to once again be providers. i can't tell you how many docs i've talked to who tell me, first of all, they haven't hired a new person in their office to deliver medical care in years. that anybody new hire in the office is to fill out forms and paperwork. you know, the front office, billing office, has grown exponentially, but often the provider side is more difficult and limited. and there are lots of strategies in this new legislation, minimizing overhead, the administration simplification that will help drive for insurance companies so we get to a much more simple billing form, a one-stop shopping for provider forms and for billing operations. and then implementing that through an electronic system can dramatically shift the time elements back to delivering medical care and away from being a clerk, which too many providers do spend way too much time doing. and i think are eager to have the opportunity to return. and then the future of with every american having a payment system and an affordable care strategy

providers. given the prevalence of back, neck and joint pain in the veteran population, there is a need to expand access to chiropractic care within the v.a. medical facilities. this bill would do that by mandating such care to 75 v.a. medical centers by the end of next year and each v.a. medical center by the end of 2013. however i want to point out that it also is important that the v.a. continues to ensure chiropractic care remains available as an option through the v.a.'s fee-basis program. often times the fee basis program is needed or would benefit the health status of an eligible veteran. for instance, multiple treatments with some frequency may be required to receive the full benefits of chiropractic care. if a veteran lives some distance from a v.a. medical center, requiring that veteran to make multiple trips, it creates an undue travel burden. in such cases the use of v.a.'s fee basis program is in the best interest of the veteran. therefore it must always remain a mechanism for acces

wherever it is that our work in terms of providing oversight, we will certainly provide ou adviser and counsel as we see them from our vantage point. in reference to the prts, and their impact, i am pleased to say that i have thus far visited about half of the prts representing about 15 countries, rather 15 provinces in afghanistan. i have yet to find a prt mmander who is inadequate or incompetent. i have been impressed by the leadership both on the u.s. si as well as on the internionally led prt side. what we have found though is that the prts have been insufficiently staffed. not so much by the uniformed military, but the institutions, the federal institutions of our government. the department of agriculture, the department of state, usaid have not in the past consistently provided the personnel resources and expertise that was determin on the front end of the prt arrangement. i am pleased to say though i have now been able to see some evidence that the institutions are providing a better response. we are not there yet. a part of that response is in fact the civilian search or the ci
