as a progressive city, san francisco has passed the most progressive labor protection for people in the country, law is being emulated across the united states, and yet, the minimum-wage is still not being enforced for so many workers. we think it is high time that this issue is addressed. furthermore, as supervisor campos mentioned, it is not easy for workers who are struggling, working 12 or 16-hour days and trying to take care of their families, to stand up, fight for their rights, go to meetings, file claims, talk to their government. that is not easy to do. think about trying to do that just to get paid. on top of that, you have to wait a year, tw years, sometimes even three or four years before you even get the pay you shed have gotten after you worked. this is unacceptable. you would not accept it as supervisors, and workers in san francisco should not have to accept it either. we want the city to take a stronger commitment to enforcing the law in a timely manner and protecting access and opportunity for workers to file claims and receive justice. i wanted to just pick out a few

is testament to the fact that while san francisco is progressive, it has problems with some progress. any city needs 21st century infrastructure. we're 30th in the world in broadband access and that's the united states. san francisco is considerably lower down the ladder in terms of city standards. the type of small start-up companies in san francisco, the garage companies, the social media companies taking root here in the city require broadband access to be viable and successful. large employers also require broadband access in the economy where companies ask employees to work at home two or three days a week to meet environmental obligations and it's important for them to have broadband access at home. san francisco is not a theme park. it needs to keep up with the times if we continue to be a viable place to work. i conclude by asking you to lock around this chamber. it is full of modern infrastructure and technology. it might offend the aesthettic sensibilities of some but i don't think anyone would argue that it doesn't provide a net benefit to those who work here and to the citizens of

by progressive i mean the sense that we have to make government and the city work for everyone, and that means that not just those who are doing well. it is also those who are not doing so well. it also means making sure the city works for the middle class and to think of innovative ways of addressing issues and to not be afraid to think outside the box. that is what i see as being "progressive," in that sense. ultimately, there is a guiding principle. that is how i approach government. i believe in good government, transparency, accountability. i believe in making sure that we follow best practices. i think that is something that often times transcends the left, the middle, the right. it goes beyond that. and that is why, you know, as a supervisor i focus so much on contracts and how the city spends money, which is not traditionally a progressive issue. but i believe we have an obligation to make every penny count and to make sure that we are making the most for the very limited resources we have. >> let's talk about the issues facing san francisco. what do you feel are the biggest issu
