you know, public affairs process that supports the president. here is an intergovernmental affairs office, which works with the, the mayors and governors, and they be the president in some circumstances will call a governor. asked the governor to lobby his or her members of congress. so yeah, there is a whole lot -- i don't think i would advise them to call the owner of the philadelphia eagles and talk about michael vick. but, there is a whole sort of set relationships that go beyond the narrow lane of white house affairs, but as part of a team, you hope that okay, it is all coming together and so folks on the outside are involved in that sort of, focused in on that goal. john. >> i have a similar question. is very probable scenario in the new congress and what kind of speaker john is going to be where the white house would almost marginalize him if he is not in control of these factions in the house with a tea party people, the incoming folks? and what they have to make those phonecalls, they may not call john and they might go to i don't know,

. >> i am the general manager for public affairs at the utilities commission. we are excited to be back in front of you as you consider the community benefits and digester taskforce recommendations. we're here to answer some of the questions raised at the meeting in october and to provide additional and permission at this point. the main questions and take away that the meeting on october 80 -- that was around how much money the -- on october 8 -- that was around how much money was spent on puc programs around community benefits. as part of the commission's efforts to develop the community benefits policy and program, we have inventoried all of the programs and a parts under way at the puc and identified over 80 projects and free enterprise is that demonstrate our commitment to education, jobs, art, equitable and use, etc. -- equitable land use, etc. they are everything from regional experts such as supporting community gardening in alameda county to employment opportunities for san francisco residents, to local efforts like a project which provides high school

. >> commissioner sarah ballard, commissioner of public affairs with the department. since we began having conversations about this process, we have brought in the department of the environment, as well as the mayor's office, to look at the possibility. not only that, but the director of the department of the environment is here as well to answer that question. >> as sarah said, we did do some work working with san francisco real-estate department to see if there was any suitable city land within the convenience own where hank -- hanc could be relocated. there is actually a limited area in which we can look to relocate hanc to meet the requirements of state law. following our inquiry, we were not successful in finding city land within that convenience zone that would keep compliance with state law. we have not pursued private options. president buell: i do not know that we are responding from the public to staff at this point. do you have other comments? seeing no other comments from commissioners, let me weigh in on this and tell you that i think that we only heard o

by a vote of the committee upon recommendation of our public affairs committee, san francisco beautiful support the proposal by the department to bring the site of bucks hanc recycling center in line with the golden gate park national -- master plan. we support turning the area into a neighborhood-friendly site that will produce fruits and vegetables and the tool library. the current recycling center strayed from the master plan's objective. we support recycling, but every resident now has curbside recycling. we do not agree with the industrial uses. president buell: thank you. >> next speaker, please. >> good afternoon. my name is jennifer. i'm the director of the coalition on homelessness. a very small percentage of the 3000 people who utilize the center every month are homeless. what most affluent people don't realize is that almost all low- income people retain their recycling for cash returns. i will center my comments around homeless people, as that seems to be the true impetus come as illustrated by the insensitive comments by staff. according to theresa, who released and ethnolo

carlos hardy, director of public affairs, baltimore substance abuse systems, incorporated, baltimore,yland. john, what role does language play in forming public opinion on addiction and mental health issues? i think language plays a critical role in the way that, after all, it's the, it conveys the meaning of, of what we're trying to express. and so i think it plays a very important role and we should think carefully about the terms that we use because of that. so, why does some language impede the understanding, lureen, of, of our field and the way we refer to people? well i think particularly now that we have this new recovery framework, people are holding on to the old language. and the new language really holds the fullness of the framework, it really shows the validity of the framework, it shows the reality of recovery. and so the fact people are holding on to that old language, is really impeding us from moving forward into this new framework. and daphne what type, what are we talking about in terms of the old language, the new language and, and the transition that we're trying
