i want to thank the sf puc staff. we were at the hearing on tuesday and it's so gratifying to see this and to be able to see this a second time. it's like a movie that you want to see again. i would come here everyday to look at this timeline. we did hear from commissioner avalos and mr. fried that both hearings there seems to be like 1-2 months that we can shave on this. i guess without even getting too outside of the box. the piece i would like to talk about on page two, we are at row no. 3 in february and row no. 6 when pg & e files their green tariff with the rates. as i said at the puc, we basically have a two 1/2 month period here to get this major step that we want them to take. we want them to take to publicity for that and we want there to be publicity for that but we don't want them to take away all the excitement and momentum that this great san francisco is making with our power program. so i would just hope that between now and may 10th we can do as much public work as possible and i think a great catalys

growing in the city and what's missing and we asked the communities of the local sites what can the puc as the water power sewer help contribute to those broader goals and efforts and the first phase is the learning garden in be r.n.na l heights and what you are looking at is a rendering from the landscape architect and it's very much focussed on k through 5 education in in partnership with the local school district and we heard from the community that they wanted a physical space where their children can learn all ranges of cutting technology from green infrastructure to renewable energy and somewhere where the kids could really roll up their sleeves and play and understand these big engineering concepts on a micro scale so we approached this in a unique manner and partnered with the curriculum developer so each feature in in the garden has a specific curriculum attached to it so that we know we're doing our part to educate and groom the next the next generation of environmental stewards and rate payers who will maintain our system and there's rain gardens and green roofs and we're pro

miss hale >> there's been some activity at the california puc that we wanted to report on. you will recall i have reported a number of times now on their activities with respect to pg&e's green tariff application. they issued their decision, the cpuc, california puc, issued their decision in late january and that decision was forth the schedule for pg&e to file their advice letters, which are the implementation filings that the utilities make after the california commission tells them what they have authority to do. and that advice letter, pg&e will be providing more specificity around a number of the program's features including final rates for the program that they are planning to launch. the sdis, i spoke to some important issues but also deferred a number of issues. for example, the community outreach and strategy for engaging low income customers, i think that's an important issue for san francisco's interest. options for making the green tariff more affordable in particular and we're particularly interested in the fact that they have deferred consideration of how to i

if we were going to be involved in any kind of way while the puc may set rates and authority over the utility the department of the environment they run the show in terms of the concept of having a sustainability city if we have people that are more than adept getting out and speaking to people about that i definitely want to see that. i remember -- charging people extra money because the city is hostile towards families and working poor and this is in terms of -- it's a cost of living predator i mean for you know and that's why people were losing middle class and working families leaving here every single day because it just costs too much so for folks not to get the ultimate benefit for this to make sure that not only are they going to get a good price but living wage jobs i'm not going for it period. i would never ever ever ever ever be up here and vote on something where there's a benefit that doesn't get shared in some way some form from the get go or to a level i can explain to everybody while people were contemplating this there were all kinds of entitlements and what is the le

the pro can you procurement process is projected to take 3 months but i believe if the puc staff works with me and my colleagues and the mayor we can move this process quicker than what's being proposed and not waiting for the legislative process but to finish before we draft the requests for offers for power procurement and there's a reform process that will be legislation coming before us before the contract procurement and i believe we can waive the 30-day rule and also time our approach for procurement separately from the actual performed process. i also want to make sure that we're working closely together with the city attorney to make that go forward but most of all i want to say thank you for your work and your openness to move this program forward to the extent possible we can move this forward more quickly let's do that and i know president breed and the board of supervisors as well is very interested in moving that forward and lastly our outreach process to make sure the san francisco outreach communities are aware to sign up or opt-out and we actually look at how we can inv

and collaborating on it, we've also been doing our own business planning effort at the at the at the puc that business plan outlines our business opportunities including community choice helps us target our efforts to bring the benefits of the hetch hetchy power system to san francisco and it targets doing that in a financially sustainable manner. the business plan effort is scheduled to be discussed with the commission over the next couple of months and result in a finished product this summer so that will help my commission put all of the efforts we have underway sort of into context and it's our task at the staff level to develop an integrated program design for our community choice program. the program will be designed to lead with affordability to provide environmental benefits and provide options for san francisco programs and projects that will bring more associated jobs. we're also, you know, consistent with the enernex recommendations and mr. mr. syphers recommendations with that two-tiered offering. what sonoma calls clean start -- the basic opt-out to compete about pg&e's curr

power up and running and we can learn from their example as well as from marin clean energy and a a puc that has been through this once and learned from that experience and is doing it again and lafco issued a phenomenonal report and able to take a look at the situation on the ground now different from a year ago and talk about what the future holds and we have a department, my staff, who has been thinking a lot about how does the world look different to them from an energy efficiency perspective under cca compared to how we have it today? you are going to hear lessons learned from sonoma and a big picture from lafco and what are we doing here in san francisco from puc taking the lead and you will hear from the department of the environment what is our piece and how do you see the future it's going to be a great presentation. i'll let you decide how you want to handle questions whether you want to do it after each speaker or until the end. i just want to make a comment about geof. geof has been such a generous sole with me personally i came to this job not knowing much at all about the

