i want to go over the goals of sf puc. i looked at one of our primary goals to keep waste of the landfill and reduce toxins. that interest twiens -- inter twines with sf puc. we try to keep them out of the landfill and wastewater. or energy and climate renubls are our energy efficiency work and renunl -- renewable work and climate work, we address the public sector. we who, with residents and businesses and the if 123 -- sf puc works with the department. two can be linked to fire. the rim fire and the drought. neither would be severe if we with respect to dealing with a long-term clierment change that is affecting a whole variety of what we deal with everyday on this environment. our issue helps all of us. our work and energy efficiency on the adoption of more renewables and greenhouse gas emissions, sits on well. we work together on a variety day-to-day programs like our green business program which is a citywide business program and the department of sf puc and other departments in the business program. we work together

we also partner with the sf puc and all three enterprises at the puc and there is toxic program and zero waste program to sponsor the connection. a program with the san francisco unified school district where stults -- students from title one school learn about water shed prevention and waste, energy efficiency as part of this program. and we also cosponsor field trips in regards to the environment. a great opportunity for students to get their hands in the dirt and learn about science and gardening. in these field trips it's not just about the worms they find but also about water conservation when gardening. they learn about irrigation systems, they learn about rain water harvesting and they also learn about drought tolerant plants. every once in a while we get asked to go to communities. i was asked to go to a local school and a conference. both of those are independent from any conference with the puc we chose to talk about water conservation and people are interested in learning what they can about water conservation of course because of the drought. we use whatever opportunities we

and the puc's fleet, the diesel portion of the puc fleet, uses bio diesel. and almost universally, and pretty much wherever they can and the only places where they really have a hard time with it is when they get into the motions. and they use the low temperatures and it is bio diesel is not stable enough to be used up there. and it has helped us, again, set the bar very high for the rest of the fleets in the city and we are hoping for the significant improvements, and in the fleet utilization, and reducing the fuel use and the greenhouse gases and emissions. and another puc and we collaborate with quite a bit and you heard about this earlier is the waste water group, and and they have the smart people and i have talked to them quite a bit

there is a huge overlap as to what puc does. we are using prevention first and saving pesticides until the last resort. using pesticides we have a very intricate way of screening and what we allow on properties. the important point sure since moving from the bad old days with carpet bombing with pesticides, we are using science and information almost as a substitute, really as the substitute for all that chemical use and for a lot of that chemical use. it takes an increased level of knowledge about these issues and increased level of professional qualifications. so, when i'm talking about pest, not just bugs, but weeds and snails. the program has been in place since 1996. it was established by an ordinance. it applies to all city properties, not just city boundaries but also hetch hetchy and so forth. our role as part of the environment is the lead agency. we facilitate this program with our partners andn other departments. i'm going to introduce some of our key players here in a few moments. and also steve ritchie is going to t

came prepared to put their funds on reserve, and in an effort to leverage the resources within the puc's power, funding in order to get them to do what they are making commitments to do. and at this time, i am not prepared to move forward with that budget reserve, but, this item is going to go to the full board, and i don't think that should be placed off the table. so between now and then and moving forward, and with having the discussions in order to develop some sort of a clear plan, or assurances that puc and the mayor's office will work collaboratively with the members of the board to work with us to develop a clean power program that could be successful for our city, i think that we still have time to have those conversations, i think, but i want to make it clear that a potential reserve is not necessarily off the table, and it is off the table today, from my perspective, and i am prepared to move the budget to the full board for consideration. and we can look at the possibility at that time, if it is at all necessary. and so, i want to continue the ongoing conversations, with the

the puc. talk about some wastewater. michael did indeed talk about that. we have a combined effect in san francisco. so here is a picture of our system here. he's described to you our combined system, what it does. we operate a thousand miles. as we talk about water conservation, we don't think about the sewage system. all of a sudden we went from 80 million gallons a day coming to our treatment plant, the significance of our water treatment as we have one 1 gallon flush tanks, how do we get the material for the miles from the presidio to the plant. something we should all think about. as this has to travel through the pipes. we are not used to dealing with this. we have to change handout you we run our operations. it's not just enough water to transport the materials. we run four plans in san francisco. we refer to it as the newest one but it was commissioned in 1993. it's pretty old already. in treasure island we operate it on behalf of the native on behalf of the operator. we have the wet facility only online during wet weather across from pier 39 and w

and then, moving to 3 b, the status update on the proceeding of the california puc. and i have reported numerous times on this. and it is the pg&e, activities to attempt to have a green tariff, option, for their customers and i can report today that we are expecting a proposed decision, in the green tariff proceeding any time now. and the law requires the commission to have a decision, by july, of 2014. and we are actually expecting a proposed decision, and it could be issued this afternoon, or monday. and so, stay tuned on that. we, are expecting further activity after the proposed decision, of course, the way that the puc and the california puc process works and there is a proposed decision, introduced by staff, comments are received, and it sits before the commission, for not less than 30 days. and then the commission may take the item up at a public hearing. so, that is kind of the time frame, and so for that first phase decision. and the assigned commissioner in the case, issued a ruling in early june, that established a third phase of the proceedings. and that

the drink tap program is a wonderful program for the puc to be a part of. we have a community event that's programmed that was developed by our commission and passed in 2011 to ensure that we're being a good neighbor in all areas that we operate and serve. two tenants is our commitment to work force development and education. through this program we had a partnership with tech # 1 program which is part of the career technical education department. we hired high school students from john o con nel to participate in shadowing our contractors to learn about carpentry, plumbing, becoming an electrician, all those trades that are integral to things like taps being installed so that was a great opportunity, both last skoolg year and this summer to get that hands on experience. it's important for us because we are going to be facing a shortfall in our own work force. 30 percent of our work force is eligible for retirement over the next five years. this has been a great way to do that in partnership with the school district. on the education side as nigga nick ment

and have you evaluated, sort of the ground mounted solar, in the city limits or the land owned by the puc outside of the city? because you must have tremendous rights of way going out sort of to other places? >> yes it is mostly outside of san francisco. and in the ground field areas that we have looked at. but, we most of the opportunities are outside of the city, and frankly, they are more economic outside of the city not just because of the cost of the land but also because of the solar exposure and the solar opportunities are greater and so for the same solar panel located in san francisco and you will get more hours produced in senol than in san francisco. because it makes more sense for us to look at those opportunities as well. do you have from my interest, sort of a back of the envelope number for how much solar could be developed on sort of the city or the puc owned land outside of the city. >> the type line that i mentioned of the development opportunities, includes, if the memory serves me, about 45, mega watts of development opportunities outside of san francisco. >> have you

my son was diagnosed before 16 puc. the was the most stable for 10 years during the period between when he was diagnosed and his 18th birthday i have a story similar to the one that supervisor farrell told in which he bausz because weekly probation officer would come and ask questions he'd ask my son are you baby boomer your father and seeing our psychiatrist and taking our meds. that weekly contact even though we have very, very good certifies that weekly contract was the difference when he turned 18 he took off for 9 months and arrested in 3 couldn't and jailed three or four times even if e he was within marino and eureka and sacramento he was living on the streets. i know personally and from stories of the family how necessary it is to have an effective tool that's why psychiatrists in the state appreciate the mayor to help change the lives permanently of folks with mental illness that are two difficult the special tool of laura's a law can help 0 unfortunate outcomes. thank you (clapping.) thank you, mr. hague arres
