this bill provides payment for participating providers to stay in the program and entices new providers to join. it also addresses the burden by increasing medicare payments. the legislation also extends eligibility to children enrolled in the children's insurance program and enables underinsured children to receive vaccines in their home as opposed to having to go to another clinic to receive care. the legislation would allow payments for administration of multiple vaccines that protect against more than one disease. insurance is the heart and we need to do all we can to support it. it is imperative that we boost bolster -- that we bolster immunization information. the immunization infrastructure modernization act would give the ability to capture and share immunization data, thus improving our ability to keep children up to date on their vaccines. thank you so much for the opportunity to testify today. we appreciate the subcommittee calling attention to vaccines and we look forward to working with you to ensure all americans have access to routine vaccinations, including the covid-19

they don't provide the same return on investment that something in a nontribal area would provide. delays in simple trust land documentation deter banks and lenders alike from prioritizing housing loans on trust lands. all fit -- those resources impact tribal community sparingly across the country, if at all. we have seen federal and city programs that prioritize or incentivize tribal areas or create specific -- we see promise when a federal program that is nationally installed partners directly with tribal organizations and implement their federal programs directly in tribal community's. many usda pilot programs subsequently we have seen many cdfi's issue more usda homeowners in tribal communities than usda was able to provide in the past decade. let's do more of that. in short, we have to increase investments of dollars and effort from congress, from the private sector. we must recognize the real nature in many committees. the small size of many tribal communities, the cost of project develop and in tribal communities all comes together to affect housing. families continue to fac

new provider report. and we look at sonoma in particular, we have 441ppo, premier, delta dental contracted dentists. however, when we're looking at sfhss data specifically of how many of your members are utilizing those 441 dentists in sonoma? only 273 of the providers are being utilized by your members. and when we're looking at who has remained in our network during this same time period, we see that there has been a loss of 19 dentists. so, 273 minus the 254. for a 7% impact. the last column, though, shows that we've actually provided providers during that same time period. so we've actually netted one additional dentist in sonoma for your population. when we look even closer at sonoma county, for instance, the top shows why the providers, those 19 providers, left our network. so we see in the gold five of them, the provider moved. and in the grey, five, changed their ownership. we've got one who was a provider that had no -- did not comply with our requirements. six reimbursement concerns. and two act

we have to provide the relief and support they need because it's not just about the business owner and their livelihood, it's also their employees who are supporting families themselves. it's a big deal. and so in san francisco, we've tried to be very creative about the programs we have instituted, especially since this pandemic. we have been able to give out a significant amount of resources for grants, for loans, for facade improvements. for people dealing with challenges. we know that that little bit of money goes a long way. with our sf shines programs and a number of things, we have been able to help support small businesses and in addition to that, just recently the board of supervisors supported an effort to for the next year provide for those who want to open new businesses in san francisco, able to waive a number of city fees that often times are expensive and makes it difficult to open a business. we know we have too many empty store fronts. we have to get rid of the bureaucracy like we did when voters passed prop 8 and small business recovery efforts. we hope businesses noti