i think it's great that the puc is getting on top of the groundwater issue. groundwater is going to be so important in the future. down in orange county, you probably heard about a program they have there, they do advanced purification of waste water and let it percolate down into the ground water and that's their primary water source. they use existing piping, they don't have to use the purple pipe. the santa clara water project recently brought on line a waste water fuer fie case center, it's distilled water, 8 million gallons a day. what they're going to do it is blend it with their typical blended water, bring down the salinity. i think there are a lot of great opportunities. i think for the west side basin maybe if we could try to recharge it proactively with advanced treated water that could be an additional water supply, not just during droughts but year round. we're looking into a project like that on the midpeninsula around the san francisco creek area. people are accepting it, there's a lot of interest, we are entering an era of these mega droughts

that you came here to raise that issue and i am sure that you will get something not only from the puc but hopefully from your supervisor. on the 17th and folsom piece let me say that i truly feel for the residents and the reason that we wanted and the business owners -- the reason we wanted to have this hearing is this is something i have been dealing with on an yearly basis, and we're happy to work with the community, to work with the puc. as the storm happens but i feel that we need to figure out a short term, midterm and long-term solution here. and i welcome the idea of a working group . and those that don't know mr. cruz as i know. i have worked with him for years and he's a capable individual you can get and we're lucky he's involved and he really cares. with that said i do think that we need to have a complete outline of what steps the city is going to take. if there is a long-term objective of 2020 that's fine if that is something that eventually will be a permanent solution but we just can't say we will wait until 2020 and that's when something will be done. we have to have a

the folks that buy the bond in big chunks there were a lot of people involved in the effort at the puc and water enterprise i want to give a shout out to steve richie it joined me in new york had one-on-one meetings are the bond experts and made a presentation to the bond spent as a result, the next day orders over one billion dollars that allowed us to go back to the underwriter with that kind of demand to jp morgan i mentioned vanguard one of the largest mature bond funds in the country they were at the presentation with steve and i put in one hundred and $29 million of orders very, very effective outreach so again, it was a successful effort and we're pleased with the results if you have any questions, i'll be happy to answer them. >> wonderful. >> i'd like to say that you know to have the bond rating we do is just dprierld and for us to go back b there in the drought and convince them the water bonds are where they should be is a great feat. >> thank you obviously we're not toy trying to undermine the drought but a lot of investors worse case scenario and the tabloid headline news

the second thing i suggest that the puc broaden their grant program now for barriers and restrictors so that individual businesses can get a little extra money to tailor the repairs to their own property to keep the water out and mine is a particular example. an extra $20,000 or $30,000 to raise the level of my parking lot would prevent water from coming into my neighborhood and the stable cafe and thank you very much. >> thank you very much. next speaker. thank you for being here. >> [inaudible] and again i want to thank you you for calling the hearing and i'm a property and business owner and resident in the area, so i pretty much agree with what everybody said, and we do need a long-term thing but i think right away one of the helpful things you can do is expand the grant program like we told you. barely anybody could do the flood damage. it just didn't work and like i said sand bags don't work and if you drive around there it would look like a war zone and it's use flts useless anyway. you have to be present to put them up. a lot of people don't live there. they don't know ahead

my name is emilio cruz, the assistant general manager of infrastructure for the puc and associated with this endeavor being on the committee. i will say that i love working at the puc not only because of all the work that we do that is important for the environment, but the focus that we have on community and the work that we do. i'm responsible for the $9 billion capital program, $7 billion of which will be spent right here in san francisco on our wastewater program. it would not only be a failure, but a complete shame if in investing $7 billion in san francisco that we don't create opportunities and jobs for our local residents to support our local communities. so that end, it doesn't happen by itself. i often in the circles here, the expression that a rising tide floats all boats, that doesn't work if your boat has a hole in it or if you are anchored down. the reality is that a good economy does float boats, but we have to make sure that everybody's boat is sail-ready. we have to make sure that everybody has the opportunities. we will generate many, many jobs as we invest these billi

private property that isn't impacted to deal with flooding situations, further the programs of the puc with system wide improvements if the owners are interested in that conversation, so we are working with the city attorneys just like when we started -- they have a grant program the initial reaction was no you can't do that. we found a way to do that. we are hopeful we will find a way to do this as well. having said all of that the critical thing is that the system, our system overall is designed towards that five year storm and when we collect we collect approximately -- we can collect and store in one storm 775 million-gallons so basically if a three hour storm drops that amount we can handle that and that's a five year storm roughly. once we get beyond that our system simply cannot handle that so if you look back on december we had a 25 year storm and a hundred year storm. even if we spent a billion dollars we're going to flood during a 25 year storm and hundred year storm so those are some of the challenges we face as a city and the other thing i will say because it's pertinent we

studying the connector tunnel and if that's the policy of the puc and the city to move forward in that direction and continuing to look at short term improvements. i should mention looking at trying to make some improvements to private property up flow that would reduce the flooding more down flow and working with the city attorney to figure out how we can do that without violations of public law and again i believe we will get there. we are forcing a creative approach to try to deal with the problem. >> mr. cruz thank you very much for the presentation. before i turn it over to public comment i just wanted to ask a couple of quick questions. i know that -- i mean it's frustrating quite frankly to hear how challenging this is and even with the huge financial investment of 1.2 billion that you're still going to have issues. what is the timeline for the city deciding one this issue of the tunnel, the $250 million tunnel that could be at least part of the permanent solution? and second on the issue of private property and imminent domain you're considering what is the timeline for when yo
