. if you're going to issue bonds, you have to of customers to pay them back or have some revenue stream to pay them back. that is not a clear concept that is in this scope. this scope says that you should be building. that is not something that works for me. there is a lot problems to try to go out and see how you might do a pro forma so that you could build something, be happy to work on that. if you would do solar, how you would afford to pay for it, all the regulations that you deal with, that would be a great scope of work. you have to go out and change the permits or two different things to be able to do these build ounce, happy to work on that. if you want to pick out the sites and figure out whe

i think the tiger program. maybe we can get the new program into a more multimodal structure. there is a critical federal role here for major facilities. we had to rebuild that a number of years ago. it cut through three states. it carries a lot of traffic within this region but it carries a lot of thru-traffic. it is a critical link in the entire northeast corridor. clear case for a federal role. we ended up with 100% federal funding to rebuild that bridge. we were able to pull that off and get it rebuilt and you'll see a very nice structure out there now and i was involved right from the beginning of the thinking about that all the way through. i can give you a lot of war stories about what it took to get that done. so those are the two major categories. the third category, which is near and dear to my heart is metropolitan mobility. i think we need to focus on metropolitan areas in the federal program. i think we consolidate a loft small categories we have now and put them into a metropolitan package, formula allocation by urbanized area population. the way the transit prog

program. north for grumman really supported me. if you want a decent program you have a program manager that can be the liaison that understand the veterans or can be a liaison between the veteran and the corporation but also the corporation needs to give their program manager the support like we were trained in recruit training as an officer, it listed as an officer you go through basic training and you go -- just like we do college graduates out of school with no military experience. put them on a rotation. if you can implement those programs, that veteran will take the shareholder back to do anything for you and continue to accomplish anything you put in front of them. operation and packed, if the veteran is too severely disabled they will hire family members. that was a tough chorale because if the veteran or spouse or parent is taking care of someone severely disabled is tough on the individual to work and perform. it is the tough crowd to try to hire. that is part of our program as well.

we have looked at ways to adjust the program. the first, one key change that just happened over time, and we have talked about this in the past, the pg&e rates in 2012, july 2012, are going to change to be a flat generation rate, said that is one where usage increases, the rate charged for generation does not change. that will be modified so that there will still be the same conservation incentives, but that actually ties into how we would design our rates, that we would not a flat rate. we also are considering working on maintaining a great benefit for low-income customers. they would be eligible for the same program. rate stability. we're looking at a 4.5 your program, contract, rather, what show. and this is to assure that the rates stay stable over time. we're being prudent and doing a reserve. the cfo taught to -- talked about that a bit. this is for each year of the contract. i do not mean the same number over 4.5 years. but we do know what that is for each year of the contract. we know that at the outset. president vietor:
