i'm a big proponent of public education, so much so, when i was exploring preschool options, i focusedpublic preschools. my older son is fortunate to attend the presidio child development center where i serve as the secretary on the c-p.a.c. i'm here to speak for myself and on behalf of six other parents at the school who have gone through the elementary school assignment process. last year and i have to say as a resident of san francisco, i've taken keen interest in how we offer public education in the city and i've made note of the assignment process for a very long time and last year when i saw the new tiebreaker system come into place and also see a circle of mom friends, about 10 of them, who got their assignments last year, almost all of them received their neighborhood school, i thought, wow, we're making progress, this tiebreaker system is really cool, it's going to work. so this year going through the process, i thought, wow, you know, it seems like this is going to work but to give you some examples. i thought for sure we were going to get our assignment school and a friend o

that was the only time that ever happened is we started a public education campaign in the beginning of 2008 in conjunction with our 75th anniversary. we thought it would be a good catalyst for having a fairly aggressive public education campaign about deposit insurance. we had this benign period in banking for so many years. people forget about it. we did start that early. that did help us. we ramped up the efforts. we had ads out and psas. we ramped those up. since that was already happening it really helped. the other thing which i had done earlier there was a lot of controversy about whether hedge -- nontraditional investors like hedge funds should be able to charter a -- get a bank charter or bid on a failing bank process. and we stepped our toe. we put our toe into that. in 2008 we really -- we needed bank buyers. we needed new capital coming into this system. it wasn't like we were going to be choosy, well you can come in, but you can't. we try not to exercise judgments based on business models anyway. if you've got capital, you've got good management, you should get a charter

[applause] >> [reading names] >> hello, everyone. i am chair of the san francisco youth commission. i have spoken in front of you before. there are three things. we do not want to stigmatize muni as being only for low income. i am appreciative that the proposal includes -- it has proven that they do their free lunch status data, but it does not reach everyone. people do not consider themselves low end, and they do not want to apply. that is one of the things i fear happening. administration of the program, i read the proposal that you have here. on page 5, it is sam's that administering would cost less than administering it for all low-income -- let's backtrack. administering the past for low- income students would cost less than administering it for all students. i find that the really interesting.
