this is what a green power program should look like. through a combination of truly green power, mostly produced right here in california, san francisco's cca would have made great progress towards our city's shared environmental goals. but that's not the deal with the shell oil that the puc commission just rejected. the program that they said no to included only 25% true renewable energy. this is a serious degradation of the environmental benefits. the san francisco public utilities commission took a look at the deal that the staff had negotiated with shell and the commissioners decided that using 75% renewable energy credits or recs did not provide the green benefits this board of supervisors had repeatedly insisted upon. recs, as you know, supervisor, are like certificates. they can be traded from one wall street speculator to another. they derive their value from commodity trading just like stocks. by the time those recs reach our community choice aggregation program, their environmental benefits are far removed. we're not even sure

if you look at the program, like the licensed vocational program, city college is a 18-month proo program. if you look at the same level of program it's $30,000. there is a cost barrier in terms of the program. in terms of the population we looked at esl students and graduated. in spring 2013, there were many students who did not have a high school diploma. just for the impact on student, if the city college were to close and they were not able to get a higher equivalency on program and we looked at data and compared to high school and non-graduate wages and it's almost $9,000 per year for individual. there is 16,000 non-esl students in the non-credit program, this is about half the enrollment. there are some non-profits. there are some other programs that do provide esl courses. but if city college were to close and students weren't able to access other programs there is a wage cost and we base this on a u.s. census bureau study that had 9 english workers. these had a good command of the language and the annual wage is about $13,000 per year. >> before you jump to the big picture economi

the line shows our transition program that is my program. it shows how many curb ramps have been constructed over the past 3 years. there is a little bit of a down turn in this past year, 2013, part because of the aura funding and the school district funding and that project that's been done. health and -- also, we had a delay in contracts. the curb ramps under those contracts, were not done during 2013, they are going to show up in 2013-2014. we have delays in getting that into the data base. one thing it shows is the paving program that provides quite a bit of curb ramps constructed throughout the city. you can see that most of the curb ramps throughout the city are done by the the paving program. also the bottom line, the totals actually show that we are exceeding our expectation of at least for right now of 1300 curb ramps per year. >> and thank you, ken. could you elaborate a little bit about the paving program actually builds curb ramps, describe the projects and constitutional right in a that gets set. -- criteria. >>> anytime a pavin

this program, to talk a little bit about the history, this program has been around a long time. it was established in 1900s. in the city charter it talks about this establishing an allowing 800 auxiliary police officers. that's the name of this program years ago and it's turned into what we now call the reserve officer program. doing a little history post world war ii in the 1950s we had over a hundred reserves in our department. so there are a lot of benefit to having a reserve program. i will talk about what we are doing here in san francisco and other programs that are happening in the state. reserve officers are individuals who have a desire to serve the public and contribute to the community by providing public safety services with no compensation. that's what's amazing about what they do. they really are the true believers, they are the ones that are committed to public safety, and want to make a difference in our community. it goes along with the saying that the public of the police and the police are the public. they are true examples of this by being reserve officers. o

i did want to say that programs like eops and the various coaching and counciling programs at city college provides isn't only about the education there, but also getting people on the right track to as chris jackson says to pull people out of the poverty or out of a difficult situation orren cars -- incarceration. i want to say how lives are transformed and how city college has that latter for some level of mobility for being held in and locked into poverty. it's by losing the accreditation and to losing a college would be like kicking the ladder out of the most vulnerable populations. , not only the english learners but the five thousands that don't dip -- diplomas. it's losing the accreditation that would be destroying the bridge that many people rely on. for those testifying, thank you for bringing that voice about how much it helps people and for the seniors and those that have testified how critical it is for their connection and protection against isolation as seniors and people with disabilities as well. i will continue to work with our budget and legislative office and special tru
