the medicare program, i think there is a lot of abuse and fraud in the program. i will tell you why. in virginia, i know several toes, i have talked community members and know several cases of individuals who are not disabled and have two or three children and are on medicaid and working. and now i know of a situation where an individual just got a job after two or three years in virginia, the two children are on medicaid and the individuals are cared for by the mother. and the mom is under a government program, whereby she is receiving medicaid for the children, and it is illegal. there is a lot of illegal stuff going on and i think it has to be corrected. i want to know the percentage, you mentioned the percentage of people on medicaid, the majority was elderly and disabled. but it is hard to believe that is a majority, because children make up a large amount of that cost in medicaid. and um, i think that those percentages are, that you have given, i cannot see that as well as a lot of community members cannot see that. and i am not saying people do not qualify

the curb ramp program and the sidewalk program, this light has not changed. my understanding that for quite some time now, it has reached substantial and 100% completion for some time. we kind of keep this here as a show. for our roadway structure program, we do have 100% of the appropriate funds expended or encumbered and we have completed 39 out of our 40 projects. we have one remaining project, the richmond project that we use the bond funds for design and we are looking for construction funds which we have recently identified. we will be moving forward with the construction of this project and we anticipate completion in summer of 2020. traffic signals, we have these broken up into three different categories. from the last update, we were about 97 or 90% complete. since then, we completed all the work so everything is 100%. that is something we can highlight and celebrate. this last slide is a snapshot of our most recent updated financial information. it has a broken down by the different programs such as the curb ramps, resurfacing structures, streetscap

going through a couple of the programs, the clean program. we ended this fiscal year with an existing contract with s.f. clean city. they delivered sweeping steam cleaning graffiti but in may the c.b.d. selected block by block a national cleaning company that allowed expansion of our sidewalk cleaning services to seven days a week and added a second pressure washing truck. we also were able to partner with downtown streets team to provide not just additional cleaning resources but also direct pathway out of homelessness for tenderloin residents. we removed 1900 graffiti tags, collected over 400,000 pounds of litter and steam cleaned 675,000 linear feet of sidewalk that fiscal year. our approach to safe is the safe passage program. we were able to expand and integrate it into the c.b.d. we grew it from 10 corner captains helping to move children to and from school and the morning and in the afternoon to 15 corner captains. we promoted two of those corner captains into staff positions, paid positions within the c.b.d. and actually since then we

so this is a socio equity socioeconomic program. one of the flaws that we had in the amendment was to say if the next 50% of applications will be equity applicants, then there should be as many applications for true equity applicants as possible. one person, or one equity applicant should not be allowed to have four, five, six equity applications and then retain those permits. it's not fair when you have a limited pool that we're opening up. we want to have as many opportunities for equity applicants as possible. so one of those is to say, essentially, is one bite at the apple. in all the different vertical cultivation, incubation, delivery, so forth, we want to have one particular applicant per person. another thing i want to say is one of the requirements to be qualified as an equity applicant is you would qualify under an income program. we want to make that now a requirement. that's one of the other amendments that we have today because we don't want people that are financially sound or stable or so on and so forth using the pro

we feel it's important to look at both because if you just look at the micro program by program we might be missing the bigger story where providers buckle down for a particular program and do well for that but do more poorly elsewhere. we think it's important to look at both. let me give a few examples of things that employers and other purchasers are trying and what we know about the results. there have been efforts to change the fee asked. we are living in a fee for service system what's can we do to change the relative amounts we pay for things to encourage better quality. one program locally, the pacific business group on health worked in southern california to create a blended payment amount to be labor and delivery services and by paying the same for caesarian delivery and vaginal birth, they were able to reduce see syrian birtbirth by 20%. medicade stopped paying for early elected surgery and while they had sickness that area, when they stopped paying they found a drop in something like, now even in the country, we've seen a dramatic drop but in south carolina they've done better
