they work with a garden project staffed, puc staff, gardeners, learn about the environment, and leave a tangible mark in the community. again, this is a program that has such immediate impacts for the young people going through the program, but it also allows these young people to be able to have access to healthy food that they can take back to their families. looking at the young people coming through this program, it is often communities that do not have a lot of grocery stores in their community. they are able to keep their families around healthy eating, and they get a paycheck at the same time. similar to the street conversion program, the birth storage program -- the first stewards program has mutual benefit both for the sfpuc as well as the communities we are partnering with for this program -- the earth stewards program. as we were talking about the program, developing inventory, we realize the level of macro impact that it has intentionally for the puc. the puc is a large property owner, and we have a lot of properties that need to be managed, whether it is the landscaping a

i want to thank some of the puc staff who have worked to improve the calaveras project. i know a lot of people are here today who have worked very hard. there have been quite a number of changes from the draft eir. the changes to the dam and reservoir operations we think will contribute significantly in bringing back the steel that fishery and this important creek for the entire area. i'm sure you are familiar with what those changes are. we do think this is a step in the right direction for the puc, moving forward towards a more sustainable management in the watershed, and we think you have a project that san francisco can be proud of, not just going to restore the water supply capacity, also going to provide a number of jobs, and it will be a piece of the puzzle in restoring our native fisheries and bringing back some of the natural habitat in alameda creek. there is always a caddy at -- caveat. this was a long and controversial process from our point of view. a lot of things happened backwards. the benefits to the environment were tacked on at the end, mostly because

we clerked both the lafco and puc revenue oversight committee. we had citywide labor concessions, a package that equals 4.6%. we downgraded and reassigned positions in the clerk's office to provide more entry-level career ladder positions and reduced costs by shifting resources from the corpse of this to other divisions, like the -- from the park -- from the clerk's office to other divisions, like aab and sunshine. the "low hanging fruit" has already been taken. the next slide reviews the mayor's instructions. the mayor is projecting a 8 $378 million shortfall next year and is requesting a 2.5% reduction in the current year, and a 10% contingency. the budget instructions serve as a starting point for the mayor's office to work with city departments to balance the overall budget. some departments grew differently under the last decade and have been better able to reduce the others. it is the board's practice to treat these instructions as advisory, applying protection where they can while still being party to the solution to the city would budget

i have an exand pl in california that's local to the san francisco, puc, the california commission has listed grant under their renewable fuels program and they are reported to supply several millions of dollars to demonstrate the viability of product that can be commercialized. all the good establishments in urban areas to convert to bio diesel fuel. these collaborative opportunities are available and have been used for many years now throughout the various states and, i think the opportunity is right in front of us to take advantage of these opportunities. in this particular case you have the state of california, you have the region nine, epa, so you have a regulator, san francisco ucuc. all contributing to funds offered by the california commission. so i'd like to suggest that we, as a group here, recognize that those opportunities are out there and that we leverage those opportunitys for the sake of reducing the carbon footprint and if we do that, these are near turn gains we can do as we get to the long-term as far as uncertainties and hydrological issues that might take a longer

the question within the puc staff is what that actually means for day-to-day work. for the commission, the question that comes back to me is when are you going to start implementing it. what does it mean for the decisions we make, the programs we do, and the activities we support? those would be quick responses to one question and has been around how we think about implementation. the other question that came in this week was the role that community-based organizations are going to have as we think about community benefits. in the resolutions, we refer to stakeholders and stakeholder engagement. we do not specifically call out community-based organizations. that has caused some concern with community-based partners. in response to that, i just want to take the opportunity to say as we think about stakeholders' we include community-based organizations as stakeholders. we did not specifically call out community-based organizations because we also understand there are individuals, residents, and ratepayers attached to organizations, whether they are community organizat

this is based on the actual cost of one clerk position, which reflects our agreement with the puc general manager. this is offset slightly on recovery costs of citywide memberships, based on the mta, puc, and port contributions. the next slide presents the projected salary costs for fiscal year 2011-12. the proposed budget does not include any new positions, position upgrades, or other increases in staff resources. $7.60 million or 4.8% higher than the current year. increases to fringe benefits is what is driving 85% of this change. according to the mayor's budget instructions, the department is to assume that retirement increases are 13.6% to 16.5% of the current salary and that health service, dependent coverage, and dental benefits will increase by 10%. the fringe benefit estimate also includes job-sharing arrangements, which cost between $10,000.12000 dollars per position for a legislative aide. -- $10,000 and 12 close in dollars per position for a legislative aide. there is also an increase of the temporary salaries at the aab to support demand. this is offset by reductions in tempor
