as a progressive city, san francisco has passed the most progressive labor protection for people in the country, law is being emulated across the united states, and yet, the minimum-wage is still not being enforced for so many workers. we think it is high time that this issue is addressed. furthermore, as supervisor campos mentioned, it is not easy for workers who are struggling, working 12 or 16-hour days and trying to take care of their families, to stand up, fight for their rights, go to meetings, file claims, talk to their government. that is not easy to do. think about trying to do that just to get paid. on top of that, you have to wait a year, tw years, sometimes even three or four years before you even get the pay you shed have gotten after you worked. this is unacceptable. you would not accept it as supervisors, and workers in san francisco should not have to accept it either. we want the city to take a stronger commitment to enforcing the law in a timely manner and protecting access and opportunity for workers to file claims and receive justice. i wanted to just pick out a few

the governor's proposal is very dangerous, and it may really disrupt a lot of the planning in progressive cities that have really developed great projects that create better housing opportunities for the lowest income areas. i'm skeptical of redevelopment overall. it led in the 1950's and 1960's to the devastation and destruction of many low-income neighborhoods. it was often done without a heart and was very disruptive, displacement in fact, especially of lower income and working [inaudible] market is one place where they used to be families living there that have been displaced by high-rise hotels and other types of structures, but i think as redevelopment reform moves forward, we need to be sensitive to ensuring that san francisco can protect its projects that preserve decent housing and better housing for the lowest income population. i think the governor's proposal is very dangerous and may impact treasure island development, so we have to watch very carefully, but i'm skeptical. >> what are your thoughts on the city's economic development? are we on the right track? what would you like to

the first is the city's progress on augmenting recommendations by the city comptroller. as we are conducting hearings on audits that have been performed, that we also take the time a few months down the road after the hearings have been completed to follow up to make sure that the recommendations have been completed and that will ensure that we make the most of every audit that has been conducted. this is a hearing on the standards and malls and ethics rules to govern the war down by regulators at the department of public health. when it comes to the review that may have environmental health impacts. it is important for us to have a better understanding of the rules that govern the performance of these regulators and asked that these matters be heard of the government audit and oversight committee. >> supervised mar. supervisor mar: i have a sad news. a close friend of mine passed away. his family is from the richmond district. i ask that we closed the meeting in his honor. he was born in hong kong in 1964. he emigrated when he was four years old. he was 56 when he passe

is testament to the fact that while san francisco is progressive, it has problems with some progress. any city needs 21st century infrastructure. we're 30th in the world in broadband access and that's the united states. san francisco is considerably lower down the ladder in terms of city standards. the type of small start-up companies in san francisco, the garage companies, the social media companies taking root here in the city require broadband access to be viable and successful. large employers also require broadband access in the economy where companies ask employees to work at home two or three days a week to meet environmental obligations and it's important for them to have broadband access at home. san francisco is not a theme park. it needs to keep up with the times if we continue to be a viable place to work. i conclude by asking you to lock around this chamber. it is full of modern infrastructure and technology. it might offend the aesthettic sensibilities of some but i don't think anyone would argue that it doesn't provide a net benefit to those who work here and to the citizens of

city's tax base. it is environmentally progressive and family friendly. some of my friends joke that sent this is becoming a child- free zone. child-free cities cannot continue to exist. it takes care of current residents with more neighborhood services and businesses, new apartments without rent increases and without passthroughs. you will never have this opportunity again. please support the park merced project -- the parkmerced project. >> i am representing the newly organized tenant organization that is against this development. parkmerced action coalition has come about as a result of this horrible plan written by developers who are greedy and totally out of contact with the existing people there and the existing property. i would like to let each of the members know here that there is no such thing as a minor change in this developers program. there is no such thing as a major change. it affects my life. my home is my home, and it is my life. that does not affect you, you see. to think that my home is being considered to be torn down because of some

progress on the data center consolidation project discussed previously. we have moved forward with this idea of continuing and using consolidation as a way to save the city money. the progress that we made was finalizing the two sides with a new facility at the airport. they are now partially staff and actively working with the department of human resources to fully fund the staff. all of the departments participating are donating time back to make sure that we stay on schedule. there are a lot of volunteer effort going on to make sure this moves forward. it is a template to show how this type of technology can be beneficial to the city. the service to be directly maintain. we will be virtual lysing 70 of those servers over the next month. we will report back you during the sixth period. we have been going down as fast journey of consolidation. there is the e-mail project we are under way with no. another good example of how we started to bring the other disparate systems in the city. we have talked about enterprising agreement we have done in the last year and how they have saved us money in the city. we are well under way in replacing those city fiber l

by progressive i mean the sense that we have to make government and the city work for everyone, and that means that not just those who are doing well. it is also those who are not doing so well. it also means making sure the city works for the middle class and to think of innovative ways of addressing issues and to not be afraid to think outside the box. that is what i see as being "progressive," in that sense. ultimately, there is a guiding principle. that is how i approach government. i believe in good government, transparency, accountability. i believe in making sure that we follow best practices. i think that is something that often times transcends the left, the middle, the right. it goes beyond that. and that is why, you know, as a supervisor i focus so much on contracts and how the city spends money, which is not traditionally a progressive issue. but i believe we have an obligation to make every penny count and to make sure that we are making the most for the very limited resources we have. >> let's talk about the issues facing san francisco. what do you feel are the biggest issu
