the bill provides the copyright modernization project with a 17% increase. this critical funding will enable the copyright office to hire the necessary staff to begin to make technological investments to improve the way they do business. it is unacceptable in the year 2016 that copyright users have to make certain requests via paper in the 21st century. that is inefficient and a drag on commerce that is dependent on the copyright system. there's also report language included that makes it clear that the library of congress shall continue to defer to the register of copyrights on all copyright-related issues. while the copyright office is within the library, it has unique functions that make it necessary to have a strong leader that can answer to congress and the copyright community when issues arise. the register should have the freedom to make decisions and be responsive to the copyright community. i'm also happy to see increased funding for the historic building's trust fund. this is the same fund we used to save for the down payment on the cannon building
