it is whether a cloud provider provides one of their data centers to another. the problem is we need contingency planning at one level higher up. you need to worry about the case of the cloud provider themselves is no longer able to provide service and you need to move not to another of their data centers but an entirely different cloud provider. you might need to do that on rapid notice to accommodate cloud provider compromise in a non recoverable manner. the migration is not a question of cost or agencies getting their own data back. it is a security control. and inherent function that needs to be provided so if the cloud provider is compromised the ability to migrate is not a question we are all asking. it is inherent and known to move up in a short number of days or hours and move to another provider. the internet itself is not static. it is changing rapidly and there are several security protocols. the new internet protocol is coming out that need to be considered. make this part of the profile so we don't build on the internet while the internet is changi

so we do provide as many tokens as we can, but we do not have funding to provide token's upon requestor every client. we have established a token policy for transportation to and from reservation stations and shelters, medical appointments, and certain factors like that. but we do not have the ability at this time to fund an open supply of tokens. at your request, supervisor kim, based on information that there are some other government areas in the bay area that are offering transportation to homeless, we did do some investigation. we found that in santa clara county, there have been some monthly passes provided at a cost to general fund their of approximately $180,000. and that that was not, again, fully open to every homeless person in the county, because it was not a sufficient supply. we have not been able to obtain from them the criteria they have used for releasing those, but it was a commitment on the part of the government to pay for the passes that they did use. and our current relationship, just like that one, we are paying full price for the tokens. we do issue, and that i

and i wanted to see when the government is moving its service from one provider to another, how cowe know that that -- how do we know that that information on the original provider is not still being stored and they don't have it anymore? >> guest: that's actually an excellent question, jennifer. um, if you think about the framework for securing federal systems, there are controls that exist today that require federal agencies to do contingency planning. so if they have systems in three locations in the country and they lose a facility, they have to be able to recover in the other two. but the fact of the matter is that, um, that recovery is all within one federal agency. when you switch to cloud computing, we know the cloud providers are very robust and have the ability to recover, probably more so in many cases than the federal government can because they have many facilities distributed globally. and that's a good thing. the problem is, what if you have a cloud provider who has an irrecoverable compromise in its security or shows for some other reason that they can't be used? the

and yet we were still providing services for over -- ended up basically continuing to provide medical services. and then as people -- food banks came back up, we were able to stop our food service. as the salvation army began doing some more of the services, we were able to drop some of the services we were doing but that was after coordinated efforts wall of the community-based organizations. and any of the time i have been talking in san francisco about disaster preparedness and what we saw in watsonville was that the first night of the -- after the earthquake we found over 3,000 people in parks and open space and we ended up with thousands of people continuing to be in parks and open space for months ahead -- after the earthquake. and so in a concentrated place like san francisco with the housing shortage i'm always pressed to tell people to learn how to shelter people for a long period of time, how to deal with the fact that -- especially in san francisco, at least in watsonville people were living in their back yards and front yards for months at a time. here in san francisco we

verizon also claims these antennas are needed to provide emergency services. however, the emergency response plan explicitly advises against reliance on self phones during emergencies, and lists eight non-cellular, emergency communications systems that will be in place during and natural disaster. federal mandates require that every cell phone site in san francisco must prioritize 911 calls. even a cell phone without a service provider must be allowed to connect to any site if 911 is dialed. there are more than enough antennas to handle 911 calls. it is not necessary to add more antennas to sixth avenue. the wireless facility is also not desirable at this location. the signatures obtained by a rise and lobbyists were conducted by paid signature gatherers, but people who lived outside the proposed area. the signatures we have submitted are the residents most directly impacted by the verizon project. we have gathered over 260 signatures for residents and parents in the area. most are within a 500 square foot radius. exhibit i shows that verizon residents in the

t-mobile did provide data. it showed that in a given to week -- two weeks, only 1198 calls were dropped, 0.25% of the total. that was the judge ruling in favor of you for denying the permit to t-mobile last year. how many calls went through in the two hours when 50 were dropped? 500? 5000? 50,000? verizon has not told you. unless you have that information, they cannot prove their case. listen to the neighbors. people who live in the neighborhood want you to deny this permit. there is plenty of precedent, 14 cases like this. the city prevailed at all of them in federal court. president chiu: final questions to either side of this appeal? seeing none, at this hearing is closed. these matters are in the hands of the board. i understand the house has changed. supervisor mar: i count nine of us in the room. actually, there are 10 of us. i would like us to continue this for one week, until next tuesday, hoping both sides can get together and discuss some of the offers from verizon for an independent third-party analy
