i don't need to remind you that president obama has strengthened public transit and put it high on hisust in the last four years we have built more than 350 miles of new rail and bus rapid transit. as flora castillo pointed out, the fta has signed more funding and grant agreements to build new transit extensions in 2011 and 2012, more than in any two-year period in the fta's history. most importantly, our new starts and small starts program has kept people working. we've created 88,000 local jobs just with the new start program. that's way over and above the many, many more jobs that we created through the recovery act. and we have kept people working through what was the greatest recession since the great depression. we've devised better and simpler ways of evaluating projects and moving those prompts forward in -- projects forward in a streamlined fashion. we've been about the business of cutting red tape through all of our fta processes, and we've been investing in opportunities to create jobs now when we need them on projects that really improve the quality of life for generations

we're adding new housing, but our transportation system, public transit in san francisco is not -- does not have the capacity to deal with our current usage, let alone adding new housing. so it is so critical that as we add new population and grow, that our transportation system is keeping pace. and that means investing in the system that we have today, and expanding its capacity and all of that takes quite a bit of funding. now transit impact development fees, are a very important part of that equations, as we're adding housing and office space and development, we're generating funding to pay for those transportation improvements to keep pace. one of the provisions in the western soma plan, which actual will you i believe may not exactly, but tracks the similar provision in the eastern neighborhoods plan. actually proves that you pay a lower fee or a lower percentage for your transit impact fees if you build a larger housing complex. i t

the clammer had begun for the experiment including public transit people. owned by the people and for the people. the idea of a consolidated city-owned transit system had begun traction. and in 1909, voters went to the polls and created a bond measure to create the people's railway. would become a reality three years later. on december 28, 1912, mayor sonny rolph introduced the new geary electric streetcar line and the new san francisco railway. that he said would be the nucleus that would host the city. and san francisco gave further incentive to expand the city's network. a project by way of tunnel leading into chinatown by way of north beach. in december the first streetcar was driven into the tunnel. just two years after its berth, muni had added two lines. and k, l and m lines that span out from westportal. in 1928, the j line opened heading west to the beach. in 1944 san francisco voters finally approved muni take-over of the market street railway. by then motor bus and trolley bus improvement had given them the ability to conquer san francisco's hills
