we have a request for public authorization for issuance of not to exceed $10.5 million in public revenueted solely for the issuance of voters approved lease revenue bonds. in 99 -- in 1999, voters approved the issuance of bonds for equipment with increments of 5% each year. the idea is that you pay down debt. as of now, we have the capacity of $55.7 million. we have about 25 available for issuance. we're proposing to issue $10.5 million in equipment that the board had already approved. this is coming later. we expect not to have any debt service payments in its fiscal year, but it will start accruing in the next fiscal year. the fund is approximately 10% of the paramount. you have to have occupancy before you can make payments. some of the equipment [unintelligible] in addition, some of the accounts that will participate will be the sheriff, police, fire -- the usual suspects. it will be about $8.7 million in equipment proceeds. additionally, we have included some documents that include a preliminary official statement. the plenary official statement includes appendix "a" and that is upd

are utilizing our enforcement center, which previously did not work as closely with the public housing authority. in 2011 and 2012, we have used the enforcement center to review 140 public housing agencies across the country. that is a better use of resources. we have to do better in coordinating our inspection system. we have one inspection system using react for our housing units. we have a separate system for voucher units. we have started a program to use our react program where they will go behind local inspectors to make sure the results they are getting are accurate. that is something we plan to expand, to merge those guilty system so we have a single set of strong standards. the third thing is, with your help, the investments we are making in information technology. our next generation management system will allow us to do things -- just to give you one example. we do not have the ability to look at these photographs taken on those inspections. there is nothing that replaces actually seeing which your own eyes what happened. this system will allow us to download digital photographs taken

so one crucial new authority of dodd-frank is the ability to place the consolidated entity, the bank, the holding company, and the affiliates, into a public receivership. that's authority that did not exist before, and in addition, the new financial stability oversight council can designate any non-bank financial company as systemic and by doing so, one, it was subject to the full prudential supervision authorities of the federal reserve, and would, could also subject it to the systemic resolution authorities of the fdic. if you think back to 2008, the first three companies that triggered the crisis were bear stearns, lehman brothers, and aig, two investment banks and an insurance company. so the importance of the new authority really speaks for itself. so these companies will now be required to develop and maintain and periodically submit resolution plans to regulators. the plans will detail the top tier legal entity in the enterprise, as well as any subsidiary that conducts core business lines or critical operations, would be resolved under the u.s. bankruptcy code. complimenting this joint rule-making between the fed and the fdic, the
