, that we are providing now. and this legislation which will help in that regard deserves swift passage by the united states senate. this bill, the clay hunt suicide prevention act, would be instrumental in developing a v.a. system capable of offering first-class, first-rate mental health care services as well as utilizing the expertise of outside organizations to provide support for those struggling with the invisible wounds of service. that legislation would require third parties to conduct an annual evaluation of suicide prevention programs within the department of veterans affairs and within the department of defense. it would also provide for a new web site that would offer veterans information regarding available mental health care services. it would create a joint pilot loan repayment program for v.a. psychiatrists. there's a tremendous shortage of v.a. professionals that this would help alleviate and it will improve the exchange of training, best practices and other resources among the v.a. veterans servi

today i would like to provide some survivor experiencings when they tried to report the -- i want to address the university of virginia story in rolling stone that some may hold up as a reason not to believe survivors when they come forward. clearly, we don't know the facts of what happened or what didn't happen in this case. but these facts have not changed. uva has admitted that they have allowed students who have confessed to sexual assaulting another student to remaining on campus. that is and remains shocking. more importantly, it has never been about this one school and it is painfully clear that colleges across the country have a real problem in how they're handling or not handling cases of sexual assault on their campuses. i hope this story will not ultimately outshine the story of thousands of young women and men telling their stories and holding colleges and universities across the country accountable. and i hope it will not discourage other countries from -- who are demafbding reform and their voices are vital to the debate. i refuse to let this one story become an excuse

i think providers may well contribute. i think they have an incentive knowing that information will be individually available to a wide range of lookers, they have an incentive not to make sure that there specialty is accurately recorded, an incentive to match up the national physician identifiers with the billing codes. and i hope we we will have more kinds of providers available for analysis in the future. most importantly, as soon as soon as we get that second data release we have the beginning's. every economist. i will give you an example of how that could be useful. the government accountability office took 2,005 and 2,006 data, attempted to identify beneficiaries who are high utilizes of services given their health. it's not perfect, but we were able to identify a group of beneficiaries. and and then we examined those same beneficiaries in a subsequent year. did did they remain being high utilizes? had a tendency. it's we then raise the same beneficiaries and identify the doctors as high utilizes given their mix of

i want to provide a little background information to the resolution. it's something i support. open source is an idea that has been talked about for a while now in san francisco. back at the last time the department of election says was procuring equipment it was discussed and i have a memo that was circulated and you can see the text that the election commissions passed back then and i will read you one sentence. the language is general because this was early in the conversation but it said "the commission adopts this policy that the election department shall endeavor in contracting to prioritize and select if possible voting systems and vendors which provide the maximum level of security and transparency possible consistent with the principles of public disclosure". after that resolution the voting system task force was formed and they made their own resolution in 2011, and now where are we today? we're getting close to the time to procure new equipment but the problem is there is still no open source voting system available but we had seen some encourage things in los angele

provided to lafco staff on november 20. we will -- because we received the draft actually just the afternoon before the meeting we didn't comment on this most recent revised version. we're going through that process now at the staff level reading the report and understanding how it has responded to the comments we have given. and i think it's getting better. it's moving in the right direction. we're looking at the the request of the general manager clktding with your staff to put together a summary, sort of pro and con of what differences remain. mr. mr. fried mentioned a couple of examples that i could use where we might have issues to work on. for example our request to be more specific as to what was local, what was regional, and what was state wide. we still have concerns about that. the local hire ordinance included a 70-mile radius for water system improvement projects for example which made sense because the work performed was serving a service territory that is broader than san francisco. the assets are located outs

so providing housing on that, i think the developer is providing an alternative to having a big massive structure down on ord court and that alternative might be given consideration. i will say there is going to be some impacts. it's real easy to park up there and they are going to lose some parking spots. we are already losing parking spots because 214 state street is putting up garages there and it's going to be tough and you lose your views. from the basement where i stayed you had great views of eureka valley and now that's the view of the basement. you have to go to the first occupiable floor in order to have a view. they are going to lose the view from the basement to the ground level, but i think you should consider the alternative. again, be careful what you ask for. if you don't want them to build on state street, what's the alternative going to be, i think the neighbors might not like the alternative. thank you. >president cindy wu: thank you, is there additional support on part of the project sponsor? >> if not. you have up to six minutes. 6 minutes for rebuttal. >> thank you
