some members of the public are seeing public land quite differently. the federal government is passing the statutes and people are still doing what they think they are going to be doing apart from the federal government. this question about federal sovereignty is at play here. in the last lecture, i talked about the ways the federal government was not nearly the centralized authority that people imagined it to be. it is important. it has authority, but this is new and not everybody is on board with what its scope should be or is and what its authority should be. here is a good case in point. the federal government is passing legislation and people are ignoring it. many people form organizations that are designed to keep land prices down. they organize and do this through incorporation. they incorporate themselves, which is a legal act to form a corporation, so that they can bid to keep land prices down. they will move out to a place, and when they show up for the auction, none of them bid in the and the land prices go down. so they are collaborating le

our meetings are public, board meetings are public, committee meetings are public. and we've had four discussions leading up to the submission to the state board. it was appropriately times around that. since that time, the conversation has had to stop, but the ball was back in the state board's court. we were waiting for them to respond to the comments and that's what they did earlier this month. that's where we are with that. add usally, there were some questions raised. our website, bawsca.org, contains several documents that will be helpful for people. we publish an annual survey that provides information by each of our agencies, so 26 water suppliers, use, population, employment, business counts, projections, water supply sources, out to 2040. it's quite a comprehensive set of information. we also do an annual water conservation report that documents what's going on. and lastly, drought response report that talked about what the service area did in response to the drought. he found it to be very helpful so far. those are the key things on that. lastly, if i can

seeing none, we will go to public comment. any members of the public to comment? public comment? hello? >> good morning. my name is sarah nesser and i work for the city and the county of san francisco. and i'm here today to stand in solidarity survivors of sexual violence in this city. in october 2007 a stranger broke into my apartment in washington, d.c., and raped me. i did everything that i was supposed to do and nothing happened. eight years later in 2015 after reading about the rape kit backlog i decided that i had to find a way to follow-up on my case for myself and others. and when i did suddenly there was a suspect. while the d.c. police were neglecting my case he sexually assaulted at least two other women just outside of d.c. in 2008 and 2010. i tell this story to remind you that the failure to take sexual violence seriously is an institutionalized national problem. the survivor stories that you have heard do not represent isolated experiences. these are the standard practices of many cities across the country and they are directly related to the epidemic of sexual viol
