so for the take aways, it provided us an opportunity for real exchange and interaction. the military has a lot of capability and sometimes we don't always know how best to modify that in an appropriate response and being able to get together and practice the situation allowed us to understand each other better. the lessons learned: throughout the exercise a lot of lessons learned were gains and we're taking those lessons and applying them to real processes where we have interchange and response. 18 months of planning allowed us certain benefits as well. we were able to look at the capabilities that each other brought to the table in these type of environments and we were able to really take those and learn more about each other for future responses. we were able to take and provide a taylored response package to better serve the customer. again, we don't want to go in with a full package that the state or civil environments aren't really asking for, we want to be sure it's taylored appropriately and it's responsive and timely. we also had the humanitarian assistance coor

i'm here to provide you with a brief summary of the results that have survey. it's already been presented to members of the public utilities commission and i will move through it fairly quickly and answer questions you may have. you will see here the methodology of the survey, it tracts the survey that we have conducted for p u c and prior years and we have conducted many interviews in mid-february. those results were statistically weighted. the survey was conducted on land lines and in english, chinese and spanish to not exclude participation. the results of the survey we conducted last year in 2012 as well as an initial survey done in 2011. however, interpreting those results i want to draw cautions about differing methodologies which limit them being entirely apples to apples comparisons. first there's a number of places where we changed the word to go better reflect the substance of the program as it existed at the time of each survey. similarly there were predicted rates and that information shifted. this year for the first time we had an up to date data b

but i do want to provide some perspective. this city too has made an investment in these tech companies. and when we changed our tax system last year, if you look at the over all amount that the tech industry is paying in taxes in san francisco, it's about 5 percent less they are paying today in the system. i think the board of supervisors supported the effort to move away from the payroll tax. any businesses and industry comes with responsibility. the question that i hope we get to see an answer for is what are they doing, not saying, but what are they doing in response to that investment from the city. are we truly getting anything in concrete in return. what i have seen in my neighborhood and district especially mount mission that we have seen a great influx of tech workers. we are happy to see so many people want to come into this neighborhood. but with that influx comes some challenges. resents in the mission have increased dramatically in the last year 1/2 and it's not uncommon to see a one bedroom apartment going for $3
